BOARD OF COMMISSIONERS CITY OF DOTHAN, ALABAMA REGULAR MEETING FEBRUARY 19, 2019 The Board of Commissioners of the City of Dothan, Alabama, met in regular session in the Commission Chambers of the Roy Driggers Municipal Building at 10:00 a.m., Tuesday, February 19, 2019 with the following members present: Mayor Mark Saliba, Associate Commissioners Kevin Dorsey, Albert Kirkland, John Ferguson, Beth Kenward, and David Crutchfield. Commissioner Janasky Fleming was absent. Also present were Acting City Manager Mike West, City Clerk Tammy Danner, Assistant City Clerk Wendy Shiver, who recorded the Minutes of the Meeting, and the local news media representatives. Mayor Saliba called the meeting to order. Pastor Mike Grimes, Grandview Baptist Church, then led in prayer, afterwhich Commissioner Kirkland led in the Pledge of Allegiance to the Flag. Mayor Saliba announced that Commissioner Fleming had to go to Birmingham with his daughter and he asked that everyone keep them in their thoughts and prayers this morning. Commissioner Kirkland moved that the Minutes of the Meeting of February 5, 2019, be approved, motion seconded by Commissioner Dorsey and unanimously approved. Mayor Saliba presented and read a proclamation, proclaiming February 21, 2019 as “Arbor Day.” Dan Williams, Horticulturist, City of Dothan was present for the proclamation. Commissioner Dorsey invited everyone to attend a community forum he is having at Andrew Belle next Thursday, February 28th from 6:00 – 7:00 p.m. to discuss the importance of having cats spayed and neutered. He said there are a lot of stray cats in his district and this meeting will be very informative. Commissioner Kirkland said one of his friends, who took Dothan 101 and has learned to look closely at the things we do as a city, witnessed the response to the multi-vehicle wreck that happened last week at the Grove Park intersection and she asked that he pass along her compliments and appreciation to the Fire Department and Police Department for their actions. Commissioner Crutchfield said there is an ongoing effort, led by Beth Hemby and her Board, to keep the Azalea-Dogwood Pageant and Trail going. He said he went to a fundraiser at Windmill Station on Valentine’s Day and there were a lot of sponsors, entertainment provided by Sean of the South, and approximately 300 people in attendance. He said it is good to see so many folks get involved in the effort to keep these events alive. He announced that the annual trail will be held on Sunday, March 10th starting at 2:00 p.m. at the intersection of Woodland and Main. He said he hopes everyone comes out to support this event. Commissioner Crutchfield expressed appreciation to Ms. Hemby and the rest of the Board for all the work they have done and for raising scholarship dollars to entice participation in the pageant. Commissioner Crutchfield announced that the Mardi Gras Parade is happening on Saturday, March 2nd starting at 2:00 p.m. in the Solomon Park and Girard area, meandering through the Garden District and the Historic District, and ending on Foster Street. He said Harry Hall has taken the lead with the Parade and he hopes everyone will come out for this event. Acting City Manager West invited Community Relations Officer Melinda McClendon to the podium to make a presentation. Mrs. McClendon said one of her job tasks is to develop a marketing plan for the City, and she discussed the importance of presenting a clear message. She said she worked with Jon Smith, local graphic designer and principal of jsmithdesign firm, to create a logo with the Minutes of the Board of Commissioners – February 19, 2019, continued. tagline “Come Home to Dothan” to be used as a marketing tool for the City of Dothan and she unveiled the logo during her presentation. She said she has shared this design with the Dothan Area Chamber of Commerce, Convention and Visitor’s Bureau, and Dothan Downtown Redevelopment Authority and all agree we need to consolidate our message to make it stronger. She discussed the design of the logo and additional ideas in further detail. Mrs. McClendon said a major party is being hosted downtown on Thursday, March 14th for Bravo’s Top Chef contestant Kelsey Barnard Clark, local chef and owner of KBC, and with international and national media coming in to town and guests from all over, she would like to pursue this design for downtown banners and posters to promote the City of Dothan. Mayor Saliba said he really likes the idea of having a logo like this, especially with the other agencies buying into having one message we can display to everyone, and other Commission members expressed the same sentiments. Acting City Manager West made the following announcements and comments:  Reminder that our strategic planning session with consultant Lyle Sumek will take place the end of this week in the Board Room. The department heads will meet on February 21st and the Commission will meet on February 22nd and 23rd. The meetings will begin at 8:00 a.m. and breakfast, lunch, and snacks will be available. We look forward to a productive time.  Leisure Services Therapeutic Program is hosting a spaghetti lunch fundraiser on Friday, February 22nd at the Westgate Softball Complex and delivery is offered for orders of 20 or more.  Holly Lane is currently closed during the day for sewer repair and the goal is to be open by Monday, February 25th.  A Play Build is being held at Doug Tew on Saturday, March 2nd to replace the playground which is aged and did not fare well in the hurricane. These play builds are always a good time with lots of employee and community involvement.  City offices were closed yesterday in observance of the holiday. Regarding the sanitation schedule, Monday residents will receive garbage and recycling pick-up on Wednesday, February 20th. There will be no makeup day for trash. Mayor Saliba introduced the application of Johnny Alston for a Restaurant Retail Liquor License (on premise) for Barbecue King, located at 2201 South Oates Street. Mayor Saliba asked if there was anyone present to speak on this matter and there were none. Commissioner Dorsey moved for approval, motion seconded by Commissioner Kirkland. There being no discussion and upon the motion being put to vote, the motion was unanimously carried. Mayor Saliba introduced the application of Bobby Greenawalt for a Special Events Retail License (on premise) for Dothan Rodeo, located at 5622 Highway 231 South. Mayor Saliba asked if there was anyone present to speak on this matter and there were none. Commissioner Kenward moved for approval, motion seconded by Commissioner Crutchfield. There being no further discussion and upon the motion being put to vote, the motion was unanimously carried. Mayor Saliba introduced a proposed ordinance (recorded in Ordinance Book No. _______at Page_______), rezoning property owned by James R. Wilson, 22.53 acres located south of Robinson Street (Parcel 38-10-03-06-3-001.007) from R-4 (High Density, Single-Family, Attached) District to R-A (Residential, Multi-Family, High Density) District. Commissioner Ferguson made a motion to table this item until the March 5th City Commission meeting, motion seconded by Commissioner Dorsey and unanimously approved. Mayor Saliba explained that the Commission feels more time is needed to consider this item and anyone who wishes to speak on the matter will have the opportunity at the end of the meeting today under Privileges of the Floor. Minutes of the Board of Commissioners – February 19, 2019, continued. Mayor Saliba introduced Resolution No. 2019-33 (recorded in Ordinance Book No._______at Page_______), entering into an agreement with Aclara, for an amount not to exceed $431,225.00, for Synergize® RF Electric and Star® Water Full Deployment Implementation. Commissioner Kirkland moved for adoption, motion seconded by Commissioner Dorsey. Acting City Manager West invited Dothan Utilities Electric Operations Superintendent Chris Phillips to discuss this resolution and the next three related items. Mr. Phillips said this first resolution is for the implementation of the Advanced Metering Infrastructure (AMI) System, the second resolution is for the continuing software hosting, support, and maintenance annual fees, the third resolution is for our billing vendor Superion who will handle our mass meter exchange, and the fourth resolution is a contract with Cintel who partners with Superion to automate a mass meter exchange with our billing system. Acting City Manager West said, between the funds allocated to us by Alabama Municipal Electric Authority (AMEA) and the money we have reserved over the last five years, we have the funds available to pay for this. There being no further discussion, the resolution was unanimously adopted. Mayor Saliba introduced Resolution No. 2019-34 (recorded in Ordinance Book No._______at Page_______), entering into a contract with Aclara, for an amount not to exceed $60,047.00, for the use of the AMI system software and maintenance and support services for the first year and $121,829.00 for the second year. Commissioner Kirkland moved for adoption, motion seconded by Commissioner Crutchfield and unanimously adopted. Mayor Saliba introduced Resolution No. 2019-35 (recorded in Ordinance Book No._______at Page_______), accepting an estimate from Superion, totaling $14,320.00, to develop the software required to update meter equipment information and associated meter readings within the City’s Customer Information System. Commissioner Kirkland moved for adoption, motion seconded by Commissioner Kenward. Commissioner Dorsey asked when was the last time we did an update on the meters. Mr. Phillips explained that, while there has never been a mass update, meters have been replaced as needed. There being no further discussion, the resolution was unanimously adopted. Mayor Saliba introduced Resolution No. 2019-36 (recorded in Ordinance Book No._______at Page_______), entering into a contract with Cintel Solutions, Inc. for a mass meter exchange software solution and hosting of data collection, for a one-time fee of $24,425.00, plus an annual hosting fee of $15,000.00. Commissioner Kirkland moved for adoption, motion seconded by Commissioner Dorsey and unanimously adopted. Mayor Saliba introduced Resolution No. 2019-37 (recorded in Ordinance Book No._______at Page_______), entering into a contract with Barge Design Solutions, LLC, for the required additional AOC (Administrative Order on Consent) program management and engineering services, at a cost of $2,590,000.00. Commissioner Kirkland moved for adoption, motion seconded by Commissioner Crutchfield. Commissioner Ferguson said he has not yet seen from staff the report he asked for on our satellite programs and he asked who would be generating that report. Commissioner Ferguson confirmed for Acting City Manager West that he is wanting to see the numbers, and Barge Design Solutions Project Manager Tonny Peters confirmed for Acting City Manager West that he will include the historical data on their flows. There being no further discussion, the resolution was unanimously adopted. Mayor Saliba introduced Resolution No. 2019-38 (recorded in Ordinance Book No._______at Page_______), accepting funding under the Department of Homeland Security Equipment Grant disseminated by the Dothan/Houston County Emergency Management Agency in the amount of $14,424.88 to be used to purchase one explosive detection canine and explosive scent training aids, and appropriating funds for said grant. Commissioner Crutchfield moved for adoption, motion seconded by Commissioner Ferguson and unanimously adopted. Mayor Saliba introduced Resolution No. 2019-39 (recorded in Ordinance Book No._______at Page_______), entering into a subrecipient agreement with the Boys and Girls Club of the Wiregrass to provide funding for administrative salaries, fringe benefits, and operational expenses in the amount of $10,000.00 identified in Minutes of the Board of Commissioners – February 19, 2019, continued. the Community Development Block Grant 2018 Annual Action Plan, and appropriating funds for said agreement. Commissioner Kirkland moved for adoption, motion seconded by Commissioner Kenward. Acting City Manager West said these agreements are usually approved in November but the funds have been held up in Washington. He said the funds have now been released and the program is ready to move forward. There being no further discussion, the resolution was unanimously adopted. Mayor Saliba introduced Resolution No. 2019-40 (recorded in Ordinance Book No._______at Page_______), entering into a subrecipient agreement with Girls, Inc. to provide funding for administrative salaries, fringe benefits and operational expenses in the amount of $10,000.00 identified in the Community Development Block Grant 2018 Annual Action Plan, and appropriating funds for said agreement. Commissioner Kenward moved for adoption, motion seconded by Commissioner Ferguson and unanimously adopted. Mayor Saliba introduced Resolution No. 2019-41 (recorded in Ordinance Book No._______at Page_______), entering into a subrecipient agreement with the Exchange Center to provide funding for administrative salaries, fringe benefits and operational expenses identified in the Community Development Block Grant 2018 Annual Action Plan in the amount of $20,000.00, and appropriating funds for said agreement. Commissioner Crutchfield moved for adoption, motion seconded by Commissioner Kenward and unanimously adopted. Mayor Saliba introduced Resolution No. 2019-42 (recorded in Ordinance Book No._______at Page_______), entering into a subrecipient agreement with the Hawk-Houston Youth Enrichment Center to provide funding in the amount of $15,250.00 for administrative salaries, fringe benefits and operational expenses and $35,000.00 building improvements identified in the Community Development Block Grant 2018 Annual Action Plan in the amount of $50,250.00, and appropriating funds for said agreement. Mayor Saliba introduced Resolution No. 2019-43 (recorded in Ordinance Book No._______at Page_______), entering into a subrecipient agreement with the Alfred Saliba Family Services Center to provide funding for administrative salaries, fringe benefits and operational expenses in the amount of $15,000.00 identified in the Community Development Block Grant 2018 Annual Action Plan, and appropriating funds for said agreement. Commissioner Crutchfield moved for adoption, motion seconded by Commissioner Dorsey and unanimously adopted. Mayor Saliba introduced Resolution No. 2019-44 (recorded in Ordinance Book No._______at Page_______), entering into a subrecipient agreement with the Wiregrass Habitat for Humanity to support Emergency Housing Repair in the amount of $80,000.00 and $43,582.00 for Weatherization Improvements, identified in the Community Development Block Grant 2018 Annual Action Plan, and appropriating funds for said repairs and improvements. Mayor Saliba introduced Resolution No. 2019-45 (recorded in Ordinance Book No._______at Page_______), entering into a subrecipient agreement with the Dothan Downtown Redevelopment Authority (DDRA) to support downtown façade improvements identified in the Community Development Block Grant 2018 Annual Action Plan in the amount of $25,000.00, and appropriating funds for said agreement. Commissioner Kenward moved for adoption, motion seconded by Commissioner Crutchfield and unanimously adopted. Mayor Saliba introduced Resolution No. 2019-46 (recorded in Ordinance Book No._______at Page_______), accepting the proposal from Aquatic Design Group, Inc., for consulting design services to develop a master plan update as required for future expansions of Water World Water Park, at a cost not to exceed $9,750.00. Commissioner Kirkland moved for adoption, motion seconded by Commissioner Crutchfield. Acting City Manager West said this master plan will also choose the site for replacement of the slide, which is no longer usable.
