Environment and Recreation Committee Meeting Minutes Thursday, February 5, 2026, 6:00 PM Present: Committee Members Liz Wyckoff via Zoom (Chairperson), Ben Bell, Dennis Livrone, and Connor O’Hanlon. Also present were Sustainability Coordinator Grant Rowe, Director of Planning and Zoning Karyn Hyland, and Recreation Director Cailtin Hernandez. The Minutes from November 6, 2025, were approved as submitted. Caitlin shared the new Lease Agreements for DAA and Plumstead Softball. DAA will have the baseball fields at Maplewood, and Plumstead will use the softball fields at Burpee and Neis. These new agreements better define expectations between the Borough and the organizations regarding field upkeep and future improvements. A motion was made to recommend that Council approve the leases (O’Hanlon/Livrone). Karyn and Grant shared the DCAP/Comprehensive Plan Amendment. The public comment and the letter of support from Doylestown Township were discussed by the Committee members. It has already been recommended for adoption by the EAC and the Planning Commission. Ben requested that an additional statement be added to the plan to recommend a study on single-hauler municipal solid waste. Following the discussion, a motion was made to recommend that the Council approve the comprehensive plan amendment, with a statement recommending a reduction in vehicle miles traveled (Livrone/O’Hanlon). Caitlin gave an update on the Concerts at the Commons. Parks and Rec plans to expand the concert series, hosting four in May. We are continuing our partnership with Stage United. We will also use the same fundraising model as in the past, and the Parks and Recreation Board is looking into options for on-site donations. Old/New Business: Under Old Business, Liz thanked Grant and Karyn for their work on the federal administration's efforts to repeal environmental regulations. Under the New Business topic, Ben wants to review the Land Development ordinance requiring two parking spaces per new living unit. He feels this is counterproductive to reducing vehicle miles traveled and to the DCAP. Karyn mentioned this is in the Zoning Ordinance and not the Land Development Ordinance. A parking study was recommended in the Comprehensive Plan. It is worth evaluating and ultimately making a change to the parking requirements in the Zoning Ordinance.
