EAC May 20, 2025, Minutes Members in Attendance: David Reidel, Grant Alger, Jason Wood, Steve Nelson, and Karyn Hyland, Planning and Zoning Director. Call to Order: The meeting was called to order at 6:33 pm. Approval of Minutes, April 15, 2025: The minutes were approved as submitted. Reports: Farmer’s Market/Outreach & Communication: The native plant giveaway was well-received at the year's first Market. There was a lot of positive feedback, including questions about the DCAP and the process of creating this plan. The EAC will return to the Farmer’s Market on June 21, 2025. It was suggested that the Bucks County Conservation District attend the next Farmer’s Market. Karyn will reach out and see if they can have a representative present. DCAP: Steve gave an update on the status of the action plan. The recommendation to explore Community Choice Aggregation will need to be reevaluated due to a PUC denying a request for judgment. We may need to adjust the numbers in our goals for renewable energy options for homeowners and businesses in town. Steve is also investigating funding sources for people who wish to use renewable energy. Bird Town: Grant shared Bird Town's monthly newsletter. Doylestown Borough is too urban for a Purple Martin house provided by the PA Game Commission, but we qualify for the free Chimney Swift tower. The Borough will have to provide the base for the house, and the PA Game Commission will provide the house. Index of Open Areas: No report Park Habitat Enhancement Plan: Dan did not send along a report. Grant wanted to discuss another mugwort removal activity at Broad Commons. Last year’s efforts improved the situation, and Grant would like to expand on that. May 31, 2025, or June 7, 2025, would be good dates. Karyn will ask Public Works to provide a truck for the waste to be placed in. Staff Report: Karyn provided an update on the new sustainability coordinator and the PV installation at Borough Hall. Old/New Business: Regarding new business, Michelle Bowen wanted to share how traffic noise from the area of Rt 313 and Court Street creates an echo in the Belmont “bowl.” Ms. Bowen would like to know if any plans are being made for sound barriers. Karyn explained that it is a PennDOT road and that they would have jurisdiction over any improvements.
