MEETING MINUTES

Present: Chairperson Bob Kinney, Councilperson Larry Browne, Councilperson Dennis Livrone,
Councilperson Elizabeth Wyckoff, Public Works Director, Dave Burger, Finance Director, Caroline Brinker,
and Leslie Bogdnoff, Gilmore Engineer.
Call to Order: Councilperson Kinney called the meeting to order at 5:30 pm.
1. Approval of Minutes: Meeting minutes from October were unanimous approved.
2. Committee reviewed the 2026 & 2027 (2-year contract) Landscape Maintenance Bid won by
GoreCon Inc. at the price of $$94,100 for two years. It was noted that a few additions have been
added to this contract: pre-emergent to ball fields/weed maintenance on a bimonthly basis, as
well as additional tree maintenance. The Committee moved to send the accepted award to the
next Council meeting for final approval. (1st D.Livrone/2nd ?)
3. Committee reviewed the 2026 Milling/Paving bid from A. Giuliani. Milling project to begin in April
with nighttime work on high traffic areas: Atkinson Dr., Veterans Lane, and Broad Street, with Maple
Ave and Stryker Avenue to be completed after school ends. Tack coat has not been included in the
final estimates for 2026 due to pending additional quotes. The Committee moved to send the
accepted award to the next Council meeting for final approval. (1st Kinney/2nd Wyckoff?)
4. Committee reviewed the Doylestown Fire Company fuel contract. The Doylestown Fire Company
will have access to fuel at the Public Works facility (starting Jan.1, 2026) and will be billed
accordingly. (monthly) The committee discussed adding language to the contract requiring the
Borough of Doylestown be named as an additional insured on the liability policy which will be
reviewed prior to Council approval. Committee moved to have this contract reviewed by Council at
the next Council meeting. D. Burger explained the change from Pilot Fuel to Riggins Fuel, who took
over for them at the current contract pricing. D.Livrone asked whether there is a breach of contract
being done by the municipality who handles the bidding for the Consortium, as well as whether
there is language in the bid for such an issue. (1st Kinney/2nd Wyckoff?)
5. Committee discussed the upcoming Rt. 202 corridor resurfacing project within Doylestown Borough
being done by PennDot in 2026. Work begins at Doylestown Hospital and will end at the 202
Bypass. PECO is also scheduled to perform gas line work within the borough. Scheduling will be
monitored. No scheduling is currently available/in place.
6. The committee discussed the PennDot project to restore the Rt. 611 bypass just outside the
Borough limits. This work is scheduled for 2027.
7. Committee authorized the advertisement of the 6Points Signal Modernization project. D Burger and
Leslie Bogdnoff (Gilmore Engineer) led the discussion on the details on the “Green Light Go” grant
6 points intersection improvement project. Costs since the original approval in 2025, have gone up
due to the addition of a double inlet and inlet wall, as well as an additional video detection camera.
D. Burger discussed plans to implement battery backups for all intersection to avoid power outages.

The group reviewed a $341,000 grant for the intersection improvements, noting an additional cost
of $58,000 that needs final approval. Authorization to advertise approved. (1st Kinney/2nd Livrone)
8. No new/old business.
