DERRY BOROUGH COUNCIL REGULAR MEETING June 13, 2023 PLEDGE OF ALLEGIANCE MOMENT OF SILENCE ROLL CALL APPROVAL OF MINUTES & TREASURER’S REPORT 1. Regular Meeting Minutes of May 9, 2023 2. Treasurers Report for May 31, 2023 RECOGNITION OF VISITORS SOLICITOR’S REPORT MAYOR’S REPORT The Mayor reported for May 2023 with total receipts of $875.06, which included traffic receipts of $211.59, non-traffic receipts of $ 0, and $628.47 in clerk of court and miscellaneous receipts. There were 51 complaint calls, 14 traffic citations, 1 non-traffic citation, and 1 parking ticket. K-9 REPORT The K-9 balance is $ 3,761.64 at the end of May 2023. One invoice for Pet Supplies for $21.18. ZONING OFFICER’S REPORT BIU report for May 2023 - There is (3) three Zoning Permits, one UCC permit, and (9) nine code enforcement violations for the month of May 2023 by BIU. CODE ENFORCEMENT REPORT COMMITTEE REPORTS Public Works –New backboards at community park basketball court, street patching, alleys, curb painting, and mowing. Hose bibbs at dog parks to be installed, parking line through town, curb painting, flood control prep for inspection are future goals for the month. Buildings and Grounds – Radiator maintenance Gregory & Martin to schedule later in the summer. Police – Cadets graduate this Friday, and two new officers should be starting next week. Finance/Budget – Parks and Recreation – Large dog park is closed due to seeding and no rain indefinitely until the grass can grow and root well. Fire Protection – 1 Pool Committee – June 24th, 7-10pm DAYAA Baseball/Softball Party (200 kids expected, plus adults), June 30th 12:30-2:30 Derry Township Playground group (200 kids, expected plus adults) The Toast system is in place. First Aid Kits and 5 lifeguard safety fannie paks were ordered. Pool opens Weds. June 7th. New door on pump house was installed, landscaped front of pool building, cleaned the pool deck, grease traps cleaned, old fryer disposed, and new air conditioner installed in concession. Electrical inspection completed by UCC. Grants – CDBG Paving Project, Community Foundation of Westmoreland County ANNOUNCEMENTS PLANNING COMMISSION Occupancy Permit Ordinance Review REPRESENTATIVES  DARCee meeting 4th Weds 7pm monthly  Derry Area Historical Society – Board Meeting are held at the Fulton House on the 3rd Monday monthly at 6:30pm. (derryareahistory)  Derry Railroad Days Committee meets the 3rd Tuesday monthly at 6:30pm at AV Germano Hall (Alternative meeting place is the Fulton House in New Derry) Always looking for new members from Derry Borough! COMMUNICATIONS  211 United Way Resource for Human Services – Can help with eviction notices, utilities, internet access, joining the workforce, understanding health insurance, feeding family, feeling overwhelmed, legal issues.  Friends of Latrobe, Ligonier, and Derry donated two basketball backboards for the community park to replace the one that was recently damaged. Derry Borough Council and the Community Thanks them! Porcelain Park 3. Sewer Lateral Testing Ordinance Amendments – Approved by MABD  Approve solicitor to draft an updated sewer lateral testing ordinance. 4. American Rescue Plan Budget  2023 Operating Expenses 5. Police Pension Plan Amendments – Draft Ordinance provided by Solicitor  Approve advertising Ord 804 amending the Derry Borough Police Pension Plan 6. Appoint Deputy Tax Collector 7. Appoint Administrative Assistant for the Borough Office 8. Update Comprehensive Plan NEW BUSINESS 1. Braden Avenue – Request for one way loop 2. Mossback Park Gazebo Maintenance – Quotes for Maintenance Project 3. Approve hiring __________/____________ for Seasonal Lawn Maintenance at $12.00hr 4. Approve Derry Railroad Days for the weekend of September 16th-17th, 2023 including the parade scheduled on Saturday and the Hobo Picnic to be held on September 14, 2023 at Mossback Park at 5:30pm. 5. Approve the DASD Homecoming Parade scheduled for Friday, September 29, 2023 6. Derry Outdoor Community Pool – Approve the following rates for pool staff: Manager $14, Asst. Manager $11, Concession w/Serv Safe Certification $10, Head Guard $10.50. All other pay rates remain the same as 2022. 7. Approve acceptance of the DCED Community and Economic Assistance Program Grant in the amount of $50,000 for Derry Outdoor Community Pool. PAYMENT OF BILLS ADJOURNMENT 3
