DOYLESTOWN BOROUGH HISTORIC & ARCHITECTURAL REVIEW BOARD MEETING MINUTES THURSDAY, SEPTEMBER 26, 2024 The Doylestown Borough Historic and Architectural Review Board held its meeting at 7:30 PM on Thursday, September 26, 2024, at Borough Hall, 10 Doyle Street. The following members attended: Denise Blasdale, Kim Jacobsen, Heather Walton, Marie Kovach, Constance Magnuson, John Eichert, and Karyn Hyland, Director of Building and Zoning. CALL TO ORDER: Ms. Jacobsen called the meeting to order at 7:30 p.m. MINUTES APPROVAL: The August meeting minutes were approved as submitted (Blasdale/Magnuson). SIGN APPLICATIONS: 39 W. State Street – Cathy Quon, owner of Enchanted Florist, presented her application for new signage over her business's new windows. She is also proposing a new hanging sign on the State Street frontage of the building. The Board voted to recommend approval as submitted (Walton/Magnuson). 31 W. Ashland Street – The property owner, Nick Floro, presented an application for a new sign at the corner of W. Ashland Street and S. Clinton Street. The Board voted to recommend approval as submitted (Blasdale/Walton). 52 E. State Street – Linda Shanahan, the owner of Blue Stem Botanicals, presented the application for a hanging sign and a sign flush with the building. The Board voted to recommend approval as submitted (Magnuson/Kovach). BUILDING APPLICATIONS: 278 W. Oakland Avenue – Bob Nase, the architect representing the property's homeowners, presented the application for a building renovation. Mr. Nase gave an overview of the proposed project, including the home's style and how the new additions would blend into the existing house. He included a list of the proposed building materials for the project, such as roofing materials, windows, and the potential for gutters. The Board voted to recommend approval as presented with any new gutters and downspouts to match the existing hardware (half-round to match the existing), and the standing seam metal roofs will be painted a barn red to match the existing shutters. (Blasdale/Magnuson). 235 Washington Street – Anna Kate Payha, the architect, and Ruth Kozma, the property owner, presented the application for renovation and addition. Ms. Payha and Ms. Kozma gave an overview of the existing property and how the improvements will alleviate hardship for the homeowner. The design was created to be minimally invasive to the neighboring property. The Board voted to recommend approval as presented and submitted with the proposed second-floor deck to be constructed of Trex decking in a warm, neutral tone (Blasdale/Walton). 80 W. State Street – James Maxwell of JR Maxwell Builders presented the application for new windows at the Penn Tap Room, located at 80 W. State Street. At tonight's meeting, Mr. Maxwell would like to amend the application to include all the windows; however, they will be replaced during the various stages of interior renovation. The Board voted to recommend approval as presented and submitted, with the condition that the windows be in the Anderson-400 series. On the front side of the building with a brick or stone façade, the windows will be 6- over-6 with a simulated divided light. On the additions with stucco or siding, the windows will be 1-over-1 except the double 10-over-1 window on the eastern-facing wall of the addition, and the windows on the 3rd level will be replaced in kind (Blasdale/Magnuson). 387 Lincoln Avenue – Andy and Allison Hamilton, the homeowners, have returned to HARB to present their application for a new roof and to request a change to the color of the garage roof. Mr. Hamilton provided a sample of the proposed Slateline shingle for the house. The Board voted to recommend approval as presented and amended (Blasdale/Eichert). 47 Hillside Avenue – Tim Franklin, the homeowner, presented his application to change the existing mudroom roofline in coordination with interior changes to the property. The Board voted to recommend approval as presented (Magnuson/Kovach). NEW/OLD BUSINESS: John Mason of 54 N. Church St approached the Board asking how to proceed with a new garage roof. Mr. Mason wants to install a metal roof and know if this is historically appropriate. Mr. Mason’s architect is familiar with the HARB approval process. He is a new homeowner and resident of the Borough and would like to understand the approval process better. Ms. Jacobsen gave feedback and helped Mr. Mason understand the importance of the HARB and how the HARB helps preserve the historical integrity of the houses in the district. COMPREHENSIVE PLAN UPDATE: Karyn Hyland briefly updated the Comprehensive Plan. They have been meeting regularly and expect a mostly finished product in due course. Once it is more polished, there will be a public rollout, and the BCPC consultants will give a formal presentation.
