CALL TO ORDER: The meeting was called to order at 6:00 pm. 2. APPROVAL OF MINUTES & AGENDA: Minutes of August 17, 2022 Minutes to be filed with no changes per Chair Northey. 4. PRESENTATIONS/AWARDS/REPORTS: None. 5. PUBLIC FORUM: Time permitted, public comments shall be limited to items on the agenda and shall not exceed two minutes. Please be courteous and respectful of the views of others. Personal attacks on Committee/Board members, City staff or members of the public are not allowed and will be ruled out of order by the Chair. Public forum was opened and closed as there was no participation. 6. OLD BUSINESS: None. 7. NEW BUSINESS: City of Deltona Page 1 Printed on 10/18/2022 Planning and Zoning Board Minutes September 21, 2022 Ordinance No. 18-2022 - An Ordinance of the City of Deltona, Florida, amending the official Zoning Map to rezone ±109.71 acres of land located along the Halifax Crossing Boulevard corridor south and east of the Halifax Hospital Complex within the Activity Center from Business Planned Unit Development (BPUD) and Agriculture (A) to Mixed Used Planned Unit Development (MPUD); providing for conflicts, providing for severability and providing for an effective date. Mr. Paradise spoke regarding residents whom have standing. Interim City Manager/City Attorney Segal-George swore in the consultants for Halifax Crossings and residents with standing. She turned the meeting over to Chair Northey for ex-parte communication from the Board. Members Berk, Alternate Rodriguez, Secretary Pfeffer, and Chair Northey drove by the site. Members Alexander and Munoz had no ex-parte communication. Mr. Paradise explained the Halifax Crossings MPUD rezone is part of a property previously rezoned in 2014 to BPUD. The Agricultural portion was not previously rezoned. He stated the intent for the rezone would be to have six (6) different use districts, with four (4) medical nodes and two (2) traditional nodes. The traditional nodes would consist of approximately 21 acres of Commercial and about 13.5 acres for Multi-family uses. The Medical Village nodes would consist of a 6.3-acre Wellness Center, 15-acre Medical Support District, nine (9) buildings for age restricted multi-family limited to 420 units, and Independent Living Cluster Homes limited at 80 units. Mr. Paradise explained traffic is predicated to be controlled by a trip cap by the 2014 Halifax Crossings rezone. He spoke regarding the BCC Engineering methodology provided in the agenda packet. He stated the trip generation needed to be updated with the 11th edition. It is possible the trips will exceed the cap of 17,415 trips, which will be reconciled through mitigation. Mr. Paradise stated staff recommends the Planning and Zoning Board recommend the City Commission approve Ordinance No. 18-2022 based on the rezone being consistent with the Comprehensive Plan, providing a range of commercial uses including a hotel, creating high pay medical and medical administrative sector jobs, improving the tax base, and will provide habitat improvement opportunities for scrub jays. Discussion occurred regarding 58% of the trips of the trip cap being consumed by WaWa and McDonalds. City of Deltona Page 2 Printed on 10/18/2022 Planning and Zoning Board Minutes September 21, 2022 Member Berk asked how traffic would be reconciled, Mr. Paradise explained future projects would be done with mitigation and may result in upgrades in facilities. He reminded the Board they are able to develop their vested trips. Secretary Pfeffer requested for a map to be sent out to show future developments coming to Deltona, Mr. Paradise explained one is currently being made and would be provided to the Board once it is available. Discussion occurred regarding FDOT traffic improvements in this area. Mr. Spittler explained he would spend most of his presentation speaking about Halifax Village. He stated they chose the site because it is next to the hospital which puts the residents at ease. He explained the Wellness Center at Lake Nona provides the needs of the community and hospital through a membership, similar to what they want to bring to Deltona. He stated they would like to start building by January. Mr. Barfield stated he wanted to speak regarding the comments on traffic and the trips vested. He explained that other projects have to account for the vested 17,415 trips for this project. They have already made two (2) of the three (3) required upgrades for the vested trips and the last one would be done once they reach the vested amount. Discussion occurred regarding part of the project being age restricted, meaning some residents may not be driving at all. Mr. Spittler explained this will be separate from the hospital, but they would refer patients to them. The apartments would also be perfect for the hospital employees. Discussion occurred regarding the properties being used for long-term rentals and they can add caregivers as a service. Chair Northey requested the applicant speak with Votran to ensure services will be provided here. She also requested the walking pathways be big enough for bikes. Chair Northey opened public forum. John Basara, asked if there would be a buffer between the quads and his house. The applicant explained there would be no additional buffer because it would be a residential home use that is age restricted. Patti Basara, requested for the City or County to please do something about the Turn lane coming from Graves onto Howland. Chair Northey closed public forum. Motion by Ruben Munoz, seconded by Eric Alexander, to Ordinance No. City of Deltona Page 3 Printed on 10/18/2022 Planning and Zoning Board Minutes September 21, 2022 18-2022 - An Ordinance of the City of Deltona, Florida, amending the official Zoning Map to rezone ±109.71 acres of land located along the Halifax Crossing Boulevard corridor south and east of the Halifax Hospital Complex within the Activity Center from Business Planned Unit Development (BPUD) and Agriculture (A) to Mixed Used Planned Unit Development (MPUD); providing for conflicts, providing for severability and providing for an effective date. The motion carried by the following vote: For: 6 - Chair Northey, Secretary Pfeffer, Member Alexander, Member Berk, Member Munoz and Alternate Rodriguez Member Alexander stated he is in favor of the project because it is an excellent use and location. Member Berk stated she is in favor of the project because it is consistent with the Comprehensive Plan and it will provide a range of commercial uses the City needs. Member Munoz stated he is in favor because it is consistent with the Comprehensive Plan and has satisfied all requirements. Alternate Rodriguez stated the project coincides with the Comprehensive Plan and believes it will improve the City. Secretary Pfeffer stated the City needs this project. Chair Northey stated the project comports with the Comprehensive Plan and looks to be a great project, so she is in favor. She requested for a sincere message for affordable housing in the project be sent to the City Commission. 8. STAFF COMMENTS: Secretary Pfeffer left the meeting at 7:35 pm. 9. BOARD/COMMITTEE MEMBERS COMMENTS: Member Rodriguez spoke regarding affordable housing and would like to make sure people in the community know what affordable housing is. Mr. Paradise stated for the record, Mr. Rodriguez represents the Affordable Housing Advisory Committee. 10.
