Please prepare a report analyzing how the recently enacted state legislation regarding data
centers may impact potential tax revenue available to municipalities, specifically the City
of Detroit. The report should evaluate how the law affects local property tax capture,
abatements, exemptions, utility related revenues, and any other fiscal implications tied to
the siting and operation of large-scale data centers within the City.
Please also assess any long-term budgetary implications for Detroit, including how the
legislation may influence future development negotiations, infrastructure demands, and the
City’s ability to realize net fiscal benefit from data center projects.

Greetings,
Please conduct a fiscal analysis of the proposed resolution regarding property tax
reductions that was considered by the Budget, Finance, and Audit Standing
Committee on July 1, 2026. The resolution states that "the goal of City Council... is to
continue tax reductions of one mill each year for the next four years" and notes that
the City has successfully reduced the debt millage in recent years.
Please evaluate the anticipated fiscal impact of reducing the millage rate by one mill
annually over the next four years. Specifically, assess the effect these reductions
would have on the City of Detroit's General Fund, as well as any other significant
budgetary or fiscal implications that should be considered.

Thank you again for your time and for the presentation during the recent hearing. We
appreciate Mayor offices’ willingness to walk through current operations and respond to council
questions. As a follow-up, I have a few additional questions so I can better understand some of the
issues discussed on the record and areas that may come up in future policy discussions.
1.) The budget shows that Homeland Security funding and positions were removed from the
Mayor’s Office and moved to the Police Department what is the strategy behind this shift?
a. How will this impact coordination between emergency management and community-
based response efforts?
2.) Professional and contractual services were reduced by over $200,000 what services are being
cut or brought in-house, and why?
a. Equipment funding dropped to zero how will the office maintain operations without
new equipment investments?
b. Are departments expected to share resources?
3.) The Office of Immigrant Affairs is being moved into the Mayor’s Office how is this reflected
in the budget, and will staffing or services expand as a result?
a. What new services or improvements can immigrant communities expect?
b. How will success be measured?
c. How will this affect the strategic plan as part of the money budgeted under HRD in
FY26 was for staffing?
4.) Funding for initiatives like Halloween and Spring Cleaning continues how are these programs
evaluated for impact in neighborhoods?

5.) What is the Department of Neighborhoods doing to reach residents who are not already
connected to block clubs or neighborhood groups?
a. How are seniors, renters, and disconnected residents being included?
6.) With new offices like Senior Affairs and Youth & Education under this umbrella, how will
services be tailored to meet the specific needs of seniors and young people?
a. Are there dedicated programs or just coordination efforts?
b. How are these populations being consulted?
7.) How does the Department of Neighborhoods coordinate with other city departments to ensure
resident concerns are resolved, not just reported?
8.) Will the Department publish district-level data showing complaints, response times, and
outcomes so residents can track progress?
9.) Given Trump’s escalating pressure on Detroit election administration and the very real
prospect of heightened ICE and DHS enforcement in Detroit this November, what concrete steps
is your administration taking to protect all Detroiters from out-of-control federal law
enforcement, to protect voter turnout, and offer clear guidance to DPD, the Law Department, the
Election Department, and other departments that the City will not cooperate with federal agents?
10.) How is the department working with local farmers and community organizations as part of
its composting strategy, and what opportunities exist to strengthen those partnerships?
