Public Safety Committee Meeting Minutes Wednesday, October 8, 2025 6:00 p.m. Present: Councilpersons Larry Browne, Bob Kinney, Connor O"Hanlon, and Amy Popkin. Also in attendance were Mayor Noni West, CBRPD Chief Karl Knott, Captain Lance Carlin, and Borough Manager John Davis. The Minutes of the August meeting were approved as submitted. North Clinton Street Truck Restriction. John shared information on calls regarding tractor trailers on North Clinton Street. Chief Knott explained their process of reaching out to the businesses along the route to remind them of truck weight limits in the area. The Committee voted unanimously to recommend the drafting of an ordinance to add North Clinton Street to the list of streets with a ten-ton gross tonnage truck limit. North Franklin Street Permit Parking Modification. John reviewed the current permit-only parking restrictions in the area of the Franklin Building. There are currently three parking spaces within that area that allow for two-hour public parking, which the residents would like to see added to the current residential parking area. An upcoming construction project will include a private parking lot for employees of that building. The Committee voted unanimously to recommend Borough Council approve an ordinance converting the current two- hour public parking spots to 'Residents Only", along with the remaining spots in the area. Central Bucks EMS Annual Report. Larry shared details of the successful EMS annual report. E-Bike Discussion. Larry and the Committee discussed the Borough's desire to keep all members of the community safe regarding the increase of E-bike and E-scooter use. Chief Knott shared information on the uptick of many issues in relation to E-bikes and riders not following the law. The CBRPD is working hard to increase education via social media and publicly. Often, E-bike riders do not stop for officers when requested. Captain Knott gave details of many children under the age of 16 riding on the streets through town, which is not permitted, as well as bikes with speed well over the 20mph limit. CBRPD is working with PennDot on an educational program to bring the Central Bucks School District to share with students. Det Ansinn, Ashland Street resident, spoke on his concerns with possible negative interaction with young members of the community. Matthias Ritzmann, Harvey Avenue resident, reviewed the classification of E-bikes, and is concerned for the safety of children riding. Tina Fialko, resident of Miller Avenue and the mom of a pedal-assisted E-bike rider, appreciates the work of the CBRPD to keep our community members safe. She asked for the Borough and Police Department to remain thoughtful about ways to educate the community and bring everyone together. Amy suggested Tina's son attend another meeting to share his experiences. Bob Kinney agreed and welcomed further discussion on ideas and thoughts on this topic. Ricardo Lopez, resident of South Easton Road, rides an E-bike to share the experience with his children and has educated them on the rules. His concern is the animosity he sees through online discussions and feels education is key for all members of the community. John and Captain Carlin reminded attendees and the Committee that, while the Borough cannot ban things that are legal in the Commonwealth of Pennsylvania, all restrictions are enforceable and CBRPD officers are doing all they can to educate the community and riders.  of Doylestown Township and a parent of an E-bike rider and is concerned with the safety of Andrew Dunn, a resident his best to educate the teens in his son's friend group. He suggested a type of required education riders. He is doing if possible. Amy agreed with the need for further education, especially after talking with many and licensing program, concerned Borough residents. appreciates the work of the Borough and CBRPD and asked for education to continue. She Brynn Rice, Mechanic Street, also noted the importance of positive community discussion. and Communications Board Update. Larry reported the Committee is meeting regularly and Emergency Preparedness continuing to attend Borough events and expand their network. CBRPC Report (Mayor). Mayor West had nothing new to report.
