DOYLESTOWN BOROUGH HISTORIC & ARCHITECTURAL REVIEW BOARD MEETING MINUTES THURSDAY, DECEMBER 5, 2024 The Doylestown Borough Historic and Architectural Review Board met at 7:30 PM on Thursday, December 5, 2024, at Borough Hall, 10 Doyle Street. The following members attended: Denise Blasdale, Kim Jacobsen, Marie Kovach, James Eichert, Richard Chase, Andy Happ, and Karyn Hyland, Director of Building and Zoning. CALL TO ORDER: Ms. Jacobsen called the meeting to order at 7:30 p.m. MINUTES APPROVAL: The October 24, 2024, meeting minutes were approved as submitted (Blasdale/Happ). SIGN APPLICATIONS: 21 N. Main Street – Mr. Andre Harrell presented the application to change the signs at 21 N. Main Street. The business will be changing names, and new signs will be required. The Board voted to recommend approval as submitted (Happ/Kovach). 95 W. Court Street – Ms. Ashley Muir presented the application to update and upgrade the signage at The Foundry. The Board voted to recommend approval as submitted (Blasdale/Happ). 44 E. State Street – Mr. John Stover presented the application for new signs. The business will be changing names, and new signage will be required. The Board voted to recommend approval as submitted (Happ/Blasdale). BUILDING APPLICATIONS: 54 N. Church Street – Ms. Ellen Happ, the architect, and the homeowners presented the application for renovations and repairs to the existing garage roof. Ms. Happ gave a brief property history and listed the proposed exterior renovations and building materials. The Board voted to recommend approval as submitted (Happ/Chase). 347 Maple Avenue – Mr. Douglas Black, the homeowner, presented the application for new windows on the 2nd and 3rd floors of the home. The windows will be Marvin Ultimate series windows. The applicant requested an amendment to the application to include all the remaining windows on the house with the submitted product. The Board voted to recommend approval based on the amendment to the application and on the condition that the replacement windows match the existing grille patterns and have simulated divided light bars on the interior and exterior with spacer bars (Happ/Blasdale). 239 W. Court Street – The architect, Mr. Justin Lockman, and the property owner, Mr. Mark Winterbottom, presented the application for renovation and addition to the property. Mr. Lockman provided an extensive overview of the proposed project. The Board recommended approval as submitted with the condition that the roof edge on the back rake is expressed as a regular edge, the windows will be Anderson 400-series with simulated divided light bars on the interior and exterior with spacer bars, the gutters will be white half-round with smooth white downspouts to be installed, the two new windows on the 2nd floor right-side addition should maintain appropriate proportions while also being as large as the wall height allow (Happ/Blasdale). 40 S. Clinton Street – Mr. Michael Raphael, the architect, and the homeowners presented the application for exterior renovations to the back porch. The application proposes enclosing the porch to expand the interior footprint of the house. Mr. Raphael gave an application overview and described the proposed building materials. The Board voted to recommend approval as submitted (Blasdale/Kovach). NEW/OLD BUSINESS: Andy Happ shared the Comprehensive Plan update, specifically the plan portion relating to the Historic and Architectural Review Board. The Board discussed some of the plan's recommendations and how to enact them. Under new business, Mr. Happ would like to propose a 7:00 pm start time for future HARB meetings.
