CALL TO ORDER: The meeting was called to order at 5:00 p.m. by Mayor Avila. 2. INVOCATION AND PLEDGE TO THE FLAG: 4. PRESENTATIONS/AWARDS/REPORTS: A. Presentation by Lobbyist Georgia McKeown to discuss the State of Florida hurricane relief. Lobbyist Georgia McKeown gave a brief presentation that included the 4th Special Legislative Session, Disaster Relief Bill, appropriations, property tax due dates, property tax refunds, FEMA public assistance grants, Florida Housing Finance Corporation, Rental Recovery Loan program, Department of Environmental Protection, deadlines and effective dates, the current delegation, and a direct support foundation. Councilman David Santiago spoke about advocating for Deltona and being a resource, storms, legislation, working together, insurance, AOB (Assignment of Benefits) abolished, benefits, claims, attorney fees, and time frame for relief. Director for the Department of Emergency Services for Volusia County and Emergency Manager Jim Judge, spoke about rainfall, hurricane season, costliest and deadliest hurricane season, FEMA, individual and public assistance, other counties, total damage, disaster housing assistance, temporary housing assistance, non-congregate sheltering, local State of Emergency, Disaster Recovery Center, apply for assistance at libraries, temporary shelter assistance, January 12th deadline for Hurricane Ian assistance, February 12th deadline for Tropical Storm Nicole assistance, hot wash, FEMA applications are City of Deltona Page 1 Printed on 1/4/2023 Special City Commission Meeting Minutes December 21, 2022 separate for each storm, Small Business Administration, beach, and Deltona statistics. The Commission, Mr. Judge, Ms. McKeown, and Councilman Santiago spoke about the Adjustment Board, priority counties, coastal reshoring, stormwater grants program, hurricane legislation, lobby to recapture money, mitigating flooding, CWA (Central Withholding Agreement), Volusia being the 7th priority, water quality, coverage and tax collecting, deficit and revenues, focusing on Volusia County, rebuilding, funding availability, a special session, ruling making process, funding appropriations, agencies/entities overseeing the programs, how AOB works, the City getting forgotten, trailer program and requirements, FEMA program, grant funding, septic/sewer repairs, budget request, fighting for dollars, EPA (Environmental Protection Agency), deductible assistance and the parameters, Public Works involvement, collaborations, Deep Creek and logistics, Representative Barnaby spoke about his initiative, everyone's role, appropriations throughout Volusia County, government procedures, the legislative session, disbursement date, creating a plan, water disbursement, the City's needs, Volusia County Delegation Meeting on January 9th, his contact information, boards that he is on, insurance bill, stabilizing the insurance market, insurance lawsuits, AOB, accountability, bill slots, Clerk of Court bill, mental health counseling center, and the CARES Act (Coronavirus Aid, Relief, and Economic Security Act) funds. Commissioner Colwell left the meeting at 6:00 p.m. The Commission, Planning & Development Services Director Ron Paradise, Representative Barnaby, Councilman Santiago and Interim City Manager spoke about the number of requests for assistance, means based programs, stormwater, standing water, rainy season, road closures, flooding, a domestic violence shelter, requests and quantifying costs, Wiggley Farms Road, being united, mitigating flooding, women's rights, mental health and substance abuse, female delegation, Section 4 of Disaster Relief Bill, property tax relief, recouping funds, Section 5 of Disaster Relief Bill, grant matches, ad valorem taxes, 2023 budget, rule making process, lost revenues, matching FEMA funds, seawall repairs, raising homes and elevations, buying properties, raising roads, insurance estimates, public adjuster, insurance crisis, Office of Insurance Regulation, cost to fix the basin, the shortfall this year, disaster funds, budget, grant matches, Senate Bill covering 67 counties, Tropical Storm Nicole, effects of the storms, port-o-potties, fight for residents, successful counties and cities, being engaged, Representatives, and participation. 5. CITY MANAGER COMMENTS: The Interim City Manager stated staff is working on the Theresa Basin, the flooding on those roads, and the City will have a substantial request going to the Legislature this year. 6.
