BOARD OF COMMISSIONERS CITY OF DOTHAN, ALABAMA REGULAR MEETING JANUARY 21, 2020 The Board of Commissioners of the City of Dothan, Alabama, met in regular session in the Commission Chambers of the Roy Driggers Municipal Building at 10:00 a.m., Tuesday, January 21, 2020 with the following members present: Mayor Mark Saliba, Associate Commissioners Kevin Dorsey, Janasky Fleming, Albert Kirkland, John Ferguson, Beth Kenward, and David Crutchfield. Also present were City Manager Kevin Cowper, City Clerk Tammy Danner, Assistant City Clerk Wendy Shiver, who recorded the Minutes of the Meeting, and the local news media representatives. Mayor Saliba called the meeting to order. Pastor Ronald Thompson, Stringer Street AME Church, then led in prayer, afterwhich Commissioner Kirkland led in the Pledge of Allegiance to the Flag. Commissioner Kirkland moved that the Minutes of the Meeting of January 7, 2020, be approved, motion seconded by Commissioner Dorsey and unanimously approved. Commissioner Fleming wished a “Happy Birthday!” tomorrow to Sarah Woodham, Executive Assistant to the Commission. Commissioner Fleming expressed appreciation for the ongoing support of the Dothan Wolves bowling teams. He said the Girls team has made it to the State Championship, which is this Thursday and Friday. He said not feeling compelled but the captain of the team lives in his house, and he asked everyone to keep them in their thoughts and prayers. He said this is a group of hardworking young ladies and Coach Brianne Kent has done an excellent job. Commissioner Kirkland expressed his appreciation to the staff for the good work they did with the storm this past weekend. Commissioner Crutchfield wished a “Happy Birthday!” to Sarah Woodham for tomorrow and to his oldest son who turned 27 today. Commissioner Crutchfield said he would like to thank our department heads and their staff for all their support and for doing a great job. Mayor Saliba said he attended PACE’s Freedom of Speech competition held this past Sunday night at Wiregrass Church. He said students competed by either giving President Abraham Lincoln’s Gettysburg Address or Martin Luther King, Jr.’s “I have a Dream” speech. He said this was an excellent event, and he encouraged everyone to attend next year. Mayor Saliba said the Martin Luther King, Jr. celebration held yesterday at Greater Beulah Baptist Church was wonderful, there was great music, and it was very uplifting. He said he was glad to be a part of this and recommends everyone attend this event next year as well. City Manager Cowper invited Dothan Area Chamber of Commerce President Matt Parker to provide an update on Grow Dothan. Mr. Parker said Dothan and our metro area experienced a significant increase in jobs, growth in gross domestic product, and an all-time record low in unemployment rates this year. He said good planning, infrastructure, and development have positioned our market for this success, and he thanked City Manager Cowper and the Commission for the support, assistance, and leadership they provide to the Chamber. He discussed Chamber activities, projects in the works, community and workforce development initiatives, and continued economic development efforts. Mr. Parker confirmed for Mayor Saliba that sites and buildings are the biggest challenge for economic development. He said 200 acre sites with infrastructure on relatively good land is in high demand statewide and this is something they are currently seeking. Minutes of the Board of Commissioners – January 21, 2020, continued. City Manager Cowper invited Dothan-Houston County Airport Director Adam Hartzog to give an update. Mr. Hartzog discussed the Airport Authority’s strategic plan goals to enhance customer satisfaction which included renovation of the terminal building, improving the aesthetics of the entrance to the airport, and adding a restroom facility beyond security. He said the Airport’s fixed-base operator (FBO) Aero-one Aviation was recently accepted into the Air Elite Network program, and they are ranked 17th in the country for their size. He said passenger counts have increased two years in a row due to a strong Wiregrass economy, and Delta has announced implementation of a fifth daily flight starting in June, 2020. Mr. Hartzog said the Airport has had two very strong years, and they are looking forward to another in 2020. He thanked City Manager Cowper and the Commission for their support. City Manager Cowper invited Visit Dothan President and CEO Aaron McCreight to provide an update. Mr. McCreight discussed recent increased tourism statistics and the importance of tourism dollars for economic development and jobs. He said in effort to help bring people to Dothan, Visit Dothan has launched a new website with a focus on events, built a comprehensive visitor guide, and created three digital campaigns. Mr. McCreight said because workforce development is being felt in the hospitality industry, Visit Dothan partnered with the Chamber and Southeast AlabamaWorks! to create the first hospitality specific job fair in October, 2019, and it was such a success, they will be holding another one in February. He said Hospitality 101 was also started in partnership with the Chamber and Southeast AlabamaWorks!, and this program is about employee retention and training. He said Visit Dothan is diligently working to better last year’s numbers and getting ready for the upcoming tournament season. Commissioner Kenward asked if there is a way to get information, such as events and restaurant menu specials, directly to visitors by sending emails once a week to our hotels. Mr. McCreight said they currently send a weekly newsletter and monthly calendar via email to all hotels and restaurants. He said the difficulty with the hotels is that there is now a limit to the items they can display without their brand, but staff is allowed to hand out information to guests if directly requested. He said Visit Dothan is in constant contact with all of our hotels and can disseminate information to them at a moment’s notice. Commissioner Kenward asked if a business card sized item could be provided to guests at check-in along with their key, and Mr. McCreight said Visit Dothan is currently working on something he had at a previous destination which is a website that acts like an app and the QR code is included on business cards provided to all hotels. City Manager Cowper made the following announcements and comments:  Construction has started on the South Park Avenue and Taylor Road Roundabout Project so be cautious while driving in this area.  Dothan Utilities is continuing to accept Christmas trees for recycling through Friday, January 31st at the South Park complex.  City offices were closed yesterday in observance of Martin Luther King, Jr. Day. Residents who normally receive garbage service on Monday will be picked up tomorrow.  Reminder that a bidder’s seminar will be hosted on Tuesday, January 28 th at 9:00 a.m. in the City Manager’s Conference Room by Purchasing Agent Charlotte Langford. City Manager Cowper said he will be doing a Love Dothan presentation on Thursday, January 30th at 5:30 p.m. in the Civic Center arena, and everyone is encouraged to attend. Mayor Saliba announced a Public Hearing regarding the abatement and removal of noxious or dangerous weeds. Mr. Hamlin said he owns the property located at 506 Allen Road and is unable to remove the big tree that fell on his roof. He said he is disabled and doing the best he can but he does not have insurance. He said he let the grass grow to prevent people from walking into his yard, and while he can cut the grass, he needs help to remove the tree. Mayor Saliba acknowledged Minutes of the Board of Commissioners – January 21, 2020, continued. that Mr. Hamlin appeared during the public hearing at the January 7th meeting. There being no further discussion, Mayor Saliba declared the Public Hearing closed. Mayor Saliba introduced Resolution No. 2020-18 (recorded in Ordinance Book No._______at Page_______), declaring certain properties which are overgrown with weeds, scrub, wild bushes, grass and other vegetable growth as injurious to the health, safety and welfare of the community as nuisances and ordering that the properties be abated. Commissioner Crutchfield moved for adoption, motion seconded by Commissioner Kenward and unanimously adopted. Mayor Saliba introduced Resolution No. 2020-19 (recorded in Ordinance Book No._______at Page_______), entering into a permit agreement with the Alabama Department of Transportation for the installation of a tap and valve with ductile iron pipe and fire hydrant assembly to the right-of-way for Eastside Childcare, located at 2846 Columbia Highway (Hwy 52 East) in Dothan. Commissioner Kirkland moved for adoption, motion seconded by Commissioner Fleming and unanimously adopted. Mayor Saliba introduced Resolution No. 2020-20 (recorded in Ordinance Book No._______at Page_______), entering into a non-reimbursable agreement with Spectrum, by City Form No. 1, through the Alabama Department of Transportation (ALDOT) for the relocation of a Spectrum utility line to be installed on the right of way of Denton Road in conjunction with the ALDOT Project No. STPOA-9450(602) Construction of Additional Lanes on CR-25 (Denton Road) from SR-210 (Ross Clark Circle) to 0.10 miles south of Westgate Parkway. Commissioner Kirklnad moved for adoption, motion seconded by Commissioner Kenward and unanimously adopted. Mayor Saliba introduced Resolution No. 2020-22 (recorded in Ordinance Book No._______at Page_______), entering into a non-reimbursable agreement with CenturyLink Of Alabama, LLC, by City Form No. 1, through the Alabama Department of Transportation (ALDOT) for the relocation of a CenturyLink of Alabama, LLC utility line to be installed on the right of way of Denton Road in conjunction with the ALDOT Project No. STPOA-9450(602) Construction of Additional Lanes on CR-25 (Denton Road) from SR-210 (Ross Clark Circle) to 0.10 miles south of Westgate Parkway. Commissioner Kirkland moved for adoption, motion seconded by Commissioner Kenward and unanimously adopted. Mayor Saliba introduced Resolution No. 2020-23 (recorded in Ordinance Book No._______at Page_______), approving participation with SMB Land, LLC in extending the sanitary sewage system approximately 3,365 linear feet in the amount of $217,091.50 at a 75/25 cost share of which the City of Dothan’s share shall not exceed $162,818.62. To comply with City Commission Policy #3 for a 50/50 cost share, a minimum of twenty-five (25) percent ($54,272.88) will be paid to the City of Dothan by SMB Land, LLC prior to the final plat of the Addition to Charleston Mills Subdivision being signed, and appropriating funds for said project. Commissioner Kirkland moved for adoption, motion seconded by Commissioner Kenward. Commissioner Ferguson requested clarification on this item. Public Works Director Charles Metzger explained that SMB Land does not need the extension at this time but they have agreed to participate because of the following request by MK Development, LLC. He said SMB Land will pay the other twenty-five (25) percent when they move forward with their part of the extension. There being no further discussion, the resolution was unanimously adopted. Minutes of the Board of Commissioners – January 21, 2020, continued. Mayor Saliba introduced Resolution No. 2020-24 (recorded in Ordinance Book No._______at Page_______), approving participation with MK Development, LLC, in extending the sanitary sewage system approximately 1,016 linear feet in the amount of $120,297.40 at a 50/50 cost share, of which the City of Dothan’s share shall not exceed $60,148.70, and appropriating funds for said project. Commissioner Kenward moved for adoption, motion seconded by Commissioner Crutchfield and unanimously adopted. Mayor Saliba introduced Resolution No. 2020-25 (recorded in Ordinance Book No._______at Page_______), awarding the bid, entering into a contract, and issuing a Notice to Proceed to System Scale Corporation for the Sanitary Landfill Concrete Platform Truck Scales, at a cost of $127,000.00. Commissioner Kirkland moved for adoption, motion seconded by Commissioner Kenward and unanimously adopted. Mayor Saliba introduced Resolution No. 2020-26 (recorded in Ordinance Book No._______at Page_______), approving a fee structure for the Wiregrass Public Safety Center. Commissioner Fleming moved for adoption, motion seconded by Commissioner Kenward and unanimously adopted. Mayor Saliba introduced Resolution No. 2020-27 (recorded in Ordinance Book No._______at Page_______), entering into a contract with Pace Analytical, LLC for the 2020 Professional Laboratory Services for the City of Dothan Drinking Water Monitoring Program, in the amount of $45,378.00. Commissioner Fleming moved for adoption, motion seconded by Commissioner Crutchfield and unanimously adopted. Mayor Saliba introduced Resolution No. 2020-28 (recorded in Ordinance Book No._______at Page_______), entering into an agreement with Barge Design Solutions, Inc. for professional engineering, architectural design and consultation services for the Water World Slide and Pool Expansion Project for a new kiddie pool, in accordance with the Professional Services Agreement, for an amount not to exceed $68,000.00. Commissioner Crutchfield moved for adoption, motion seconded by Commissioner Kenward. Commissioner Kenward requested explanation for public knowledge. City Manager Cowper said the original plan was to renovate the existing kiddie pool but after further inspection it became apparent that the facility had several code related issues making it cost prohibitive to repair. He said the recommendation is to build a new kiddie pool in the desired location so that the pool will fit nicely into the lazy river concept if added to the park in the future. He said the hope is to bid the kiddie pool this spring so that it can be open for the summer season. There being no further discussion, the resolution was unanimously adopted. Mayor Saliba introduced Resolution No. 2020-29 (recorded in Ordinance Book No._______at Page_______), declaring certain personal property as obsolete and no longer needed for public or municipal purposes and authorizing the disposal of said property by whatever means is determined to be in the best interest of the City. Commissioner Kirkland moved for adoption, motion seconded by Commissioner Kenward and unanimously adopted. Mayor Saliba introduced Resolution No. 2020-30 (recorded in Ordinance Book No._______at Page_______), entering into a Memorandum of Understanding (MOU) with the Southern Alabama Regional Council on Aging (SARCOA) to support the “Silver Assist Program” pilot. Commissioner Ferguson moved for adoption, motion seconded by Commissioner Crutchfield and unanimously adopted. Mayor Saliba introduced Resolution No. 2020-31 (recorded in Ordinance Book No._______at Page_______), approving payment of invoices for the month of December, 2019 in the amount of $15,674,182.30. Commissioner Ferguson moved to accept an easement from Lee Van Carroll and Ashley J. Carroll, necessary to construct improvements and appurtenances to existing utility facilities, motion seconded by Commissioner Kenward and unanimously carried.
