HISTORIC & ARCHITECTURAL REVIEW BOARD
MEETING MINUTES
THURSDAY, OCTOBER 24, 2024
The Doylestown Borough Historic and Architectural Review Board held its meeting at 7:30 PM on Thursday,
October 24, 2024, at Borough Hall, 10 Doyle Street. The following members attended: Denise Blasdale, Kim
Jacobsen, Heather Walton, Marie Kovach, Constance Magnuson, Ralph Fey, Richard Chase, Andy Happ, and
Karyn Hyland, Director of Building and Zoning.
CALL TO ORDER: Ms. Jacobsen called the meeting to order at 7:30 p.m.
MINUTES APPROVAL: The September meeting minutes were approved as submitted (Blasdale/Happ).
SIGN APPLICATIONS:
235 E. State Street –
Mr. Lyle Benner presented the application to replace two signs on the property of Our Lady of Mt. Carmel
Church. The Board voted to recommend approval as presented (Blasdale/Happ).
BUILDING APPLICATIONS:
154-156 W. Oakland Avenue –
Mr. Fey and Mr. Darrin Wassman presented an updated application for selecting colors and building materials
for this ongoing application. Mr. Fey shared samples of the preferred building materials and product colors.
The Board voted to recommend approval as presented with the siding to be smooth Hardie Board in Midnight
Blue on the conservatory, the conservatory windows will be Pella in the color Iron Ore, and the remaining
windows will be Sierra Pacific in Peppered Steel, the garage doors and panelized doors are mahogany, the
carriage house trim will be Sherwin Williams Drift of Mist, the shutters on the house will be Grays Harbor, the
garage doors will be wood in a walnut stain finish, the roof will be a synthetic slate in the color Midnight Gray,
an antique bronze metal standing seam roof, or Landmark Pewter Wood (asphalt shingle alternative). There
will only be downlights on the structure (Blasdale/Happ).
132 Cottage Street –
The property owners, Mr. Nick Damiano and Ms. Morgan Pedersen, presented the application for a new 2nd-
floor deck to be constructed on the side of the structure. The Board voted to recommend approval as presented
with the understanding that the composite decking will be the color Silverwood, the door will be constructed of
fiberglass and replacing an existing window, the vinyl will be a matte finish, the skirting board will be in line
with the first-floor roof and the railings will align with the posts on the corner and the posts will be 6”x6” and
either painted or stained (Happ/Blasdale).
NEW/OLD BUSINESS:
Due to Thanksgiving, the November meeting has been moved to December 5, 2024, and the December
meeting has been rescheduled for January 2, 2025.
Under new business, Kim wanted the Board to know that her home will be on the Oscar Martin walking tour
on November 3, 2024, from 1:00 pm to 3:30 p.m.
COMPREHENSIVE PLAN UPDATE:
Andy Happ shared the status of the Comp Plan. Some spelling and grammatical changes need to be made, as
well as some cleaning up of the graphics. The next meeting will be November 12, 2024. There may be one
more “clean up” meeting afterward. A public rollout will be happening early in 2025.
ADJOURNMENT: With no further business before the Board, a motion was made and seconded to adjourn at
8:35 p.m.
