7:00 p.m.
The regular meeting of Doylestown Borough Council was held on the above date and time
in Council Chambers, with the following members present: Council President Jack O’Brien, Vice
President Amy Popkin, and Council Members Larry Browne, Jennifer Jarret, Robert Kinney, Dennis
Livrone, Connor O’Hanlon, and Elizabeth Wyckoff. Also present were Junior Councilperson Thomas
O’Reilly and Borough Manager John Davis. Council Member Ben Bell was absent.
PLEDGE OF ALLEGIANCE
SPECIAL PRESENTATIONS: None.
APPROVAL OF MINUTES
Mr. O’Brien called for a motion to approve the December 15, 2025 Council Meeting Minutes
(Browne-Kinney). Hearing no comments from Council, Staff, or the public, a vote was called, and
the minutes were unanimously approved.
Mr. O’Brien then called for a motion to approve the January 5, 2026 Council Reorganization
Meeting Minutes (Kinney-Popkin). Hearing no comments from Council, Staff, or the public, a
vote was called, and the minutes were unanimously approved.
MAYOR’S REPORT: None.
PUBLIC SAFETY - Mr. Browne
1. Consideration of Ordinance No. 2026-1 Establishing a Community Emergency
Response Team (CERT) Program. Mr. Browne said this ordinance establishes a Community
Emergency Response Team (CERT) Program for Doylestown Borough. He said that Council
authorized the advertisement of this ordinance at their meeting on December 15, 2025, and the
ordinance had since been properly advertised.
Following the recommendation of the Public Safety Committee, a motion was made
to adopt No. Ordinance 2026-1 (Browne-Popkin). Hearing no comments from Council, Staff, or the
public, the vote was called. All were in favor and the motion passed unanimously.
2. Consideration of Ordinance No. 2026-2 Adding up to Two Student Members to the
Emergency Preparedness and Communications Board. Mr. Browne said that this ordinance adds
up to two Student Members to the Borough’s Emergency Preparedness and Communications
Board. He said that Council authorized the advertisement of this ordinance at their meeting on
December 15, 2025, and the ordinance had since been properly advertised.

public, the vote was called. All were in favor and the motion passed unanimously.

3. The Doylestown Fire Company monthly report was provided in Council’s packet and
is available to the public by following the packet link noted on this meeting’s Agenda.
Mr. Brown gave a shout out to the Fire Company because since about 8 p.m. on Saturday
night, they’ve been manning the station with full shifts and keeping everyone safe. He said he
knew they had at least one working fire in Buckingham Township on Saturday.
PUBLIC WORKS AND ADMINISTRATION - Mr. Kinney
Mr. Kinney reported that the Committee did not meet this month and said that the Public
Works Monthly Reports were provided in Council’s packet and are available to the public by
following the packet link noted on this meeting’s Agenda.
Mr. Kinney commended all Staff for the work they’ve done and continue to do in response
to the snow storm. He said he believed they started at 2 a.m. on Sunday morning and continue to
work pretty much continuously, without breaks. He appreciated all the work the Public Works
Department crew has been doing.
COMMUNITY AND GOVERNMENTAL AFFAIRS - Mr. Bell
In Mr. Bell’s absence, Mr. O’Brien stated that the Committee did not meet and there was
no report.
ZONING AND PLANNING - Ms. Jarret
Ms. Jarret said that the Zoning and Planning Committee did meet this month, but there were
no actionable items. She said the American Legion came to their meeting and gave them a
rundown on all that they do for the community and veterans. Ms. Jarret said the American Legion
really is a great organization and she encouraged everyone to visit their website
Ms. Jarret then noted that the Code Enforcement Monthly Activity Report and Building
Inspection Monthly Report were provided in Council’s packet and are available to the public by
following the packet link noted on this meeting’s Agenda.
ENVIRONMENT AND RECREATION - Ms. Wyckoff: No meeting and no report.
WATER UTILITY - Mr. Livrone: No meeting and no report.
FINANCE/PENSION - Ms. Popkin
Ms. Popkin stated that the Finance Committee did not meet this month, but she did have
the Finance Report. She reported that the report showing payable and payroll had been provided
in Council’s packet. Ms. Popkin said that the total for all funds was $1,363,096.53. A motion was
made to approve the report (Popkin-Kinney). With no comments from Council, Staff, or the public,
the vote was called, and the motion passed unanimously.

PERSONNEL COMMITTEE - Mr. O’Brien
Mr. O’Brien reported that the Committee did not meet, but knew they have meetings in
February to interview for the board vacancies.
PROFESSIONALS’ REPORTS
Engineer’s Report - Mr. Dougherty was not present and there was no report.
Solicitor's Report - Mr. Griffin was not present and there was no report.
Central Bucks Regional Police Department (CBRPD) Activities Report. The Police Activity
Report provided in Council’s packet for December 2025 indicated that were 832 incidents in the
Borough and year-to-date, the Department had spent $7,848,538.20 and were at 103.71% of their
yearly budget.
PRESIDENT’S REPORT: None.
OLD BUSINESS: None.
NEW BUSINESS: None.
OPEN PUBLIC COMMENT: None.
EXECUTIVE SESSION
Mr. O’Brien stated there was an Executive Session regarding personnel. At 7:12 p.m.,
Council exited the room and then returned at 7:21 p.m., and announced there was no action to be
taken.
ADJOURNMENT
At 7:23 p.m., Mr. O’Brien called for a motion to adjourn the meeting (Browne-Kinney).
Mr. O’Brien called the vote and the motion passed unanimously.
