1. CALL TO ORDER:
The meeting was called to order at 5:30 p.m. by Mayor Masiarczyk.
2. ROLL CALL – CITY CLERK:
Present: 8 - Mayor Masiarczyk
Vice Mayor Nabicht
Commissioner Alcantara
Commissioner Bradford
Commissioner Herzberg
Commissioner Honaker
City Manager Shang
City Attorney
3. PLEDGE TO THE FLAG:
Mayor Masiarczyk led everyone in the pledge to the flag.
4. BUSINESS:
A. Ranking and selection of an individual to fill the remainder of the District 5
Commission seat - Joyce Raftery, City Clerk, (386) 878-8502.
City Manager Shang arrived at the meeting at 5:32 p.m.
Motion by Commissioner Honaker, seconded by Vice Mayor Nabicht, to
appoint Victor Ramos as the District 5 Commissioner until the next
election 2018.
Commissioners Herzberg, Alcantara and Bradford thanked everyone who applied for the
District 5 Commission seat.
Mayor Masiarczyk opened and closed the public hearing as there were no public
comments.

B. Swearing in of the Commission appointed individual to fill the remainder of
the District 5 Commission seat to expire November, 2018 - Joyce Raftery,
City Clerk’s Office, (386) 878-8502.
Mayor Masiarczyk asked the City Clerk to swear in the newly appointed Commissioner for
District 5, Victor M. Ramos.
City Clerk Joyce Raftery asked Mr. Ramos to raise his right hand and repeat the Oath of
Office after her. Commissioner Ramos was sworn in, photos were taken and he took his
seat at the dais.
5. ADJOURNMENT:
There being no further business, the meeting adjourned at 5:38 p.m.

A. Ranking and selection of an individual to fill the remainder of the District 5
Commission seat - Joyce Raftery, City Clerk, (386) 878-8502.
Background: Commissioner Soukup submitted his resignation letter to the City of
Deltona on August 21, 2017 with an effective date of August 21, 2017.
To be consistent with the process that was used to fill former
Commissioner Lowry’s and former Commissioner Barnaby’s seats and
per the City Charter, the Commission vacancy was advertised on the
City’s website, in the newspaper, on DTV and in a Press Release. The
deadline for applications was by 5:00 p.m. (end of business day) on
Friday, September 8, 2017.
The purpose of this Special City Commission Meeting is to appoint an
individual to fill the remainder of the term for the Commission District 5
seat and for that individual to be sworn in immediately after this agenda
item.
Applications have been received from the following interested
individuals: Thelma Gonzalez-Belton, Larry French, Sherwin Kendall,
Penny Musick and Victor Ramos. However, Penny Musick resides in
District 3 and Thelma Gonzalez-Belton resides in District 6 so neither
would qualify for the District 5 Commission seat.

Background: Commissioner Soukup submitted his resignation letter to the City of
Deltona on August 21, 2017 with an effective date of same and the City
Commission has ranked and selected the person to fill the District 5
Commission seat.
The City Clerk will swear in the individual appointed to fill the remainder
of the District 5 Commission seat to expire November, 2018.
5. ADJOURNMENT:
NOTE: If any person decides to appeal any decision made by the City Commission
with respect to any matter considered at this meeting or hearing, he/she will need
a record of the proceedings, and for such purpose he/she may need to ensure that
a verbatim record of the proceedings is made, which record includes the testimony
and evidence upon which the appeal is to be based (F.S. 286.0105).
