ADA ADVISORY BOARD MINUTES
July 8, 2013

Judy called the meeting to order at 4:05 p.m. and welcomed everyone.
MacKensie took roll call.
Judy asked for a motion to approve the April 8, 2013 minutes. Polly made a motion to approve;
Tim made the second and the minutes from April were approved.
Judy announced open public forum. Jenny wanted to discuss the role each member fills. Each
member of the board introduced themselves and stated why they chose to serve on the ADA
board. City staff also introduced themselves and explained their role relative to the ADA Board.
Jenny then went over the ADA board by-laws and gave an overview of the board’s make-up and
involvement in employee training.
Jenny then started discussion concerning a question raised prior to the meeting by a board
member: are ADA accessible crossing required in areas of construction? Dale commented that
he had attempted to contact the ADA information line to get details on compliance, but he had
not received a call back yet. He stated that crossing must be maintained and the City enforces
this. Tim Davidson gave a specific example of a time the crossing was not available at Georgie
and Madison Ave. Dale stated that he would mention this to the City’s project inspector and ask
him to lookout for this issue.
Tim then mentioned that he wondered about the sidewalks on Madison. In some spots they are
uneven and could make maneuvering a wheelchair difficult. Dale explained that the City only
provides upkeep on sidewalks that are a part of the bike path. Jenny mentioned that issues with
sidewalks have been brought up numerous times and in most cases, citizens or businesses are
responsible for repairs. She has researched options such as enforcement, volunteer program or
cost-sharing. Tim mentioned that there might be grants available. Judy stated that a cost
incentive might help. Jenny added that the City is responsible for curd cuts, but not sidewalks,
which can cause confusion. Jenny then reminded the board, that their purpose is to make
recommendations to the council concerning ADA compliance. She plans to research to see how
other cities handle this issue.
Jenny then informed board members that the City has launched a new website. The ADA
transition plan is available on the updated website, but the supporting photos are not available at
this time.
Jenny then told the committee about a call she had recently received regarding a mother seeking
transportation for her non-wheelchair bound daughter. Jenny located resources listed on the
Sedgwick County website under senior services. She gave the mother this information and
planned to keep the information for future requests. Jenny also mentioned that the mother had
googled ADA and the information on the Derby website returned, so it was nice to know that
people can find the necessary resources in Derby. The board then briefly discussed how the
Derby Dash operated and future plans to keep up with increasing transportation needs in Derby.
Jenny then asked members if they were receiving information being emailed out to them and
passed around contact information for an necessary updates.
Judy then announced that the next meeting was scheduled for October 14, 2013 at 4:00 p.m. at
City Hall.
Jenny mentioned that she wanted to bring in a presenter from Sedgwick County to the next
ADA meeting.
The meeting was adjourned at 4:54 p.m.
