Housing Authority Meeting

Dodgeville Housing Authority (DHA) Minutes February 11, 2026 Present at Dodgeville City Hall in Dodgeville: Commissioners Terry Edwards, Mary Pipal, Tom DeVoss and John Ziehr. Present via Zoom: Representing Allegiant Property Management, Cindy Knutson. Excused: Commissioners Patricia Rock, Jeff Thomas and Gretta Stilson. Chairman Edwards called the meeting to order at 10:00 a.m. John Ziehr made the motion, Mary Pipal second, to approve the Certification of Public Notice and Agenda. Motion passed unanimously. Terry Edwards presented the minutes from the January 14, 2026 meeting. Tom DeVoss made the motion, John Ziehr second, to approve the minutes as presented. Motion passed unanimously. The financial report for January was presented by Cindy Knutson. Mary Pipal made the motion, Tom DeVoss second, to approve the financials as presented. Motion passed unanimously. Program Updates:  Cindy Knutson provided the Housing Choice Voucher program update. DHA currently has 56 lease-ups, down one from the time it was last reviewed at our January meeting. There are 13 potential clients on the waiting list with an additional two vouchers issued but not yet leased. Due to the uncertainty of future HUD funding, all waiting list and voucher activity continue to be suspended.  The PIC monitoring report was not available. The following was reviewed under New Business:  John Ziehr made the motion, Tom DeVoss second, to approve the expenditure of $250 for annual dues to the Wisconsin Association of Housing Authorities. Motion passed unanimously.  Mary Pipal made the motion, John Ziehr second, to approve the expenditure of $239 to Nan McKay and Associates to renew DHA’s subscription for HUD administrative updates. Motion passed unanimously. The following was reviewed under Old Business:  The board reviewed the two remaining projects for the WRRP Landlord Grant program. Chairman Edwards presented the final invoice from Street Smart Rentals, LLC. John Ziehr made the motion, Mary Pipal second, that reimbursement of $6,948.70 be made to Street Smart Rentals, LLC. Motion passed unanimously. Cindy Knutson will make sure the disbursement is made from our unrestricted funds at Merchants Bank. This will leave one project remaining to be completed  The HUD update on the two-year tool was tabled. The next meeting of DHA will be held on Wednesday, March 11, 2026 at 10:00 a.m. at Dodgeville City Hall with a Zoom option available.
