Background: The U.S. Army Junior Reserve Officer Training Corps (JROTC) is a program offered to high schools that teaches students character education, student achievement, wellness, leadership, and diversity. It is a cooperative effort between the U.S. Army and the high schools to produce successful students and citizens, while fostering in each school a more constructive and disciplined learning environment. The outcomes of the JROTC program are: · Act with integrity and personal accountability as they lead others to succeed in a diverse and global workforce · Engage civic and social concerns in the community, government, and society · Graduate prepared to excel in post-secondary options and career pathways · Make decisions that promote positive social, emotional, and physical health · Value the role of the military and other service organizations With the school’s support, the JROTC program achieves these outcomes by using a world-class 21st Century, technology driven, student centered curriculum. The curriculum consists of education in citizenship, leadership, social and communication skills, physical fitness and wellness, geography, and civics. C. Request Approval for a Cost-Share Agreement # 33771 between the St. Johns River Water Management District (SJRWMD) and the City of Deltona relating to the Reclaimed Water Retrofits Project - Dave Denny, Acting Public Works Director (386) 878-8973. Strategic Goal: Infrastructure Background: The SJRWMD has issue requirements in the City’s Consumptive Use Permit (CUP) that require the City to, among other things, expand its reclaimed water system or face reductions in its groundwater allocation for potable water production. City of Deltona Page 3 Printed on 6/3/2020 City Commission Agenda November 5, 2018 The St. Johns River Water Management District (District) is continuing its Cooperative Cost Share Initiative Program in Fiscal Year (FY) 2018-2019 to develop and implement resource and water supply development projects and promote conservation. On April 10, 2018, the District’s Governing Board approved funding for Cooperative Cost Share projects. Each project selected for funding will have a positive benefit to one or more of the District’s core missions; including water supply, water quality, natural systems or flood mitigation. The City will retrofit existing residential neighborhoods and one sports complex with reclaimed water lines, including activation of existing dry reclaimed water lines. The retrofit water source will provide reclaimed water to replace the current use of potable water irrigation and irrigation by wells. In order to meet the requirements of the SJRWMD cost-share agreement, the agreement must be approved and submitted to their office before November 16, 2018. In addition to the four (4) projects listed above we have recently added Saxon Ridge. We have authorized the design for interconnecting our reclaimed line to the reclaimed lines previously installed in Saxon Ridge. We currently do not have a cost share agreement for this project but will be submitting an application in the near future. This project is also located in the Priority Focus Area and will benefit the Minimum Flow Levels Recovery Strategy for Volusia Blue Springs. Attachments: 33771 City of Deltona Reclaimed Agreement B. The RIB will accept up to 1.0 MGD of reclaimed water, treated surface water, and stormwater. In order to meet the requirements of the SJRWMD cost-share agreement, the agreement must be approved and submitted to their office before November 16, 2018. Attachments: 33789 Deltona WVWS Aquifer 9. ORDINANCES AND PUBLIC HEARINGS: A. Public Hearing - Ordinance No. 05-2018, a continuance to a date certain of November 19, 2018 for a rezoning (RZ18-001) for a +113.4 site from R-1AA to Residential Planned Unit Development - Ron A. Paradise, Assistant Director, Planning and Development Services, (386) 878-8610. Strategic Goal: Economic Development - Create more diversified & high-quality housing opportunities to provide for all market demands. Background: The City of Deltona received an application for a rezoning to change the zoning on a ±113.4 acre parcel from R-1AA to Residential Planned Unit Development (RPUD). The project is planned to feature 259 detached residential units on individual lots. Under the existing R -1AA zoning the property has a gross density of 385 units. The project, known as Hampton Oaks, is located north of Spirit Elementary school and Lake Baton Estates and east of the Sterling Silver neighborhood. The property, as designed, has three access points: Meadowlark Dr ., Alabaster Way and Pearl Tree Road. The project features community amenities including a 28 acre nature preserve. For more information relating to the project see the attached staff report and related graphics. All PUD zoning actions are associated with a written Development Agreement (DA). The Hampton Oaks DA is attached. The DA illustrates how the property will be developed by articulating requirements such as a minimum lot sizes, setbacks, etc. However after the agenda for the Planning and Zoning Board was prepared, City staff and the applicant have continued to work on Section 6.m. of the attached DA. Section 6.m. addresses the development of model homes. After conducting further research, including how other City of Deltona Page 5 Printed on 6/3/2020 City Commission Agenda November 5, 2018 municipalities manage model home development, staff is proposing Section 6.m. of the DA be changed. Proposed Section 6.m language is attached as a stand-alone document. On October 17, 2018, the Planning and Zoning Board heard the Hampton Oaks RPUD rezoning request. After weighing information and input from staff, the applicant and concerned citizens, the Planning and Zoning Board with one member absent voted unanimously to forward this ordinance to the City Commission with a recommendation to deny the RPUD rezoning request. The concerns expressed which led to the aforementioned recommendation were as follows: 1) Traffic 2) Drainage 3) Too many lots proposed In light of the recommendation by the Planning and Zoning Board, on October 18, 2018, the applicant requested the City Commission grant a continuance to the November 19, 2018 City Commission meeting. Public Hearing - Resolution No. 2018-64, A continuance to a date certain of November 19, 2018 for a Conditional Use requesting a house of worship at 590 Fort Smith Boulevard - Ron A. Paradise, Assistant Director, Planning and Development Services (386) 878-8610. Strategic Goal: Internal and external communication Background: The applicant is requesting a Conditional Use approval for a house of City of Deltona Page 6 Printed on 6/3/2020 City Commission Agenda November 5, 2018 worship on an approximately 3.3 acre parcel. The plan is to construct a 13,942 square foot house of worship facility with ancillary parking, landscaping, stormwater, fenced playground, pavilion, and basketball court. The request is for a house of worship and does not include a private school or daycare facility. For more information on this request please see the attached staff report. On October 17, 2018 the Planning and Zoning (P/Z) Board heard the Conditional Use request. After hearing testimony in support of the proposal and reviewing other information, the P/Z Board unanimously with one member absent recommend the City Commission approve the Conditional Use request. Finally, consistent with Sec. 110-1102(e) of the Land Development Code this or any conditional use request must be approved with a 5 vote super majority.
