MEETING MINUTES
THURSDAY, JANUARY 23, 2025
The Doylestown Borough Historic and Architectural Review Board met at 7:30 PM on Thursday, January 23,
2025, at Borough Hall, 10 Doyle Street. The following members attended: Denise Blasdale, Constance
Magnuson, Brian Guerriero, Marie Kovach, Richard Brown, Richard Chase, Andy Happ, and Karyn Hyland,
Director of Planning and Zoning.
CALL TO ORDER: Ms. Blasdale called the meeting to order at 7:30 p.m.
REORGANIZATION: Ms. Jacobsen was re-elected to Chair of the Board, and Ms. Blasdale was re-elected to
Vice Chair.
MINUTES APPROVAL: The January 2, 2025, meeting minutes were approved as submitted
(Happ/Magnuson).
SIGN APPLICATIONS: NONE
BUILDING APPLICATIONS:
2 E. Court Street: Ralph Fey, architect, and his client, Dustin Fort, presented their application for new windows
and exterior renovation to the property. Mr. Fey gave a detailed description of the proposed changes. The
Board voted to recommend approval as submitted (Brown/Happ).
184 W. Court Street: Sean Irwin, the contractor, detailed the proposed exterior renovations and new porch roof.
The proposed roof is an in-kind replacement with the removal of a leaking gutter pan. The applicant would also
like to remove a second set of exterior stairs and move a sidewalk. The porch columns will be removed and
replaced with a painted black vinyl-clad column. The Board voted to recommend approval of the application as
submitted with the conditions that the three proposed columns will be increased to a total of five, the proposed
column abutting the building will be pilastered, the finished dimensions of the columns will measure
approximately 8”, the gutter and downspout will be replaced and painted black. The railing will be constructed
of solid steel (Fey/Magnuson).
57 E. Ashland Street: Amy and Andrew Popkin, the residents, presented their application for a single-story
addition in the rear of the property. The Board voted to recommend approval as submitted with the condition
that the rear window will be changed to a six-over-one configuration, the gutters will be 6” half-round, and the
applicants will consider removing and replacing the corner board with beveled siding corners (Happ/Fey).
263 W. Ashland Street: Matt Soncini, the owner of Phase 4 Contracting, and Cynthia Voorhees, the property
owner, presented their application for a new roof, including the proposed building materials. The Board voted
to recommend approval as submitted (Magnuson/Happ).
NEW/OLD BUSINESS: None
COMPREHENSIVE PLAN: The Planning Commission will meet again on January 28, 2025, and the goal is
for the 45-day public comment period to start thereafter.
ADJOURNMENT: With no further business before the Board, a motion was made and seconded to adjourn at
8:30 p.m.
