City of Deltona 2345 Providence Blvd. Deltona, FL 32725 Minutes Special City Commission Meeting Wednesday, November 1, 2023 5:30 PM Deltona Commission Chambers 1. CALL TO ORDER: The meeting was called to order at 5:34 p.m. by Mayor Avila. 2. ROLL CALL – CITY CLERK: Present: 4 - Commissioner Avila-Vazquez Commissioner Burbank Commissioner McCool Mayor Avila Absent: 3 - Commissioner Colwell Commissioner JodyLee Vice Mayor Bradford 3. PLEDGE TO THE FLAG: 4. BUSINESS: A. Review and discussion re: Executive Search Firm Selection - Glenn Whitcomb, City Manager’s Dept. (386) 878-8858. The Interim City Manager gave a brief description of the item, the process, and he announced the total score of each applicant. The Mayor and each Commissioner discussed the reasoning for their rankings. The Interim City Manager asked if the Commission would like to interviews the highest ranked firm, negotiate a contract with the highest scored firm, or if that doesn't work out try to negotiate with the second highest scored firm. City Clerk Joyce Raftery informed the Commission that four Commissioners wished to contract with the highest scored firm with the other three being interested in interviewing the firms. Motion by Commissioner Burbank, to accept the proposal for Colin Baenziger and Associates and for the Interim City Manager to start negotiating the contract. The motion died for lack of a second. City of Deltona Page 1 Printed on 11/3/2023 Special City Commission Meeting Minutes November 1, 2023 Motion by Commissioner Avila-Vazquez, seconded by Commissioner Burbank, to go with Baker Tilly Municipal as the hiring company. The motion failed by the following vote: For: 2 - Commissioner Avila-Vazquez, and Commissioner Burbank Against: 2 - Commissioner McCool, and Mayor Avila The Commission, Interim City Manager and City Attorney discussed the proposals being exempt from public records, when the item can come before the Commission again, interviewing applicants, public involvement, not rushing, and the hiring process. Motion by Commissioner Burbank, to adjourn. The motion died for lack of a second. The Mayor and staff discussed there being no public comment on this item. Motion by Commissioner Avila-Vazquez, seconded by Commissioner Burbank, to go with Colin Baenziger and Associates. The motion carried by the following vote: For: 3 - Commissioner Avila-Vazquez, Commissioner Burbank, and Mayor Avila Against: 1 - Commissioner McCool 5. CITY MANAGER COMMENTS: The Interim City Manager clarified that this topic will be coming back before the Commission when a contract with Colin Baenziger and Associates has been negotiated. The Interim City Manager discussed the Veterans' Day Event. 6. CALL TO ORDER: 2. ROLL CALL – CITY CLERK: 3. PLEDGE TO THE FLAG: 4. BUSINESS: A. Review and discussion re: Executive Search Firm Selection - Glenn Whitcomb, City Manager’s Dept. (386) 878-8858. Background: Staff solicited proposals for an Executive Search Firm for a City Manager. The Commission received the submitted RFP packet and the scoring criteria beginning on page 8 of the RFP and has scored the proposals on the score sheet provided. There has been no discussion with any other Committee member and the committee members have independently reviewed and scored the proposals themselves. This is the selection committee meeting where the committee members can discuss their scoring and determine whether the committee wants interviews/presentations with the firms. 5. CITY MANAGER COMMENTS: 6. ADJOURNMENT: NOTE: If any person decides to appeal any decision made by the City Commission with respect to any matter considered at this meeting or hearing, he/she will need a record of the proceedings, and for such purpose he/she may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based (F.S. 286.0105). The City is not permitted to provide the use of human physical assistance to physically handicapped persons in lieu of the construction or use of ramps or other mechanical devices in order to comply with Florida law. If proper accommodations for handicapped access cannot be made at a particular public meeting venue pursuant to a timely written request under Section 286.26 F.S., the City Manager shall change the venue of that meeting to a location where those accommodations can be provided.
