CALL TO ORDER: The meeting was called to order at 6:30 p.m. by Mayor Masiarczyk. 2. ROLL CALL – CITY CLERK: Present: 9 - Commissioner Alcantara Commissioner Bradford Commissioner Honaker Commissioner Nabicht Commissioner Ramos Vice Mayor Herzberg Mayor Masiarczyk City Manager Shang City Attorney 3. PLEDGE TO THE FLAG: Mayor Masiarczyk led everyone in the pledge to the flag. 4. BUSINESS: A. Trash services in Deltona: Observations and Recommendations regarding service levels and the selection of a service provider. - Bill Redman, RCG Consulting, Inc. Senior Vice President of Redman Consulting Group, Bill Redman summarized the Redman Consulting Group's report. Mr. Redman spoke about seeking a resolution to insure the residents of the City of Deltona receive the maximum quality of service for the best possible cost, Redman Consulting Group's scope of work, what was working for the City in regards to trash, contamination of recyclables, using carts for recycling, the number of incidents entered into Track Ez from January 1, 2017 to November 9, 2017 being 31,299, the City having one administrator working for solid waste, bulk waste, side loaders versus rear loaders and four options Redman Consulting Group provided. The Commission and Mr. Redman discussed rear loader trucks, twice a week collection versus once a week collection, the different options provided by Redman Consulting Group, receiving a City of Deltona Page 1 Printed on 7/15/2019 Special City Commission Meeting Minutes December 12, 2017 financial comparison to use recycling carts versus bins, co-mingling of recyclables, single source recycling versus separating recycling, processing fees of recyclables, the current Waste Pro contract, bulk pick up, types of trash bins/cans, convenience, wheeled recycle bins, the City having uniform trash cans, trash needing to be in containers, picking up trash that is at the curb, placing weight limits on the trash placed in the container, requirements of the trash bin, and residents preparing the trash correctly. Mayor Masiarczyk opened the meeting to public comments. Jan Riegel, 816 Rayston Street, Deltona, spoke about scheduling pick-ups, trash sitting out for weeks after a scheduled pick up, the company and the City needing to be on the same page, telling residents the same information and having one number to call. Doug MacDonald, 1494 Surrey Run Court, Deltona, spoke about not having the documents from the Redman Group. Larry Rodriguez, 1639 Hastings Drive, Deltona, asked what kind of services were being rendered in the comparisons of the study, how the costs in the study were tabulated, that after the Request For Proposal (RFP) is issued that there be a public forum for reviewing and ranking the applicants and he asked that the interviews for the RFP be posted for the public. Mr. Rodriguez suggested the Commission choose option number three and moving forward to look at other contractors when the contract is over in 2019. Robin French, 2520 Arslan Street, Deltona, spoke about beautifying the City, there being more garbage than before, the cart flippers leaving garbage behind, garbage trucks leaving garbage, fliers being sent out, cardboard not being picked up, the lack of education and the signs flashing "in the bin" but not knowing what "in the bin" means. Jim Pesha, 1120 N. Old Mill Drive, Deltona, complimented the Redman Consulting Group on their presentation, explained that what started the trash issues was the changes to the City’s Ordinance and he asked the Commission to rescind the ordinance. Richard Dewitt, 2380 Alton Road, Deltona, recommended that residents have to put the garbage in the carts. Carol Sheehan, 1190 Stoneville Street, Deltona, spoke about being confused about what goes in the bin and what is allowed to be recycled, washing and sterilizing recycling and she suggested being able to scheduler bulk pick up online as well as on the phone. The Commission clarified that residents can currently schedule a bulk pick up online. Volusia County Sheriff Office (VCSO) Officer Jimmy Stone, 1695 Providence Boulevard, Deltona, spoke about being a big recycler and wanting to have recycling carts, cardboard boxes being left and he asked that the hauler place the bins back off of the roadway. Mayor Masiarczyk closed the meeting to public comments. The Commission and Mr. Redman discussed public perception of tonight's meeting, changing the trash ordinance, the cameras placed by Redman Consulting Group, placing the contract out to bid, toters for recycling, rescinding the trash ordinance, negotiating a new contract, commercial pick up, rear loader recycling, recycling cardboard, education and communication, City of Deltona Page 2 Printed on 7/15/2019 Special City Commission Meeting Minutes December 12, 2017 contact numbers being on the toters, Redman Consulting Group helping write the contract, placing the contract out to bid, option three, bear resistant containers, tree debris removal, the City's education campaign on trash, the hauler having to put revenue towards education, removing the ticketing portion of the ordinance, adding that the hauler provide burglar bins to the contract, adding amnesty days to the contract and the Commission commended Redman Consulting Group's work. Mayor Masiarczyk opened the meeting to the contractors for comments. President of Waste Corporation of America (WCA) and Osceola County Commissioner Fred Hawkins, Jr., 1378 S. Volusia Avenue, Orange City, commended the Commission for hiring Redman Consulting Group, he spoke about education and he recommended the Commission ask for Customer Service Representatives (CSR's) that are going to answer the phones in Deltona in the contract. Mr. Hawkins stated that Osceola County has taken glass out of their recycling and he spoke about contamination in recyclables. Government Relations Manager for Republic Services, Don Collins spoke about his support for option three, the public forum on trash, residents being unhappy at the trash public forum, side conversations after the public forum, different companies that would bid to service the City of Deltona, the size of Deltona and a recommendation that the City place the contract out to bid. Mr. Collins also spoke about the price going up, the size and layout of Deltona, rear loaders and recycling carts. Regional Vice President for Waste Pro USA, Tim Dolan spoke about not many residents being upset with Waste Pro USA’s services and wanting to continue to provide the level of service the City wants. Mayor Masiarczyk closed the meeting to the contractors for comments. The Commission, staff and Mr. Redman discussed placing a sticker on the recycling and trash bins with the contact information, the contract, clam trucks for the City, burglar bins, recycling carts, CSR's being at City Hall, education, a pound number or App to schedule pick-ups, billing on the tax bill, customization, a new contract, residents being able to keep the toters after the contract ends, rescinding the trash Ordinance and the trash Ordinance versus the contract. After discussion, the Commission concurred to get rid of the Ordinance once the new contract is written. The Commission discussed the most important things being recycling bins, trash being and picked up. City Manager Shang stated she will work with Redman Consulting Group to put something together and she suggested to then bring it back to the Commission for approval. Commissioner Nabicht asked to schedule a conversation to move towards a commercial hauler ordinance. The Commission spoke about tenants moving out. 5.
