Environment and Recreation Committee Meeting Minutes Monday, April 1, 2024 5:00 PM Present: Committee Members Liz Wyckoff (Chairperson), Ben Bell, Joe Frederick, Dennis Livrone, Recreation and Special Event Coordinator Caitlin Hernandez, Director of Building and Zoning, Karyn Hyland, Borough Manager John Davis. EAC members George Mulliken and Steve Nelson were also present. Ms. Wyckoff called the meeting to order at 5:00 pm. The Minutes from February 5, 2024, were approved as submitted. Caitlin Hernandez presented the Block Party Schedule, a significant update for our planning and decision-making. East State St. will no longer participate, with interested parties relocating to Printer’s Alley. This shift opens the door for other community members to join in the events. The schedule includes ten events from May to September, featuring music, kid’s activities, and more. George Mulliken and Steve Nelson of the EAC gave a presentation on the DCAP Survey. Steve asked the Committee for approval to proceed with the survey and present it to the community. The Committee provided feedback for the EAC to make some changes to the questionnaire. The Committee permitted the EAC to move forward with the DCAP Survey. John Davis shared an update on the War Memorial Field Fee Waiver Request by the American Legion Baseball field. John gave a background on the history of War Memorial Fields and how the community youth and the school district use the complex. John asked the committee if they were willing to appeal and request a fee waiver from the school board on behalf of the American Legion to use the baseball field in the War Memorial. The legality of this issue is not that cut and dry. No agreement clause explicitly states that the American Legion won’t pay fees. Still, a whole class of users is defined as borough-endorsed users and defined as local non-profit organizations mentioned in the agreement. No payments can be charged to these organizations; only the district's direct costs can be charged. Direct cost is the use of the utilities and the custodial maintenance staff. After careful consideration, the Committee voted to make a recommendation to petition the school board to waive the American Legion’s fee. This decision reflects our commitment to supporting local non-profit organizations like the American Legion despite its complexities. Caitlin provided the Recreation Director’s Report. The aerator was installed at the Borough Dam on March 26. There was some damage to the pickleball nets, possibly caused by children hanging on the nets. Some education to the staff at OLMC to direct the children not to do that may help prolong the nets' life. Arts and Crafts and Yoga registration are open.
