BOARD OF COMMISSIONERS CITY OF DOTHAN, ALABAMA REGULAR MEETING SEPTEMBER 15, 2020 The Board of Commissioners of the City of Dothan, Alabama, met in regular session in the Commission Chambers of the Roy Driggers Municipal Building at 10:00 a.m., Tuesday, September 15, 2020 with the following members present: Mayor Mark Saliba, Associate Commissioners Kevin Dorsey, Janasky Fleming, Albert Kirkland, John Ferguson, Beth Kenward, and David Crutchfield. Also present were City Manager Kevin Cowper, City Clerk Tammy Danner, Assistant City Clerk Wendy Shiver, who recorded the Minutes of the Meeting, and the local news media representatives. Mayor Saliba called the meeting to order. Dr. Taylor Rutland, First Baptist Church, then led in prayer, afterwhich Commissioner Kenward led in the Pledge of Allegiance to the Flag. Commissioner Kenward moved that the Minutes of the Meeting of September 1, 2020, be approved, motion seconded by Commissioner Fleming and unanimously approved. Mayor Saliba presented and read a proclamation, proclaiming September 25, 2020 as “Disabled American Veterans Day” in the City of Dothan. Daniel Blackman, DAV Chapter 87, Dothan Commander and other representatives were present for the proclamation. Mayor Saliba presented and read a proclamation, proclaiming September 28, 2020 as “Family Day – A Day to Eat Dinner with Your Children” in the City of Dothan. Roxane Fuentes, Community Coordinator, 334 Prevention Project was present for the proclamation. Mayor Saliba presented and read a certificate of recognition, recognizing the “100th Anniversary of Kiwanis Club of Dothan.” John Taylor, Critt Snellgrove, and Ben Freeman were present for the recognition. Mayor Saliba invited Melanie Hill and Madison Kimbro to give an update on Southeast Alabama Works. Ms. Hill and Ms. Kimbro provided informational handouts to the Commission, communicated the mission and vision of Southeast Alabama Works, discussed leadership development training and education initiatives, and talked about the weekly generated unemployment claims report. Ms. Hill requested their contact information be passed along to any company or organization in our area who may be helped by Southeast Alabama Works. Mr. Cowper, along with Acting Dothan Utilities Director Angie Akos, recognized LaDon Driskell as our Employee of the Month for September, 2020. Mr. Cowper said we love our City employees and want to recognize them for the good work that they do, and in light of this, we have reinstituted our Employee of the Month program. Mayor Saliba expressed appreciation for those responsible for reinstituting this program. Mayor Saliba announced that a resolution will be added to the agenda as Item 11A and the appropriate action will be taken at that time. Commissioner Dorsey requested storm tips be posted on our website for our citizens so they are made aware and can prepare for conditions which may occur from Hurricane Sally. Commissioner Dorsey thanked Dothan Utilities Director Billy Mayes and staff for the new and updated lighting recently installed in some needed areas of the City. Commissioner Kirkland thanked Public Works Director Charles Metzger and staff for doing a great job with this year’s grass cutting on the Ross Clark Circle. He said we all work hard to make the City look better, and he receives a lot of compliments on this effort. Minutes of the Board of Commissioners – September 15, 2020, continued. Commissioner Crutchfield said he has talked to just about every department or department head this week on issues that need to be looked at, and he appreciates the quick and professional responses. Mr. Cowper said an open house regarding the proposed Highway 84 West Improvements project will be held this evening from 4:30 p.m. until 6:30 p.m. at Westgate Gym, and this will be a good opportunity for the public to view maps, discuss the project, and have questions answered. He said the improvements proposed are for Highway 84 West from Flowers Chapel Road westbound to John D. Odom Road. He said this is a City partnership with the State of Alabama, an approximate $4.5 million grant opportunity has been funded, and the City’s match is about $2.5 million. Mayor Saliba introduced the application of Jason Reiser for a Retail Beer and Retail Table Wine License (off premise) for Dollar General Store #22172, located at 2146 South Oates Street. Mayor Saliba asked if there was anyone present to speak on this matter and there were none. Commissioner Kirkland moved for approval, motion seconded by Commissioner Crutchfield. There being no discussion and upon the motion being put to vote, the motion was unanimously carried. Mayor Saliba announced a Public Hearing regarding the abatement and removal of noxious or dangerous weeds. There being no one present to speak, Mayor Saliba declared the Public Hearing closed. Mayor Saliba introduced Resolution No. 2020-249 (recorded in Ordinance Book No._______at Page_______), declaring certain properties which are overgrown with weeds, scrub, wild bushes, grass and other vegetative growth as injurious to the health, safety and welfare of the community as nuisances and ordering that the properties be abated. Commissioner Kenward moved for adoption, motion seconded by Commissioner Fleming and unanimously adopted. Mayor Saliba introduced Resolution No. 2020-250 (recorded in Ordinance Book No._______at Page_______), confirming the cost incurred in notification and abatement of certain properties determined to be nuisances by Resolution Numbers 2020-194 and 2020-207 and turning the costs over to the County Tax Collector so that the amounts can be added to the next regular bills for taxes levied against the respective lots and parcels of land. Commissioner Kenward moved for adoption, motion seconded by Commissioner Fleming and unanimously adopted. Mayor Saliba introduced Resolution No. 2020-251 (recorded in Ordinance Book No._______at Page_______), confirming the cost incurred in notification and abatement of certain properties determined to be in violation of Article III, Chapter 106 of the City of Dothan Code of Ordinance (repeat offenders) and turning the costs over to the County Tax Collector so that the amounts can be added to the next regular bills for taxes levied against the respective lots and parcels of land. Commissioner Kenward moved for adoption, motion seconded by Commissioner Ferguson and unanimously adopted. Commissioner Kenward moved to add the next item to the agenda, motion seconded by Commissioner Crutchfield and unanimously carried. Mayor Saliba introduced Resolution No. 2020-252 (recorded in Ordinance Book No._______at Page_______), which was read in the meeting, adopting the City of Dothan 2021 Rebuild Alabama Transportation Plan. Commissioner Kirkland moved for adoption, motion seconded by Commissioner Kenward. Upon Commissioner Ferguson’s inquiry, Public Works Director Charles Metzger said the City will use this funding to go toward our approximate $2.2 million match for this project. There being no further discussion, the resolution was unanimously adopted. Mayor Saliba introduced Resolution No. 2020-253 (recorded in Ordinance Book No._______at Page_______), amending various accounts in the 2020 Fiscal Year Budget. Commissioner Kenward moved for adoption, motion seconded by Commissioner Crutchfield and unanimously adopted. Minutes of the Board of Commissioners – September 15, 2020, continued. Mayor Saliba introduced Resolution No. 2020-254 (recorded in Ordinance Book No._______at Page_______), entering into an agreement with Motorola Solutions, Inc., to purchase 700 APX Series radios for the police and fire departments with associated equipment, in the amount of $2,198,645.00, and appropriating funds for said purchase. Commissioner Ferguson moved for adoption, motion seconded by Commissioner Crutchfield and unanimously adopted. Mayor Saliba introduced Resolution No. 2020-255 (recorded in Ordinance Book No._______at Page_______), entering into an agreement with NCIC Inmate Communications to provide the Inmate Communications Management System (iCON) for the Dothan City Jail paying the City a commission rate of sixty percent (60%) on completed calls and twenty percent (20%) on video visitation calls. Commissioner Crutchfield moved for adoption, motion seconded by Commissioner Dorsey. Police Chief Steve Parrish confirmed for Commissioner Dorsey that this is at no cost to the City, and Chief Parrish added that the phone service typically generates between $900 and $2000 per month. He explained that the other company we had is now operating on a much larger scale, NCIC Inmate Communications has been working with us for some time, and this will formalize the exchange of that contract. There being no further discussion, the resolution was unanimously adopted. Mayor Saliba introduced Resolution No. 2020-256 (recorded in Ordinance Book No._______at Page_______), entering into an agreement with the State of Alabama Department of Economic and Community Affairs to accept payments from ADECA for eligible households under the Low Income Home Energy Assistance Program (LIHEAP), for the period of October 1, 2020 through September 30, 2021. Commissioner Fleming moved for adoption, motion seconded by Commissioner Dorsey. Commissioner Dorsey asked if a certain amount is given to those who request assistance. Finance Director Lisa Reeder explained that this agreement is just for the City to accept payments on behalf of our customers and the Southeast Alabama Community Action Partnership will decide which customers are eligible and the funding amounts. There being no further discussion, the resolution was unanimously adopted. Mayor Saliba introduced Resolution No. 2020-257 (recorded in Ordinance Book No._______at Page_______), entering into an agreement with the Southern Alabama Regional Council on Aging (SARCOA) to administer and operate the Nutrition/Transportation Program of Title III of the Older Americans Act. Commissioner Kenward moved for adoption, motion seconded by Commissioner Crutchfield and unanimously adopted. Mayor Saliba introduced Resolution No. 2020-258 (recorded in Ordinance Book No._______at Page_______), entering into a contract with Poly, Inc. for an amount not to exceed $19,000.00 for the Cottonwood Road Tank (No. 6 Alabama Highway 53) and Columbia Highway Tank (No. 9 Alabama Highway 52 East) repairs professional services. Commissioner Crutchfield moved for adoption, motion seconded by Commissioner Kirkland and unanimously adopted. Mayor Saliba introduced Resolution No. 2020-259 (recorded in Ordinance Book No._______at Page_______), approving a cost increase of $7,447.04, of which the City of Dothan’s share is $3,723.52, making the City of Dothan’s final adjusted cost $63,872.22 to the contract the City entered into with MK Development, LLC for the construction of the sanitary sewage system tying into the proposed sewer extension in Charleston Mills Subdivision to serve the Orchard Subdivision. Mayor Saliba introduced Resolution No. 2020-260 (recorded in Ordinance Book No._______at Page_______), approving the Change Order #1 with L and K Contracting Company, Inc., of Dothan, Alabama, for the 2020 Redwater Watermain Replacement Project B, to add $61,754.00 to the original contract amount, resulting in a final contract price of $828,687.00.
