BOROUGH OF DOYLESTOWN Bucks County, Pennsylvania OFFICIALS: NONI WEST, Mayor JACK O’BRIEN, President AMY POPKIN, Vice President JOHN H. DAVIS, Manager PUBLIC WORKS AND ADMINISTRATION COMMITTEE MEETING MINUTES Monday, March 3, 2025 6:00PM Borough Hall 10 Doyle Street, Doylestown, PA 18901 Present: Chairperson Bob Kinney, Councilperson Elizabeth Wyckoff, Chairperson Larry Browne. Councilperson Dennis Livrone absent. Council president Jack O’Brien guest. Call to Order: Chairperson Kinney called the meeting to order at 6:00 pm. 1. Approval of Minutes: Meeting minutes from October were unanimously approved (Wyckoff/Browne) 2. 2025 Road Materials Bid Recommendation: After committee discussion, the Committee accepted and moved to send the 2025 Road Materials bid to the next Council meeting for final approval. (Wyckoff/Browne) 3. Committee reviewed 2025 Surplus Sales. Most municipalities use/view this site. Currently 21 items out to bid with a 3/10/25 closed bid date. All winning bids go to Council for a final vote. 4. 2025 Milling Bid: New for 2025, contractor A. Giuliani has submitted a proposal as a “CoStars” vendor. A. Giuliani submitted a proposal for $46,604.83, complete. In prior years, all contractors submitted a closed bid to be considered. Due to A. Giuliani becoming a CoStars vendor, the previous bidding procedure was not required and the committee is in favor of moving on to Council for a final decision. (Kinney/Browne) 5. Committee reviewed Landscape Maintenance with GoreCon (2-year contract)- Additional areas of plantings added to current contract (Green St and Broad St) Using a 2-year contract allows contractor and borough to develop deeper working relationship/understanding of needs. Because of the boroughs new leaf to mulch production being developed onsite (Public Works yard), GoreCon is using the boroughs mulch, saving the borough further mulch costs. Currently the use of mulch/wood chips is not offered to residents but it is being looked at for possible implementation. 6. New/Old Business: Councilperson Browne asked if the borough could make residents aware of using paper bags to collect leaves to alleviate blow over into streets and storm drains. Currently, large piles of leaves are left in the streets, past the right of way that can create driving hazards as well as storm water/drainage issues. There is no current ordinance to prohibit placing leaves in the streets. Mr. Burger will investigate with other municipalities and also with the Borough solicitor for options on the use of and/or creating a new ordinance. Currently, residents have been encouraged to drop off their leaves at the established bin at the Public Works yard. Chairperson Kinney discussed the 2024 Milling contractor, Miller Soil Solutions, having damaged several of the borough’s gate boxes, and manhole covers. No back charge was issued to cover the costs. The borough also had to hire an outside sweeper to clean up debris left behind as it was too much for our sweeper to handle. Miller’s equipment broke down for an extended period, pushing our milling and paving project back. It appears Miller also overcharged; over their original bid. Councilperson Wyckoff questioned sidewalk responsibilities during snow events. The borough sidewalks are maintained by the Public Works staff, but the private sidewalks must be maintained by the property owners. If failing to do that, Code Enforcement should be alerted.
