BOARD OF COMMISSIONERS CITY OF DOTHAN, ALABAMA REGULAR MEETING JUNE 19, 2018 The Board of Commissioners of the City of Dothan, Alabama, met in regular session in the Commission Chambers of the Roy Driggers Municipal Building at 10:00 a.m., Tuesday, June 19, 2018 with the following members present: Mayor Mark Saliba, Associate Commissioners Kevin Dorsey, Janasky Fleming, John Ferguson, Beth Kenward, and David Crutchfield. Commissioner Albert Kirkland was absent. Also present were City Manager Michael West, City Clerk Tammy Danner, Administrative Secretary Courtney Vickers, who recorded the Minutes of the Meeting, and the local news media representatives. Mayor Saliba called the meeting to order. Pastor Ralph Sigler, Harvest Church, then led in prayer, afterwhich Commissioner Ferguson led in the Pledge of Allegiance to the Flag. Commissioner Kenward moved that the Minutes of the Meeting of June 5, 2018, be approved, motion seconded by Commissioner Crutchfield and unanimously approved. Mayor Saliba invited Northview High School (NHS) Coach Jocquette Carroll to the podium. Coach Carroll introduced and recognized recent NHS graduate Makennah Mills, who is a track & field and cross country runner, for becoming our area’s first Alabama State Track Class 6A 1600 meter-run champion and also for finishing a very close second in the 3200-meter run. Coach Katrina Culbreath said Makennah is a tremendous athlete who always keeps God first and she spoke in depth about her many achievements. Coach Carroll said Makennah has already signed with Charleston Southern University and was able to accomplish all these things despite not having a real track. He said hopefully in the near future we will have a new track because a lot of money could be brought through Dothan. Mayor Saliba expressed appreciation for how Makennah has represented NHS and the city of Dothan. He said this is a great testimony and he is proud of Makennah for all she has accomplished. Commissioner Dorsey requested an update on the Andrew Belle pool. Leisure Services Director Elston Jones said a power surge occurred on Friday and the pump shut itself off to protect the motor. A technician came out, analyzed the problem, and reset the pump. Mr. Jones said the pool is up and running today. Commissioner Dorsey said a forum will be held at Andrew Belle this Thursday, June 21st from 6:00 p.m. until 7:00 p.m. and methods for how to lower utility bills during these hot summer months will be presented. Commissioner Dorsey requested a briefing from Police Chief Steve Parrish regarding foot patrol in the Johnson Homes area. Chief Parrish said he and Dothan Housing Authority (DHA) Executive Director Sam Crawford have been working closely together and have directed the majority of HUD patrols assigned to the patrol division to concentrate on that area. He said Mr. Crawford and his team are taking an aggressive approach toward making Johnson Homes safer. Chief Parrish said currently off duty officers are working there pretty much around the clock to help keep the area safer, talking with those who the officers do not recognize as being residents, and keeping people who are up to no good from being on the property. Chief Parrish said we are excited to be working with DHA on this initiative and we will be there until we are no longer needed. Commissioner Fleming thanked everyone for their support of the Dignity for Dads event held Saturday, June 16th at McRae Homes. He thanked the DHA for planning the event and taking an aggressive role in doing things in our community that need a lot of attention. He expressed appreciation to Commissioner Kirkland for his support in sending items, and Commissioner Kenward and her husband Tony, who made sure Mickey and Minnie Mouse were at the event. He thanked Minutes of the Board of Commissioners – June 19, 2018, continued. Mayor Saliba for his support and presence at this event and the Juneteenth celebration, which took place downtown later that day and was a success. Commissioner Fleming asked City Manager West and Chief Parrish to look at what it will take to get speed tables in front of our schools because speeding is an issue at different times of the day. He said he knows this is a matter of concern for others as well, and he noted that someone has signed up to speak under privileges of the floor today regarding this problem. Commissioner Ferguson said he would like to address comments he made at the last meeting regarding putting an SRO (school resource officer) solution on the agenda today. He said at the request of Dothan City Board of Education Chairman Mike Schmitz and Dothan City Schools, we are going to take a little more time to evaluate this in order to be sure the right kind of plan is put in place. Commissioner Kenward said she would like to mention that the Press Thornton Future Masters Golf Tournament has brought people from over nine countries and thirty states in to our community. She expressed appreciation to everyone for their support and doing what Dothan does best, which is welcome them and make them feel at home during their stay. She said this is a wonderful way to celebrate Dothan and our southern hospitality. Commissioner Crutchfield said he attended Dancing with the Stars last Saturday night. He said this is a great event and a huge fundraiser for the Dothan-Houston County Substance Abuse Partnerships. He thanked Executive Director Susan Trawick and all those who volunteered to dance for this event. Commissioner Crutchfield said the Future Masters Tournament, starting Sunday, June 24th and ending Saturday, June 30th, is a great opportunity for anyone interested to see world class golf at no cost. Commissioner Crutchfield said Foster Fest will be held Friday, July 6th, and if you have not yet been, you need to go – this is where most of Dothan is located on the first Friday night of each month. Commissioner Crutchfield said he has read a lot of good comments on the Brentwood neighborhood watch Facebook page from folks who are seeing officers in the area due to some recent activity, and he expressed appreciation to Chief Parrish for the response. City Manager West invited Wiregrass Foundation President Dr. Barbara Alford, Chief Parrish, and Fire Chief Larry Williams to join him at the podium to recognize Jubilee Builders for their contribution of a Teach Me House to the new Wiregrass Public Safety Training Center. Chief Parrish said everyone involved is excited about this project, he talked about components of the facility, and he discussed the community dynamic aspect. General Services Director Randy Morris played a time lapse video to show the progress and scale of the project. Chief Parrish said the video represents the work that has taken place since the February 1st groundbreaking, and he said the project is slated to be completed August 9, 2019. Chief Williams said the Dothan Fire Department has been working for many years to realize a dream of creating a permanent, stationary child safety house to be able to bring children of all ages to do community risk reduction safety training. Chief Williams said once the land was secured and the training center was funded, his department began looking for a funding mechanism to build a safety house. He said contact was made with Jubilee Builders through an acquaintance of Deputy Chief Chris Etheredge, and Jubilee Builders volunteered to take this project on to help the City build this program. Chief Williams discussed the safety house in further detail and he explained that it will provide first responders the ability to perform simulated training. He introduced Jane Barnett with Jubilee Builders to talk about their contribution to this project. Ms. Barnett said all Jubilee Builders is going to do is what they do best, which is to build a house, so that the first responders can do what they do best, which is to train, teach, and help people. She said Jubilee Builders appreciates the opportunity to be involved in such a wonderful project that will be so good for this community. Minutes of the Board of Commissioners – June 19, 2018, continued. City Manager West invited Dothan Downtown Redevelopment Authority (DDRA) Executive Director Jamie Bienvenu to provide a quarterly briefing. Mrs. Bienvenu said the DDRA has been able to take Foster Fest to a whole new level because of the partnership provided this year by the City and the Houston County Commission, and she provided information about activities, growth, and benefits of the event. She said a huge crowd attended the grand opening of E.R. Porter Hardware, they are seeing a constant stream of traffic, and several large groups have toured the building. She said the Farmer’s Market, which takes place every Saturday in June and July, has been a huge success and a lot of the farmers are selling out before the day is over. She said the DDRA is working with a local production company who is shooting Second Samuel and a large percentage of the filming will take place upstairs in Porter Hardware. She said there is a lot of interest in the inventory from Porter Hardware that will not be displayed and some of these items will be available for purchase at a garage/estate sale to be scheduled at a later date. Regarding the remaining five buildings deeded to the DDRA by the Porter family, the DDRA is currently in talks with private investors to bring them up to contributing to that whole block which could be a game changer for this area of Main Street. She said the DDRA will continue to partner with Main Street Alabama as they have been an invaluable resource. She said the Nest on Foster currently has two tenants and there are two available spaces. In closing, Mrs. Bienvenu expressed appreciation to the City, the Chamber of Commerce, and the Convention and Visitor’s Bureau, and she said the DDRA continues to venture out to form partnerships and relationships. She said the more we talk and bring all of our concepts together, share our visions and knowledge, and move forward together, we will be a stronger Dothan. Commissioner Kenward asked about the timeline for the wayfinding signage. Planning Director Todd McDonald said the signs shipped this morning, and Public Works Director Charles Metzger indicated that installation will begin when the signs arrive. Mr. Metzger added that parking spaces will soon be added at the corner of Cherry Street in the grassed area. City Manager West said the City has recently upgraded lighting in this area of downtown, not only to the Civic Center, but also to The Plant. Mrs. Bienvenu also expressed appreciation to Dothan Utilities for their assistance with this matter. City Manager West made the following announcements and comments:  The July 3rd City Commission meeting has been canceled due to lack of a quorum and therefore, the next meeting will be July 17th. There are several issues during this period that may require one or two work sessions.  City offices will be closed on Wednesday, July 4th and there will be no trash collection on this date. Since this is a Wednesday, there will be no impact on garbage or recycling collection.  The “Battle of the Badges” blood drive is taking place today on the first floor of the Civic Center in Meeting Room C. Anyone who donates will choose either the Police Department or Fire Department. Donors who do not wish to show a bias may also choose to give one pint to each department.  The WIRED 2018 Youth Outreach Program will be held next week at the Civic Center and community projects will be taking place all week. This is a good thing for our community. Parking at the Civic Center may be difficult during this week, especially in the mornings.  The City will host the area ARPA Dixie Girls Softball Tournament for four days at James Oates Park, beginning Friday, June 23rd and ending Tuesday, June 26th.  The City will host the ARPA Dixie Youth Boys State Tournament for four days beginning Friday, June 29th and all fields at James Oates Park will be used with over 50 teams coming in to town.  The Miracle League is offering movie night again this summer on Friday nights with a $2.00 donation. All funds will go toward the Miracle League. Movies will be shown on June 22nd, July 13th, August 3rd, and August 17th. Minutes of the Board of Commissioners – June 19, 2018, continued.  Southeast Alabama Gas is beginning construction to move gas lines on Ross Clark Circle for the improvements project. Soon, the City will also be working on water, sewer, and electrical lines.  The new parking area at the Westgate Soccer Complex is anticipated to be paved by next week, as long as the weather holds out. Mayor Saliba introduced the application of Amy Forrest for a Lounge Retail Liquor License, Class II (Package) (off premise) for Last Call Spirits, located at 1940 South Oates Street, Suite 5 (Tabled on June 5, 2018). Commissioner Ferguson moved to remove this application from the table, motion seconded by Commissioner Kenward and unanimously carried. Mayor Saliba asked if there was anyone present to speak on this matter and there were none. Commissioner Crutchfield moved for approval, motion seconded by Commissioner Kenward. There being no discussion and upon the motion being put to vote, the motion was unanimously carried. Mayor Saliba introduced Ordinance No. 2018-151 (recorded in Ordinance Book No. _______at Page_______), annexing certain property owned by Cottages Dothan, LLC, (Phase 2), located at the NE corner of the intersection of Murphy Mill Road and Bethlehem Road, into the city limits of Dothan. Commissioner Crutchfield moved for immediate consideration, motion seconded by Commissioner Ferguson and upon the motion being put to vote, those voting “yea,” were Saliba, Dorsey, Fleming, Ferguson, Kenward, and Crutchfield; “nay:” none. The motion was carried by the majority of six “yeas” to no “nays.” Commissioner Crutchfield then moved for adoption of Ordinance No. 2018-151, motion seconded by Commissioner Kenward. Commissioner Ferguson said he was under the impression that all four phases would be annexed at one time. City Manager West explained that the applicant combined all of the remaining property into “Phase 2” of the annexation request and the property encompassed in this annexation may be developed in different phases. There being no further discussion and upon the motion being put to vote, those voting “yea,” were Saliba, Dorsey, Fleming, Ferguson, Kenward, and Crutchfield; “nay:” none. The motion was carried by the majority of six “yeas” to no “nays.” Mayor Saliba introduced Resolution No. 2018-152 (recorded in Ordinance Book No._______at Page_______), confirming the cost incurred in notification and abatement of certain properties determined to be nuisances by Resolution Number 2018-62 and 2018-90 and turning the costs over to the County Tax Collector so that the amounts can be added to the next regular bills for taxes levied against the respective lots and parcels of land. Commissioner Dorsey moved for adoption, motion seconded by Commissioner Kenward. Commissioner Kenward asked citizens to keep their grass cut and gently nudge their neighbors because it is raining a lot this summer and they are receiving many complaints which is keeping them busy with trying to respond to everyone. There being no further discussion, the resolution was unanimously adopted. Mayor Saliba introduced Resolution No. 2018-153 (recorded in Ordinance Book No._______at Page_______), agreeing to allow the Fire Department to issue a fireworks permit for the Dothan Country Club to be held on Tuesday, July 3, 2018. Commissioner Fleming moved for adoption, motion seconded by Commissioner Ferguson and unanimously adopted. Mayor Saliba introduced Resolution No. 2018-154 (recorded in Ordinance Book No._______at Page_______), agreeing to allow the Fire Department to issue a fireworks permit for the National Peanut Festival to be held on Saturday, June 30, 2018. Commissioner Kenward moved for adoption, motion seconded by Commissioner Dorsey and unanimously adopted. Mayor Saliba introduced Resolution No. 2018-155 (recorded in Ordinance Book No._______at Page_______), declaring certain personal property as obsolete and no longer needed for public or municipal purposes and authorizing the disposal of said property by whatever means is determined to be in the best interest of the Minutes of the Board of Commissioners – June 19, 2018, continued. City. Commissioner Crutchfield moved for adoption, motion seconded by Commissioner Dorsey and unanimously adopted. Mayor Saliba introduced Resolution No. 2018-156 (recorded in Ordinance Book No._______at Page_______), entering into a permit agreement with the Alabama Department of Transportation for the installation of two (2) tapping sleeves, gate valve, ductile iron pipe, fire hydrant assembly and copper water line for domestic water service, and one (1) tapping sleeve and copper water line for irrigation water service for Popeye’s Southside, located at 2231 Ross Clark Circle in Dothan, Alabama. Commissioner Fleming moved for adoption, motion seconded by Commissioner Crutchfield and unanimously adopted. Mayor Saliba introduced Resolution No. 2018-157 (recorded in Ordinance Book No._______at Page_______), entering into a permit agreement with the Alabama Department of Transportation for the installation of sanitary sewer lateral to an existing sanitary sewer main within right-of-way at 2231 Ross Clark Circle, to serve a new business. Commissioner Ferguson moved for adoption, motion seconded by Commissioner Kenward and unanimously adopted. Mayor Saliba introduced Resolution No. 2018-158 (recorded in Ordinance Book No._______at Page_______), awarding the bid, entering into a contract and issuing a Notice to Proceed and other related documents to L & K Contracting Company, Inc. for the 2018 E. Lafayette Street and S. Foster Street Water Main Replacement, for the sum of $210,964.00, and appropriating funds for said project. Commissioner Kenward moved for adoption, motion seconded by Commissioner Dorsey. City Manager West said this is part of our red water program, these funds have been set aside and reserved, and this will move those funds to this project. There being no further discussion, the resolution was unanimously adopted. Mayor Saliba introduced Resolution No. 2018-159 (recorded in Ordinance Book No._______at Page_______), awarding the bid and entering into a contract with Triple J Construction, LLC, of Arley, Alabama for the 2017 CDBG Sidewalk Project, Lake Street Sidewalk, in the amount of $98,160.00. Commissioner Dorsey moved for adoption, motion seconded by Commissioner Fleming. Commissioner Dorsey commended Planning Director Todd McDonald and CDBG Administrator Maurice Head for a job well done as the sidewalk is much needed and a lot of people are happy this is being done. He said this is a significant amount of funds going to the area and he is thankful for the staff. There being no further discussion, the resolution was unanimously adopted. Mayor Saliba introduced Resolution No. 2018-160 (recorded in Ordinance Book No._______at Page_______), accepting funding under the Department of Homeland Security Equipment Grant in the amount of $30,000.00 to be used to purchase equipment for the Dothan Police Bomb Team, and appropriating funds for said purchases. Commissioner Ferguson moved for adoption, motion seconded by Commissioner Kenward and unanimously adopted. Mayor Saliba introduced Resolution No. 2018-161 (recorded in Ordinance Book No._______at Page_______), entering into an agreement with the Organized Crime Drug Enforcement Task Forces (OCDETF) Program for reimbursement of overtime expenditures related to the Organized Crime Drug Enforcement Task Force in the amount of $18,000.00, and appropriating funds for said project. Commissioner Ferguson moved for adoption, motion seconded by Commissioner Crutchfield and unanimously adopted. Mayor Saliba introduced Resolution No. 2018-162 (recorded in Ordinance Book No._______at Page_______), accepting the proposal of McGriff, Siebels, and Williams for Basic Life and AD&D Insurance for City employees and to offer Voluntary Supplemental Insurance to City employees as quoted by Unum Group Insurance Company and; accepting the proposal of Workplace Solutions to provide non-commissioned enrollment counselors, billing and payroll deduction assistance, and carrier administration at no cost to the City with Unum Group Insurance Company subsidizing the annual cost for a three-year period. Mayor Saliba introduced Resolution No. 2018-164 (recorded in Ordinance Book No._______at Page_______), entering into a contract with Superion for the AMI Project Development Contingency to complete the software development process for the suite of interfaces to the Customer Information System (CX) and Aclara’s AMI Systems, at an approximate cost of $6,640.00. Commissioner Fleming moved for adoption, motion seconded by Commissioner Kenward and unanimously adopted.
