BOARD OF COMMISSIONERS CITY OF DOTHAN, ALABAMA REGULAR MEETING APRIL 7, 2020 The Board of Commissioners of the City of Dothan, Alabama, met in a tele- conferenced regular session at 10:00 a.m., on Tuesday, April 7, 2020 with Mayor Mark Saliba and Associate Commissioner Albert Kirkland present, with Associate Commissioners Kevin Dorsey, Janasky Fleming, John Ferguson, Beth Kenward, and David Crutchfield accessing remotely, and with the public able to view the meeting in progress. Also present were City Manager Kevin Cowper and Assistant City Clerk Wendy Shiver, who recorded the Minutes of the Meeting. Mayor Saliba called the meeting to order, led in prayer, and led in the Pledge of Allegiance to the Flag. Commissioner Crutchfield moved that the Minutes of the Meeting of March 17, 2020, be approved, motion seconded by Commissioner Kenward and unanimously approved. Commissioner Kirkland thanked City Manager Cowper and staff for all they are doing to help us through this crisis. Mayor Saliba confirmed with the Commission that they have all received the latest information from Governor Ivey. Mayor Saliba requested the public hearing regarding the abatement and removal of noxious or dangerous weeds be continued to the May 5th meeting to allow for public comment, and he said continuing this item will eliminate us from having to re- advertise the hearing. Commissioner Kenward made a motion to continue this public hearing to the May 5th meeting, motion seconded by Commissioner Dorsey and unanimously approved. Mayor Saliba introduced a proposed resolution declaring certain properties which are overgrown with weeds, scrub, wild bushes, grass and other vegetative growth as injurious to the health, safety and welfare of the community as nuisances and ordering that the properties be abated. Commissioner Kenward made a motion to continue this item to the May 5th meeting, motion seconded by Commissioner Dorsey and unanimously approved. Mayor Saliba introduced Resolution No. 2020-95 (recorded in Ordinance Book No._______at Page_______), accepting the proposal and service agreement of McGriff, Seibels and Williams, Inc. for Specific Stop Loss Reinsurance for the City of Dothan’s Health and Accident Insurance Plan, as quoted by Lloyd’s of London. Commissioner Kenward moved for adoption, motion seconded by Commissioner Crutchfield and unanimously adopted. Mayor Saliba introduced Resolution No. 2020-96 (recorded in Ordinance Book No._______at Page_______), approving Change Order with L&K Contracting, Inc., for emergency work to be done along Lena Street, which results in a no cost change order and a final adjusted contract price of $1,706,525.00. Commissioner Crutchfield moved for adoption, motion seconded by Commissioner Dorsey. Commissioner Dorsey said he is glad to see this is a local contractor. There being no further discussion, the resolution was unanimously adopted. Mayor Saliba introduced Resolution No. 2020-97 (recorded in Ordinance Book No._______at Page_______), entering into a construction agreement with the State of Alabama for construction improvements for the addition of a turn lane on Westgate Parkway, 0.21 miles east of the railroad towards Technology Drive, to benefit Dothan Warehouse Investors, LLC, for an estimated cost of $178,000.00. Minutes of the Board of Commissioners – April 7, 2020, continued. Commissioner Ferguson moved for adoption, motion seconded by Commissioner Dorsey. Commissioner Dorsey asked if this will require a detour, and City Manager Cowper replied that it should not. Commissioner Dorsey asked if there is a hard date. City Manager Cowper said this information will be obtained and relayed to the Commission. Commissioner Crutchfield confirmed with City Manager Cowper that no City funds are being spent and this is grant money. There being no further discussion, the resolution was unanimously adopted. Mayor Saliba introduced Resolution No. 2020-98 (recorded in Ordinance Book No._______at Page_______), awarding the bid, entering into a contract, and issuing a Notice of Award, Notice to Proceed and other related contract documents to Layne Christensen Company for the refurbishment of two (2) vertical turbine RAS wastewater pumps for the Little Choctawhatchee WWTP for the sum of $129,057.00, and appropriating funds for said pumps. Commissioner Kenward moved for adoption, motion seconded by Commissioner Crutchfield and unanimously adopted. Mayor Saliba introduced Resolution No. 2020-99 (recorded in Ordinance Book No._______at Page_______), entering into a contract with CentralSquare for software development to resolve processing conflicts regarding disconnect capable and non-disconnect capable meters at an approximate cost of $1,920.00. Commissioner Kenward moved for adoption, motion seconded by Commissioner Dorsey and unanimously adopted. Mayor Saliba introduced Resolution No. 2020-100 (recorded in Ordinance Book No._______at Page_______), accepting funding from the United States Secret Service for participation in the U.S. Secret Service Alabama Electronic Crimes Task Force for reimbursement of overtime expenses not to exceed $10,000.00 for fiscal year 2019, and appropriating funds for said funding. Commissioner Crutchfield moved for adoption, motion seconded by Commissioner Kirkland and unanimously adopted. Mayor Saliba introduced Resolution No. 2020-101 (recorded in Ordinance Book No._______at Page_______), entering into an agreement with the Drug Enforcement Administration and accepting funding to reimburse the City of Dothan for overtime payments made to one officer assigned to the Montgomery, Alabama State and Local Funded Task Force, in an amount not to exceed $18,649.00 and $4,800.00 in vehicle gasoline allowance totaling, $23,449.00 annually. Commissioner Kenward moved for adoption, motion seconded by Commissioner Crutchfield and unanimously adopted. Mayor Saliba introduced Resolution No. 2020-102 (recorded in Ordinance Book No._______at Page_______), entering into an agreement with the Drug Enforcement Administration to accept funding in the amount of $18,649.00 annually, for reimbursement of overtime costs for officers participating in the Tactical Diversion Task Force to disrupt trafficking of controlled substances pharmaceuticals or listed chemicals in the Dothan area. Commissioner Kirkland moved for adoption, motion seconded by Commissioner Crutchfield and unanimously adopted. Mayor Saliba introduced Resolution No. 2020-103 (recorded in Ordinance Book No._______at Page_______), entering into an agreement with ALEA and the Drug Enforcement Administration for participation in the Montgomery HIDTA (High Intensity Drug Trafficking Area) Task Force to disrupt illicit drug trafficking. The HIDTA grant will reimburse overtime expenses not to exceed $18,649.00 and $8,400.00 in vehicle allowance totaling $27,049.00 annually. Commissioner Kenward moved for adoption, motion seconded by Commissioner Dorsey and unanimously adopted. Mayor Saliba introduced Resolution No. 2020-104 (recorded in Ordinance Book No._______at Page_______), awarding the bid and entering into an agreement with Aluvii, Inc. to provide a point-of-sale system for online and on-site sales at Minutes of the Board of Commissioners – April 7, 2020, continued. Water World for an initial investment of $27,995.00 and software and licensing fees of $9,000.00 annually, after year one. Commissioner Kirkland moved for adoption, motion seconded by Commissioner Fleming. Commissioner Kenward said she is receiving positive feedback on the activity occurring at Water World and it is exciting to see that some things are still moving forward right now. Commissioner Ferguson inquired into the terms and length of this agreement. City Manager Cowper reviewed the initial investment and annual costs, and he said the length of the agreement will be obtained and relayed to the Commission. Commissioner Fleming gave kudos to the person who runs Water World’s Instagram page because he said they do an outstanding job and it puts the right information out. Mayor Saliba said the park is looking real nice, all three slides are up, work is being done at the kiddie pool, and it is going to be a big hit. There being no further discussion, the resolution was unanimously adopted. Mayor Saliba introduced Resolution No. 2020-105 (recorded in Ordinance Book No._______at Page_______), appointing Matt Parker, Janice Shepard, and Cliff Mendheim as members of the Medical Clinic Board. Commissioner Crutchfield moved for adoption, motion seconded by Commissioner Fleming and unanimously adopted.
