January 5, 2026 7:00 p.m. REORGANIZATION MEETING The Reorganization Meeting of Doylestown Borough Council was held on the above date and time in Council Chambers, Borough Hall, 10 Doyle Street. The following persons were present: Council Members Jennifer Jarret, Robert Kinney and Elizabeth Wyckoff, and Councilpersons Re- Elect Ben Bell, Larry Browne, Dennis Livrone, Jack O’Brien, Connor O’Hanlon, and Amy Popkin. Also present were Mayor Re-Elect Noni West, Assistant Manager/Finance Director Caroline Brinker, Junior Councilperson Thomas O’Reilly, Ernest Closser of Curtin & Heefner, LLP, Jim Dougherty of Gilmore & Associates, Inc., Patrick DiGangi, P.E. of CKS Engineers/An ARRO Consulting Company, and Tax Collector Re-Elect Michelle Crunkleton. Pledge of Allegiance. Oath or Affirmation of Mayor Elect Noni West. Mayor Elect Noni West was sworn in by Bucks County Court of Common Pleas Judge Jordan Yeager. Oath or Affirmation of Councilpersons. Mayor West swore in Councilperson Larry Browne. Judge Yeager then swore in Councilpersons Ben Bell, Dennis Livrone, Jack O’Brien, Connor O’Hanlon, and Amy Popkin, all re-elected in November 2025. He then swore in Michelle Crunkleton as Borough Tax Collector. Nomination and Election of Council President and Vice President. Mayor West called for nominations for Council President. Ms. Popkin nominated Jack O’Brien and the nomination was seconded by Mr. Browne. Mayor West asked if there were any other nominations for President and when none were heard, the vote was called. All were in favor and the motion carried. Mayor West next called for nominations for Council Vice President. Mr. Browne nominated Amy Popkin and the nomination was seconded by Mr. Kinney. Mayor West asked if there were any other nominations for Vice President and hearing none, called the vote. All were in favor and the motion carried. Mayor West then turned the meeting over to Council President Jack O’Brien. President O’Brien presided over the following: Appointment of Members to the Central Bucks Regional Police Commission. A motion was made to appoint Jack O’Brien and Mayor West, with Amy Popkin as the alternate. (Browne-Jarret) Mr. O’Brien called the vote. All were in favor and the motion carried. Appointment of the Borough Solicitor. A motion was made for the reappointment of Curtin & Heefner LLP as Borough Solicitor (Kinney-Jarret). Mr. O’Brien called the vote. All were in favor and the motion carried. Appointment of the Borough Engineers. Zoning, Planning, and Streets. A motion was made to reappoint Gilmore & Associates (Jarret- Popkin). Mr. O’Brien called the vote. All were in favor and the motion carried. Borough Engineer for Water. A motion was made to reappoint CKS Engineers, Inc. (Livrone- 268 Kinney) Mr. O’Brien called the vote. All were in favor and the motion carried. Consideration of Resolution No. 2026-1, Prepayment of Invoices. Mr. O’Brien stated that Resolution No. 2026-1 authorizes the prepayment of certain invoices prior to the regularly scheduled approval at each monthly Council meeting. He said this is a housekeeping item and will update Resolution No. 2024-1. Mr. O’Brien said that during the course of the month, there is often a need to pay an invoice outside of those approved at the Council meeting, such as a vendor invoice with an early due date or a refund. He said that limits are set on the maximum amount that can be approved by the Borough Manager. Any invoices outside of those limits would be reviewed and approved by the Council President. Any and all payments paid prior to the Council meeting are detailed and approved through the pre-paid invoice list provided with the Council packets. A motion was made to adopt Resolution No. 2026-1 (O’Brien-Popkin). Hearing no comments from Council, Staff, or the public, Mr. O’Brien called the vote. All were in favor and the motion passed unanimously. Adjournment. At 7:18 p.m., Mr. O’Brien called for a motion to adjourn the January 5, 2026 Reorganization Meeting of Doylestown Borough Council (Browne-Kinney).
