In an effort to reduce the possibility of exposure of residents to the COVID-19 (Coronavirus) we have limited public seating inside the Commission Chambers and are practicing social distancing with the City Commission, staff and residents. 1. CALL TO ORDER: The meeting was called to order at 6:30 p.m. by Mayor Herzberg. 2. ROLL CALL – CITY CLERK: Present: 7 - Mayor Herzberg Vice Mayor Bradford Commissioner Avila-Vazquez Commissioner Ramos Commissioner Sosa Acting City Manager City Attorney Absent: 2 - Commissioner King Commissioner McCool 3. PLEDGE TO THE FLAG: Mayor Herzberg led everyone in the pledge to the flag. 4. NEW BUSINESS: A. Adoption of the City of Deltona Strategic Plan - John A. Peters, III, P.E., Acting City Manager (386) 878-8858. Consultant Herbert A. Marlowe with Analytica stated he has provided a draft plan to the Commission. He asked if any Commissioners have any comments, notes or changes and he will make those incentives later or after the meeting if there are any. He would like to focus first on the vision and then on what he calls the pathways to that vision. It is very important because if it is not aligned with what he calls the needs and aspirations of values of the community it is not going to go anywhere, it has to fit with what the community wants. He believes he has captured what he heard last Saturday with the Commission and what he City of Deltona Page 1 Printed on 9/30/2021 Special City Commission Meeting Minutes May 24, 2021 heard from the community as a whole. He gave a brief presentation which included the Vision, the Mission, Core Values, and the Six Pathways to the Vision which include: Pathway 1: Economic Development: The City of well-paying jobs; Pathway 2: Community Development and Redevelopment: The Gallery of Villages; Pathway 3: The Recreation City for all; Pathway 4: Accurate, Timely and Identifying Communication: The Deltona Brand; Pathway 5: The Learning Community; and Pathway 6: Effective Governance and Productive Government. The community no longer wants to be a bedroom community and wants to be a full community. By that he means more diversity of housing, local jobs, dining/restaurants and lastly the ability to learn such as higher education and trade schools. There are three keys to a successful Strategic Plan, one is to operationalize it through the budget, second is to set priorities through those budgets, third is time and he briefly explained all three. A City should not have their manager being eat up with fires because then the manager does not have time to think strategically. There are two skills a manager needs to execute a Stategic Plan. One is a mind set of strategically thinking and putting pieces together. Two is systems and operational planning, to be able to see how everything fits and make it happen. Mr. Peters has those skill sets and he can execute the Strategic Plan. Vice Mayor Bradford suggested to include schools. Commissioner Avila-Vazquez suggested adding upgraded automation to the continuing staff development. Mayor Herzberg opened and closed the public comments as there were none. Commissioner McCool suggested keeping the flip chart showing what is being worked on. The Commission and Acting City Manager discussed what is the next step, the budget processes, building community villages, having a three-part matrix, being partners with private landowners, the Pathways especially 6, allowing the process to take place, Commissioners' role, the Commission having a choice, Deltona's brand, living in the past, executing the plan, repeat situations or continual fires, policies and procedures, transparency, hiring a Deputy City Manager, the manager implementing the plan, fires coming from the dais, managers getting burnt out, Commissioners not abiding by policies, and the manager's tenacity. Commissioner Ramos left the meeting at 7:08 p.m. and returned at 7:09 p.m. Motion by Commissioner Ramos, seconded by Commissioner Avila-Vazquez, to approve the Strategic Plan. The motion carried by the following vote: For: 6 - Mayor Herzberg, Vice Mayor Bradford, Commissioner Avila-Vazquez, Commissioner McCool, Commissioner Ramos, and Commissioner Sosa Mayor Herzberg asked that the Commission get out of the Acting City Manager's way so that he can implement the plan. At every Commission meeting she will be bringing forth City of Deltona Page 2 Printed on 9/30/2021 Special City Commission Meeting Minutes May 24, 2021 policies, procedures and everything else that the City has. If there are any questions on the legality of anything on the agenda she will call a recess, the item will be removed from the agenda and if there is no legal answer at that time it will be brought back at another meeting. 5.
