MEETING MINUTES
THURSDAY, MARCH 27, 2025
The Doylestown Borough Historic and Architectural Review Board met at 7:30 PM on Thursday, March 27,
2025, at Borough Hall, 10 Doyle Street. The following members attended: Kim Jacobsen, Denise Blasdale,
Constance Magnuson, Brian Guerriero, Marie Kovach, Ralph Fey, Richard Brown, Richard Chase, Andy
Happ, and John Davis, Borough Manager.
CALL TO ORDER: Ms. Jacobsen called the meeting to order at 7:30 p.m.
MINUTES APPROVAL: The February 27, 2025, meeting minutes were approved as corrected (Brown/Fey).
SIGN APPLICATIONS:
22 N. Main Street: Mr. Al-Doud presented the application for new signage at the property. The applicant is
changing from strictly a vape shop to a convenience store. The Board voted to recommend approval as submitted
(Fey/Happ).
BUILDING APPLICATIONS:
65 Hillside Avenue: Ms. Diane Lucas presented her continued application for an addition to her home. She has
provided more details on the windows and a back elevation as requested from the previous month’s meeting.
The members of the board applauded the applicant on her resubmission. The Board voted to recommend
approval as submitted and re-presented (Happ/Magnuson).
97 Cottage Street: Mr. William Maeglin and Ms. Christina Kane presented the application for new siding on
the house. The current siding is very old and made of asbestos. They would like to replace it and paint the
shutters to match the other half of the house. Ms. Blasdale explained the Board's opposition to the use of vinyl
siding. This is an investment property for the applicants, and they would like to keep their costs down to make
the home affordable. Mr. Fey recommended the most cost-effective siding and more durable options. Mr. Fey
also suggested painting the existing siding. Ms. Jacobsen recommended tabling the application while the
applicant does more research on their options.
74 E. State Street: Mr. Ralph Fey and Matthew Young of Ralph C. Fey Architects and the homeowner, Sandra
Matthews, presented the application for an exterior renovation. The proposal includes repairing and replacing
the water-damaged trim, replacing the windows with Sierra Pacific aluminum-clad windows, and replacing the
existing water-damaged porch roof with a new metal roof. The Board voted to recommend approval as
submitted with the clarification that Duration molding and trim will be used; the new H3-Casement windows
will feature a horizontal mullion grid panel overlay that will be replicated, the skirt of the 2nd floor bay will has
cedar siding to match the existing siding and copper or zinc will be used above the bays and on the roof of the
porch. Additionally, the improvements will be in accordance with the plan amendments on Sheet 07
(Happ/Brown).
32 Union Street: Mr. Kevin Jameson, the President of the Dementia Society of America, presented the
application for the demolition of the property and the building of a new structure. The proposed building will
include a garage on the ground level and a flex space on the upper level. The Board spent some time
considering various options with the applicants for changes to their proposed new construction and the details
of the proposed building. The Board recommended that the application be tabled while the applicants consider
the recommendations presented at the meeting and return to a later meeting for resubmission.
210 W. Court Street: Ms. Jessica Hohmann, the property owner, and her contractor, Andrew Leoni, presented
the application for installing solar panels on the house's rear roof. Mr. Fey noted that this is the first application
for solar panel installation to come before the HARB. The HARB recommended that the application for a
Certificate of Appropriateness be accepted as presented, with the amendment that the conduits be painted the
same color as the siding from which they will be descending (Brown/Kovach).
68 S. Clinton Street: Mr. Chris Beyer presented the application to replace 13 windows on the front and right
side of the home with Marvin Signature Series to match the existing window design. One upper window in a
bathroom will have a frosted lower sash for privacy reasons. They will also replace two casement windows in
the kitchen on the right-hand rear side of the house with Provia Aeris windows. The HARB recommended that
the application for a Certificate of Appropriateness be accepted as presented (Blasdale/Magnuson).
NEW/OLD BUSINESS: None
ADJOURNMENT: With no further business before the Board, a motion was made and seconded to adjourn at
9:11 p.m.
