CALL TO ORDER: The meeting was called to order at 7:00 pm. 2. ROLL CALL: Present: 9 - Member John Harper Chair Michael Putkowski Vice Chair Dwayne Kennedy Member Ruben Munoz Member Patricia Northey Secretary Jody Lee Storozuk Alternate Michael Bowman Alternate Charles Davidson Alternate Robert Trombetta A. Election of Officers. Secretary Putkowski called for nominations for Chairperson. Member Kennedy nominated Member Putkowski. Member Munoz nominated Member Storozuk and Member Kennedy. Motion by Dwayne Kennedy, seconded by John Harper, to appoint Member Putkowski to Chairperson. The motion carried by the following vote: For: 6 - Member Harper, Chair Putkowski, Vice Chair Kennedy, Member Northey, Secretary Storozuk and Alternate Davidson Against: 1 - Member Munoz Chairperson Putkowski called for nominations for Vice Chair. Member Harper nominated Member Kennedy. Chairperson Putkowski nominated Member Northey. Member Kennedy nominated Member Storozuk. APPROVAL OF MINUTES & AGENDA: A. Minutes of December 18, 2019. Motion by Ruben Munoz, seconded by Dwayne Kennedy, to accept the Minutes of December 18, 2019. The motion carried by the following vote: For: 7 - Member Harper, Chair Putkowski, Vice Chair Kennedy, Member Munoz, Member Northey, Secretary Storozuk and Alternate Davidson 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. Jim McCully, 920 Gage Avenue Deltona, spoke regarding the Residential Planned Unit Development (RPUD) Pine Ridge and asked if the Board spoke with the City Commission regarding their decision on the way they voted. He asked the Board if they read the materials in the agenda from the December meeting. He also asked if the Board received any materials from the residents delivered to the City Clerk last Friday. Mr. McCully spoke regarding the project and the history of the Commission ignoring the Board and whether the Board can speak at the Commission meeting to share why they voted against the project. City of Deltona Page 2 Printed on 2/24/2020 Planning and Zoning Board Minutes January 15, 2020 Matilda Morabito, Fish Hawk Road, Deltona spoke regarding the minutes from December 18th and asked if the minutes were sent to the Commission. She wants more communication between the Board and the Commission. John Brunoehler, Fish Hawk Road, Deltona spoke regarding the Residential Planned Unit Development (RPUD) Pine Ridge and hopes the information is passed up to the Commission. He thinks the minutes are weak. Chairperson Putkowski spoke to the speakers and noted the Board is a recommending Board to the Commission. He spoke about Sunshine Laws, the Comprehensive Plan and Elections. 6. OLD BUSINESS: 7. NEW BUSINESS: A. Ordinance No. 01-2020 - Amending the Comprehensive Plan of the City of Deltona, by amending the Capital Improvements Element providing for the replacement of the Capital Improvement Project sheets. Mr. Paradise provided a history regarding the annual update to the Capital Improvements Element (CIE), Ordinance No. 01-2020. He provided the Board with a background surrounding the CIE analysis and update. He noted the CIE is done to ensure the City is adhering to the level of service standards in light of the budget. He stated the CIE is supported by the budget and is intended to analysis of the level of service and noted the budget documents represent support documents. Member Munoz asked for clarification which budget year. Chairperson Putkowski and Mr. Paradise spoke regarding Project Number 33070, Project Number 33071, Project Number 33073, and Project Number 33074. Chairperson Putkowski suggested the money be moved from those projects to paving roads. Motion by Patricia Northey, seconded by Ruben Munoz, to A. Ordinance No. 01-2020 - Amending the Comprehensive Plan of the City of Deltona, by amending the Capital Improvements Element providing for the replacement of the Capital Improvement Project sheets.. STAFF COMMENTS: City of Deltona Page 3 Printed on 2/24/2020 Planning and Zoning Board Minutes January 15, 2020 Mr. Paradise provided an update on Section 110-1200. Discussion occurred regarding the meeting time and appointment dates. 9. BOARD/COMMITTEE MEMBERS COMMENTS: Discussion between the Chair and Mr. Paradise occurred regaring the process of requesting a change to the Comprehensive Plan, call in procedures and the meeting audio. Member Davidson spoke about meeting time change and noted that citizens may not be able to attend and the change would eliminate their opportunity to participate. Member Storuzuk noted that the conversations on the Pine Ridge RPUD weren't documented in the minutes. Member Munoz wants training on Sunshine Laws and , more detailed minutes. Mr. Paradise explained minutes are intended to represent a synopsis of dialogue. Attorney George will be finalizing the Sec.110-1200 Ordinance and working with the Florida League of Cities. Mr. Paradise advised that Staff has several books available to the Board. 10.
