November 19, 2019 at 6:00 p.m.
A Regular Meeting of the C ity Council of Dripping Springs, Texas was he ld Tuesday, November 19, 2019
beginning at 6:00 p.m. in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs,
Texas.
I. CALL TO ORDER AND ROLL CALL

W ith a quorum of the C ity Council present, Mayor Purcell called the meeting to order at 6:0 I p.m.
II. PLEDGE OF ALLEGIANCE
Mayor Purcell led the Pledge of Allegiance to the Flag.
III. PRESENTATION OF CITIZENS
A member ofthe p ublic who desires to address the City Council regarding any item on an agenda for
an open meeting may do so at presentation of citizens before an item or at a public hearing for an
item during the City Council 's consideration of that item. Citizens wishing to discuss matters not
contained within the current agenda may do so, but only during the time allotted for presentation of
citizens. Speakers are allowed tvvo (2) minutes to speak during presentation ofcitizens or during each
public hearing. Speakers may not cede or pool time. Members ofthe public requiring the assistance
ofa translator will be given twice the amount of time as a member ofthe public who does not require
the assistance of a translator to address the City Council. It is the request of the City Council that
members of the public wishing to speak on item(s) on the agenda with a noticed Public Hearing hold
their comments until the item(s) are presentedfor consideration. Speakers are encouraged lo sign in.
Anyone may request a copy of the City 's policy on presentation of citizens from the city secretary. By
law no action may be taken during Presentations ofCitizens.

IV. CONSENT AGENDA
A. Approval of a Resolution Approving and Accepting a Construction Bond for Big Sky
Ranch Subdivision Phase 1, Sitework, Utilities, Paving and Drainage; providing for
provisions; effective date and proper notice and meeting.

B. Approval of a Resolution Releasing the Maintenance Bond for Texas Heritage Village
providing for an effective date and proper notice and meeting.

A motion was made by Mayor Pro Tem Foulds to approve Consent Agenda Items A - B. Counci l
Member King seconded the motion which carried unanimous ly 4 to 0.
V. BUSINESS
A. Presentation and discuss ion regarding Amendments to the Exterior Design and
Architectural Standards Ordinance.
Laura Mueller and Keenan Smith presented the item. The presentation is on file and
available for review upon request.
No action was taken on this item.
B. Discuss and consider approval of Authorization to Purchase from Tyler Technologies
and regarding the Incode Software Solution.
Sponsor: Council Member Kroll
Gina G illis presented the staff report which is on file. Staff reconunends approval of the
purchase.
A motion was made by Council Member King to approve Authorization to Purchase from
Tyler Technologies and regarding the Incode Software Solution. Council Member Crow
seconded the motion which carried unanimous ly 4 to 0.
C. Discuss and consider approval of a Resolution Appointing the City Secretary to the
Hays County Citizens Election Advisory Commission for a term of two (2) years.

Andrea Cunningham presented the staff report which is on file. Staff recommends approval
of the resolution.

A motion was made by Counci l Member King to approve a Resolution Appo inting the City
Secretary to the Hays County C itizens E lection Advisory Commission for a term of two (2)
years. Mayor Pro Tem Foulds seconded the motion which carried unanimously 4 to 0.

A motion was made by Mayor Pro Tem Foulds to adjourn into Executive Session under Texas Government
Code Sections 551.071 , Consultation with City Attorney, 551.074, Personne l Matters, and 55 1.072,
De liberation of Real Property and regarding Executive Sess ion Agenda Items A- D. Council Member Crow
seconded the motion which carried 4 to 0.
Council Member Crow recused from Executive Session Agenda Item B.
VI. EXECUTIVE SESSION
The City Council for the City of Dripping Springs has the right to adjourn into executive session at
any time during the course of this meeting to discuss any matter as authorized by Texas Government
Code Sections 551.071 (Consultation with Attorney), 551 .072 (Deliberations about Real Property),
551.073 Deliberations about Gifts and Donations), 551 .074 (Personnel Matters), 551.076
(Deliberations about Security Devices), and 551.086 (Economic Development). The City Council for
the City o,/Dripping Springs may act on any item listed in Executive Session in Open Session or move
any item from Executive Session to Open Session for action.
A. Consultation with City Attorney regarding legal issues related to the South Regional
Water Reclamation Expansion Project Easement Acquisition.

T he City Counc il met in Executive Session from 6: 17 p.m. - 6:56 p.m.
No vote or action was taken during Executive Session. Mayor Purcell returned the meeting to Open
Session at 6:56 p.m.
OPEN SESSION
A motion was made by Mayor Pro Tem Foulds to bring Executive Session Agenda Items C and D into
Open Session fo r action. Council Member King seconded the motion which canied unanimously 4
to 0.

Executive Session Agenda Item C: Deliberation of the appointment, employment, evaluation, duties
of the assistant city attorney.
A motion was made by Council Member Manassian to Authorize Ginger Faught to make an offer as
discussed during Executive Session and for Ginger Faught and Mayor Purcell to finalize the job
description for City Attorney. Council Member King seconded the motion which carried unanimously
4 to 0.
Executive Session Agenda Item D: Deliberation regarding real property related to TIRZ Project.
A motion was made by Mayor Pro Tern Foulds to authorize staff to meet with owners of the property
in question and to negotiate a contract with earnest money not to exceed to ten percent (10%) of the
offer. Council Member Crow seconded the motion which carried unanimously 4 to 0.
