Borough of Doylestown Zoning & Planning Committee Meeting Minutes Meeting Date: Monday, May 13, 2024 Scheduled Time: 7:00 PM, Borough Council Chambers Members present were Jennifer Jarret, Amy Popkin, Ben Bell, and Dennis Livrone. As well as Karyn Hyland, Director of Zoning, Tom Hannah, CBSD Capital Project Director, and Borough Planning Commission Chair James Lannon. Call to Order The meeting of the Zoning & Planning Committee was held on Monday, May 13, 2024, and was called to order by Ms. Jarret at 7:00 PM. Review and Approval of Minutes Minutes from the April 8, 2024 meeting were approved as submitted. (Popkin/Livrone) Zoning Hearing Board • ZHB #2024-05: 102 Decatur St., TP#08-004-207, Lisa Meehan & Grey Warner Ms. Hyland reviewed the scope of the application with the Committee. The Committee did not make a recommendation for representation by the Borough Solicitor. HARB Recommendations Sign Applications: None Building Applications • 6-16 W. State Street, Francisco Alarcon, Business Owner - Window • 1-3 W. Court Street, First Place Painting LLC, Business - Windows • 192 E. State Street, Richard Brown, Architect - Windows • 111 W. Oakland Avenue, H. Nicholas & Jean Chubb, Property Owners –Exterior Renovation • 18 S. Church Street, Ellen Happ, Architect – Addition • 127 W. Ashland Street, Yves Snoeckx & Heather Mahaley, Property Owners – Windows & Door • 355 Maple Avenue, Joseph Ferrara, Property Owner – Front Porch & Walkway • 132 W. Oakland Avenue, Richard Brown, Architect - Windows Ms. Hyland reviewed the applications, which were recommended for approval by the HARB. The Committee voted unanimously to forward these to the Borough Council for approval. (Bell/Livrone) Subdivision and Land Development: • 2024-02: Columbarium Project, Our Lady of Mt. Carmel Roman Catholic Parish, 235 E. State Street, TP#08-009-259 and TP#08-009-289 Ms. Hyland reviewed the SDLD application #2024-02 with the Committee. A motion was made by Jarret regarding this project, and the Committee voted unanimously to forward the applications to the Borough Council for approval, conditional on the applicant addressing comments from the Borough’s professionals. (Popkin/Bell) Ordinances, Amendments & Resolutions: None New/Old Business: • Comprehensive Plan Update – Mr. Lannon summarized discussions from the most recent planning commission meeting. He stated he expects a draft of the Comprehensive Plan from the County at the next meeting to share with the Commission. Livrone asked Lannon how many more meetings Lannon thinks are expected until they have a full draft for the public to see. Lannon stated he is hoping by September or October. • CBSD Memorial Drive Parking Lot Paving & Drainage Project - A motion was made by Jarret regarding this project and the committee voted unanimously to recommend approval in accordance with the Borough’s agreement with the school district.
