DOYLESTOWN BOROUGH HISTORIC & ARCHITECTURAL REVIEW BOARD MEETING MINUTES THURSDAY, APRIL 24, 2025 The Doylestown Borough Historic and Architectural Review Board met at 7:30 PM on Thursday, April 24, 2025, at Borough Hall, 10 Doyle Street. The following members attended: Kim Jacobsen, Constance Magnuson, Brian Guerriero, Marie Kovach, Ralph Fey, Richard Brown, and Karyn Hyland, Director of Planning and Zoning. CALL TO ORDER: Ms. Jacobsen called the meeting to order at 7:30 p.m. MINUTES APPROVAL: The March 27, 2025, meeting minutes were approved as submitted (Brown/Magnuson). SIGN APPLICATIONS: NONE BUILDING APPLICATIONS: 32 Union Street: Mr. Jim Linsky from Phillips & Donovan, the architects for this project, presented the resubmitted application for demolition and construction of a new accessory structure. The items the applicant was requested to change in the March meeting were presented. The Board voted to recommend approval as submitted and presented with the following changes: the metal garage door will be a composite or wood material, the standing seam metal roof will be either midnight green, copper, pine or any bronze color, an 8”- 10” water table will be added around the building and the street door will be solid with no windows (Fey/Brown). 97 Cottage Street: Mr. William Maeglin, the property owner, presented his resubmitted application for siding downspouts to remain on the back of the house, the front porch, and the front roof line. The shutters on the windows will be repainted and remain on the house. The Board voted to recommend approval as submitted and presented (Brown/Kovach). 39 E. Ashland Street: Mr. John Wolstenholme, the project architect, presented the application for additions to the property. Ms. Hyland shared the application's background, which started as a Zoning Hearing Board application before coming to the HARB. The ZHB application is being continued while the applicant works with the HARB. Mr. Wolstenholme provided background on the property and shared the details of the proposed additions and renovations to the grounds. The Board and the applicant discussed the proposed carriage house on Taylor Avenue. They discussed various ways to responsibly maintain the character of the neighborhood and the dynamic of the streetscapes that the changes will impact. The specific concerns revolved around the mass of the carriage house, how that proposed mass may impact pedestrian and vehicular experience on the one-way street, and changes to the proportion of the overall design. Overall, the Board’s feedback included consideration for reducing the bulk of the second floor, altering dormer type, changing window layout, eliminating a false garage door, and creating a two-section traditional-looking carriage house. The Board agreed to table the entire application to allow for design changes and resubmission. 130 E. Oakland Avenue: Mr. Nathan King presented the application to replace five street-facing windows with Pella Reserve traditional windows in a standard Pella white. The grille pattern will stay the same for the first and second floor windows (two-over-two), and the lights will be 1 ¼” wide. The windows on the third floor will be awning windows. The Board voted to recommend approval as submitted (Kovach/Brown). 80 W. State Street: Mr. James Maxwell, the contractor for the Penn Taproom, presented a revised window application. The applicants would like to use three awning-style windows in the enclosed sunroom on the 2nd floor. The HARB previously approved five Anderson 400-series windows for this space. The Board voted to table this application to allow the applicant to return to a later meeting with additional information and drawings. NEW/OLD BUSINESS: Neil Vesce, a resident of Bucks County, wanted to discuss a property in Buckingham Township. Ms. Hyland informed the resident that the HARB does not have jurisdiction over the property in question.
