McKinney St. Denton, Texas 76201 www.cityofdenton.com Meeting Agenda Public Utilities Board Monday, March 28, 2016 9:00 AM Service Center Training Room After determining that a quorum is present, the Public Utilities Board of the City of Denton, Texas will convene in a meeting on Monday, March 28, 2016 at 9:00 a.m. in the Service Center Training Room at the City of Denton Service Center, 901-A Texas Street, Denton, Texas at which the following items will be considered: The Public Utilities Board (PUB) will convene in a Closed Meeting to consider specific items when these items are listed below under the Closed Meeting section of this agenda. When items for consideration are not listed under the Closed Meeting section of the agenda, the PUB will not conduct a Closed Meeting and will immediately convene its open meeting. The PUB reserves the right to adjourn into a Closed Meeting on any item on its open meeting agenda consistent with Chapter 551 of the Texas Government Code, as amended, or as otherwise allowed by law. REGULAR MEETING Following the completion of the Closed Meeting, the Public Utilities Board will convene in a Regular Meeting at which the following items will be considered: CONSENT AGENDA Each of these items is recommended by the Staff and approval thereof will be strictly on the basis of the Staff recommendations. Approval of the Consent Agenda authorizes the Assistant City Manager of Utilities or his designee to implement each item in accordance with the Staff recommendations. The Public Utilities Board has received background information and has had an opportunity to raise questions regarding these items prior to consideration. Listed below are bids, purchase orders, contracts, and other items to be approved for payment of other action under the Consent Agenda (Agenda Items A – I). This listing is provided on the Consent Agenda to allow Public Utilities Board Members to discuss or withdraw an item prior to approval of the Consent Agenda. If no items are pulled, Consent Agenda Items A – I below will be approved with one motion. If items are pulled for separate discussion, they may be considered as the first items following approval of the Consent Agenda. A. PUB16-55 Consider recommending an ordinance to the City Council of the City of Denton, Texas, accepting competitive proposals and awarding a public works contract for the construction of the replacement of the existing interior access to the heating, ventilation, and air conditioning system (HVAC) mechanical platform with a new exterior access and stairs at the City of Denton Solid Waste and Recycling administration building located at 1527 South Mayhill Road, Denton, Texas; providing for the expenditure of funds therefor; and providing an effective date (RFP 6015-awarded to Denco Construction Specialists Corporation, Garland, Texas in the amount of $397,833). PUB16-53 Consider a recommendation that the City Council adopt an ordinance authorizing City of Denton Page 1 Printed on 3/25/2016 Public Utilities Board Meeting Agenda March 28, 2016 the City Manager or his designee to execute a Purchase Agreement, by and between the City of Denton, Texas (“City”), as buyer, and The City of Garland, Texas (the “Owner”), as seller, to acquire a utility easement, being a 2.135 acre tract of land in the Mary L. Austin Survey, Abstract No. 4, City of Denton, Denton County, Texas, (being generally located on the north side of the 1700 block of Spencer Road); for the total purchase price of $248,202.40 ($223,202.40 easement; $25,000 building), and other consideration, as prescribed in the Purchase Agreement (the “Agreement”), as attached hereto and made a part hereof as Exhibit “1”, authorizing the expenditure of funds therefor; and providing an effective date. PUB16-56 Consider authorizing the City Manager or his designee to execute a contract through the Houston-Galveston Area Cooperative Purchasing Network for the acquisition of one (1) J&J Trailer for the City of Denton Solid Waste Department; and providing an effective date (File 6051-awarded to B & C Body Company in the amount of $81,200.00). Attachments: File 6051- Exhibit 1 Comparison and Quotes D. PUB16-57 Consider a recommendation for an approval of a Professional Services Agreement (PSA) with Parkhill Smith & Cooper, Inc. (PSC) to provide professional and engineering services in the preparation, development, and submittal of the permit application and the associated services required to secure a Permit Amendment for the City of Denton’s Municipal Solid Waste (MSW) Facility, MSW Permit# 1590A, for an amount not to exceed $274,150. (File 6097) Attachments: Exhibit 1 Proposal E. PUB16-59 Consider recommending approval of an amendment to the Hickory Creek Basin Peak Flow Detention Facility design contract (Contract #5768) with Hazen and Sawyer engineers to add $112,758 for additional work for the design of the West Peak Flow Pump Station and Detention Facility for an amended contract amount of $540,126. PUB16-62 Consider recommending approval of the First Amendment to the Professional Services Agreement for Consulting Engineering Services between the City of Denton and Teague Nall and Perkins, Inc., in the amount of $440,790.00, for engineering services associated with the Fort Worth Drive Utility Relocations Preliminary Services project. Attachments: Exhibit 1-TNP Contract G. PUB16-63 Consider a recommendation that the City Council adopt an ordinance repealing Ordinance 2016-081, of the City of Denton, Texas.
