DAVIS, Manager PUBLIC WORKS AND ADMINISTRATION COMMITTEE MEETING MINUTES Monday April 6, 2026 6:00 PM Borough Hall 10 Doyle Street, Doylestown, PA 18901 Present: Chairperson Bob Kinney, Councilperson Larry Browne, Councilperson Dennis Livrone, Councilperson Elizabeth Wyckoff-via ZOOM, Public Works Director, Dave Burger Call to Order: Councilperson Kinney called the meeting to order at 6:00 pm. 1. Approval of Minutes: Meeting minutes from March were unanimous approved. 2. Committee reviewed the 2026 Milling proposal submitted by A. Giuliani at $2.51 per SY. Because A. Giuliani is a Co-Stars vendor, no public bid was required, though (3) proposals were received in total, with A. Giuliani being the lowest proposal. (1st D.Livrone/ 2nd L. Wyckoff) 3. New business: Committee reviewed the Meadow Lane Pipe replacement project. The project will involve replacing 75-100’ of pipe, being replaced with PVC from the previous decaying metal pipe. The property on which the projects falls is a current councilwoman’s and will have a letter of approval signed by both parties. The cost should be at or under $5K and will include a special grate to eliminate any unlawful entry of the pipe. Project slated to begin in spring or early summer 2026. 4. Old Business: 1. Committee reviewed updated fleet management for 2026 and 2027. Still awaiting the arrival of the new “hook lift” truck, a year into the build. D Burger discussed the possibility of selling a back hoe (with large service requirements pending) with the idea to purchase a new backhoe in 2027. Also on the wish list of new vehicles is a new 10-ton truck and sweeper. D. Burger will provide an estimate for the replacement of the current sweeper. Large snow blower suffered a near catastrophic failure with a shaft breakage, but D. Burger found a repair shop to make the repairs to the damaged part. Recommend possibly selling this unit. Committee also discussed the paving process pros and cons of doing this in house. B Kinney asked whether we should discuss selling the large paver and look to have paving done by a third party, saving both time, money, and increasing the efficiency to which roads can be completed. The state of Pennsylvania has begun using new technology in a “Tar-Chip-Fog Seal” program of paving that is proving to be faster, and longer lasting. If the borough adopts this program, though it would be in a limited area, a possible tutorial for residents could be offered so that they could be informed prior to its application. L Browne did remind committee that in 2021 a ½% reduction in Road tax was taken, lowering budget for paving. Further research on this state program, as well as current paving program, will be completed by D Burger and brought back to committee for further review. 2. L Wyckoff expressed appreciation for the Pump Track repairs and maintenance, stating that it is unique to the surrounding area. The opening of the track is on course for May. (pending the opening of the local blacktop facilities) 3. Raven Cam up and running as well as new Bat boxes in the making by a local Girl scout.
