CALL TO ORDER: The meeting was called to order at 5:30 p.m. by Mayor Masiarczyk. 2. ROLL CALL – CITY CLERK: Present: 4 - Vice Mayor Herzberg Commissioner Nabicht Commissioner McFall City Attorney 3. SILENT INVOCATION AND PLEDGE TO THE FLAG: A. National Anthem by Adonai Crespo a student at Pine Ridge High School. Mayor Masiarczyk led everyone in a silent invocation and the pledge to the flag. The National Anthem was sung by Adonai Crespo a student at Pine Ridge High School. Mayor Masiarczyk thanked Ms. Crespo and he asked that all the Veterans in the audience stand and be recognized for their service to our Country. 4. BUSINESS: A. Request for approval of Resolution No. 2018-68, ratifying results of General Election held on November 6, 2018. Motion by Commissioner Nabicht, seconded by Commissioner Bradford, to adopt Resolution No. 2018-68 as presented to ratify the results of the City's General Election held on November 6, 2018. The motion carried by the following vote: For: 4 - Commissioner Bradford, Vice Mayor Herzberg, Commissioner Nabicht, and Commissioner McFall 5. CEREMONIAL MATTERS: A. Recognition of outgoing Mayor and Commissioner. City of Deltona Page 1 Printed on 2/24/2020 Special City Commission Meeting Minutes November 12, 2018 Mayor Masiarczyk asked the City Clerk and Deputy City Clerk to come to the dais to read a plaque which was presented to Commissioner Honaker in recognition of his service to the City of Deltona. Deputy City Clerk Janet Day read a plaque which was presented to Mayor Masiarczyk in recognition of his service to the City of Deltona. B. Swearing in of newly elected Mayor and City Commissioners. City Clerk Joyce Raftery administered the Oath of Office to each of the following newly elected City Commissioners: Mayor - Heidi K. Herzberg District 1 - Loren King District 3 - Maritza Avila-Vazquez District 4 - Robert McFall District 5 - Victor M. Ramos C. Selection of Vice Mayor. Motion by Commissioner Nabicht, seconded by Commissioner McFall, to select Victor Ramos as Vice Mayor for the next year. The motion carried by the following vote: For: 4 - Commissioner Bradford, Vice Mayor Herzberg, Commissioner Nabicht, and Commissioner McFall Mayor Herzberg thanked everyone for attending the meeting, for being part of American Democracy and for welcoming the new Commission who will service Deltona well. She encouraged residents to continue to attend Commission meetings and come to more than a ceremonial meeting, to participate on City boards and to attend City events. She personally thanked everyone for coming out to support not only herself but, the entire Commission. The Commission would not be here if it was not for the residents' faith in them. Mayor Herzberg asked if any Commissioners would like to speak. Commissioner Avila-Vazquez thanked everyone for attending especially her friends and those who helped her campaign. She stated she is very happy to be here. Commissioner McFall thanked everyone for attending but, especially his family who has supported him. As everyone knows his family is a politically minded active family for 35-40 years, it is not easy, and there are nights Commissioners are not home and the family eats without them or they are late for things. He stated without his wife's support and his whole family he would not be able to be here, thank you. City of Deltona Page 2 Printed on 2/24/2020 Special City Commission Meeting Minutes November 12, 2018 Vice Mayor Ramos thanked everyone for attending and he thanked his parents for sticking by him. He stated he is enjoying the journey. Commissioner King thanked members of District #1 who are awesome and he appreciates everyone one of them. There were so many people who put in hard work and he appreciates everything they did for him. He thanked his wife who puts up with his nonsense all the time and there is never a day that goes by that he is not in trouble. He promised that he will do what is right for District #1 and the City of Deltona. The Commission is here for you, the residents, and we want to listen, to understand, and to do what is right for the residents and the City. Commissioner Bradford welcomed all the Commissioners and she thinks this is a great Commission. She stated she is looking forward to moving the City of Deltona forward. Commissioner Nabicht stated he and Commissioner Bradford are the two Commissioners who did not have to go through the election process this time but, it is good to be sitting up here with this elected body. He stated we are coming into the holidays so the Commission may get off to a slow start but, come January, roll up your sleeves folks, we have a lot of work to do and we are going to do it to make Deltona together. Mayor Herzberg thanked public safety personnel, the Volusia County Sheriff's Office (VCSO), the Fire Department, City staff, City Manager, City Attorney, and everyone else that keeps the City going every single day. She thanked the residents and encouraged them to not let this meeting be their last, to come back and be a part of our City. 6.
