Page 5 of 21  CITY OF DESERT HOT SPRINGS CODE COMPLIANCE DIVISION 65950 Pierson Blvd. • Desert Hot Springs • CA • 92240 (760) 329-6411• www.cityofdhs.org CODE COMPLIANCE REPORT FOR THE PUBLIC SAFETY COMMISSION SEPTEMBER 2022 Total number of service requests completed 93 Total number of inspections completed 357 Total number of Courtesy Notice of Violation (CNOV) issued 94 Total number of Citations issued 41 Total dollar amount of citations issued $33,600 CODE COMPLIANCE SYNOPSIS • Code Compliance Officer, Keith Sartin retrieved forty-nine abandoned shopping carts from the public right-of-way in the month of September 2022. • Fifty shopping carts were picked up and hauled away from the corporate yard in the month of September 2022 by one of the shopping cart retrieval companies. • Code Compliance hosted the first community clean-up for the department. Public Works and Desert Valley Disposal assisted with promoting Organic Recycling. Clean- up efforts were focused on abating overgrown vegetation impeding the public right-of-way, discarded household items left on vacant parcels, and clearing the sidewalks of debris and litter. Four truckloads of furniture, and trash were removed from Buena Vista Avenue between Palm Drive and West Drive. Brochures, flyers, and refrigerator magnets complete with information on who to contact for illegal dumping, proper waste disposal and bulky item pickups were handed to members of the public. • Code Compliance assisted the city’s new contract security company, Isecurum with enforcing the municipal code for all noise violations, disruptive activities, and short- term rental complaints. During their patrol 7 complaints were reported and verbal warnings were given. • During the month of September, patrol sweeps were done in the city’s main thoroughfare, and parks to enforce the 602 no trespassing ordinance. 1 Item Number: 2. The first arriving Fire Engine reported a fire between two residential structures with fire extension into both structures. Firefighters performed a rapid search of both structures to ensure all occupants had evacuated while extending hose lines to contain the fire. Both structures were clear of occupants and two dogs were rescued from within one of the structures. Both structures are uninhabitable due to fire and smoke damage and the gas and electricity has been turned off to both of the structures. The Red Cross is assisting the displaced occupants. Desert Hot Springs Police Department Officers were at the scene and reported to the Perris ECC that there was one apartment fully involved in fire. When the first Fire Department resource arrived at the scene there was four apartments involved with fire and the fire was threatening other residences and multiple vehicles. Rapid suppression actions extinguished the fire and contained the fire damage to the four apartments. There was five adult occupants displaced by the fire and Red Cross made positive contact with those residents and is currently assisting them. The City of Desert Hot Springs Building and Safety Department was notified and were going to respond the incident scene. There were no Firefighter or civilian injuries. 22CARRU099305 On , Cal Fire/Riverside County Firefighters were dispatched to a reported structure fire at 66940 Hacienda Ave. There was 911 reports that there were occupants trapped behind the gates of the residence. The first arriving company officer reported heavy smoke emitting from the unattached garage of the residence. Firefighters utilized a forcible entry saw and opened the two gates the occupants were trapped behind and initiated suppression of the fire. The fire was contained to the converted apartment in the unattached garage with no damage to the primary residence. The Red cross has been in contact with the the two displaced tenants. The City of Desert Hot Springs Building and Safety Department has been notified of the incident. There was no injuries to firefighters or civilians. 22CARRU102729 On , Cal Fire/Riverside County Fire Department resources were dispatched to a reported smoke check in the area of 20th Ave. and Palm Dr. While responding to the area, the first due Company Officer noticed active fire and flames in the area of previous fires and augmented the dispatch. At the scene, Fire Resources found a 100 ft. long pile of green waste burning with embers being casted into receptive fuels that exist through the illegal dumpsite. Firefighter suppression actions halted the fires spread and resources remained at scene for several hours performing extensive overhaul of the fire. 22CARRU104979 On , Cal Fire/Riverside County Fire Department resources were dispatched to a reported structure fire within the Country Squire Mobile Home Park in Desert Hot Springs. A Riverside County Sheriff Deputy first reported the fire and evacuated the occupants of the involved and threatened structures prior to the Fire Departments arrival. The first Fire Engine at the scene reported that there was two mobile-homes fully-involved with fire, a row of tamarisk trees on fire and a threat to 15 additional residential structures. Due to the threats to the other structures and limited water supply, additional resources were requested to the incident. Two residential structures were destroyed by the fire with aggressive Fire Department actions mitigating the threat to the other residential structures. The fire displaced a total of 13 occupants and the American Red Cross is assisting the displaced occupants. There was no Firefighter or Civilian injures. Dillon Rd. was closed in both directions thru the incident by Desert Hot Springs Police Department. 22CARRU109925 On , Cal Fire/Riverside County Firefighters were dispatched a reported apartment on fire at 66310 1st St. The first arriving Fire Department Company Officer reported one apartment completely involved with fire and 5 additional apartment units threatened. Rapid suppression actions contained the fire to the apartment of origin. The fire displaced 7 occupants and the Red Cross has been notified of the displacements. There was no Firefighter or civilian injuries. 22CARRU110009 On , Cal Fire/Riverside County Fire Department resources were dispatched to a reported smell of smoke within a residence. The first arriving fire engine staffing utilized a thermal imaging camera and located a fire established within the attic. Additional Fire Department resources arrived at the scene and made access into the attic space and located and extinguished the fire. The fire damage was contained to the attic space. The electricity to the residence was shut-off at the meter by the electric company, displacing one occupant. There was no firefighter or civilian injuries. 22CARRU114177 On , CAL FIRE / Riverside County Fire Department responded to a commercial ringing alarm at an indoor marijuana grow facility in the 65000 block of Two Bunch Palms Trail in the city of Desert Hot Springs. The first arriving fire engine reported a large commercial building with nothing showing from the exterior. Upon further investigation, fire crews found smoke coming from a 2nd story marijuana grow room. The buildings fire protection system extinguished the fire prior to fire department arrival. The fire was determined to have started by a failed light within the grow room that caught hanging plastic on fire. Fire department personnel assisted with smoke and water removal. There were no civilian or firefighter injuries on this incident. 22CARRU120693 On , CAL FIRE / Riverside County firefighters responded to multiple reports or a residential structure fire in the 19500 block of Beacon Way in the City of Desert Hot Springs. Responding units observed visible smoke and flames while enroute. The first arriving engine reported a single wide mobile home, fully involved and on the ground. Firefighters began an offensive fire attack, and were able to quickly control the fire. A primary and secondary search revealed the residence was unoccupied. Units will remain on scene for mop up and overhaul into the evening. No civilian or firefighter injuries were reported 10/1/2022 1:43:32PM Item Number: 3.
