BOARD OF COMMISSIONERS CITY OF DOTHAN, ALABAMA SPECIAL CALLED MEETING MARCH 1, 2013 The Board of Commissioners of the City of Dothan, Alabama, met in a special called session in the Commission Chambers of the Roy Driggers Municipal Building at 10:00 A.M., Friday, March 1, 2013 with the following members present: Mayor Mike Schmitz, Associate Commissioners James H. Reading, Amos M. Newsome, Jr., Albert Kirkland, Critt Snellgrove, Taylor Barbaree and Hamp Baxley. Also present were City Manager Michael West, City Clerk Pam McCoy, Administrative Assistant Tammy Danner, who recorded the Minutes of the Meeting, and the local news media representatives. Mayor Schmitz called the meeting to order. Pastor Delvick McKay, Greater Shiloh Missionary Baptist Church, then led in prayer. Mayor Schmitz introduced Resolution No. 2013-45 (recorded in Ordinance Book No._______at Page_______), committing to assist the “project” by adopting Ordinances/Resolutions regarding 1) a sales and use tax exemption for fixed or rotary wing military aircraft and transport category aircraft; 2) a project agreement with the State of Alabama and the Dothan-Houston County Airport Authority; 3) a Memorandum of Understanding with the Dothan-Houston County Airport Authority for the recapture of State incentives; 4) a loan agreement with the Dothan-Houston County Airport Authority to assist with the repayment of debt incurred for the necessary renovations at the Dothan Regional Airport; 5) a cash appropriation to the Dothan-Houston County Airport Authority to assist with the repayment of debt incurred for the necessary renovations at the Dothan Regional Airport; 6) a grant award agreement with the Wiregrass Foundation to provide one-half of the Dothan -Houston County Airport debt service for the first five (5) years; and 7) a tax abatement agreement for the abatement of non-educational sales and use taxes, non-educational property taxes and/or mortgage and recording taxes for a period of ten (10) years. Commissioner Barbaree moved for adoption, motion seconded by Commissioner Baxley. Matt Parker, President of the Dothan Area Chamber of Commerce expressed appreciation to Mayor Schmitz, City Commissioners, City Manager Mike West and his administration, Regional Support, Dale and Houston County Commissions, Governor Bentley, State of Alabama Department of Commerce and others for their support in trying to make this project possible in our area. Mr. Parker said when we took on the challenge of the news that we heard about a year ago with the tenant there, we knew we had some challenges we had to face to put ourselves in a position to create this opportunity. Mr. Parker said we want to look forward and move this project forward. Mayor Schmitz expressed appreciation to Mr. Parker for all his hard work. He said we have to get to the finish line. Mayor Schmitz said the Governor is totally committed to this project; Representative Paul Lee has been on board since the beginning and it is great to have a representative who gets it. Mayor Schmitz said the president of the company is committed to coming here. He said some issues in Washington have slowed it down, but they are not going to stop us. Mayor Schmitz said we are going to find a resolution to these issues. Commissioner Barbaree expressed appreciation to Mayor Schmitz for all the hours he has logged with this project. He said it is fortunate that we have Representative Paul Lee in the state legislature, but it is unfortunate that he cannot be our federal representative because he would do an outstanding job. Commissioner Reading recognized Representative Paul Lee, Mark Saliba, Forrest Register and Bob Hendrix. He said these are people that love this community and always step up to the plate when asked. Commissioner Reading expressed appreciation to Mayor Schmitz for his efforts in this project and for keeping everyone informed. There being no further discussion the resolution was unanimously adopted. There being no further business, Commissioner Barbaree moved that the meeting be adjourned, motion seconded by Commissioner Kirkland and upon the unanimous vote of "yea," the meeting was duly adjourned.
