RECESS A motion was made by Mayor Pro Tern Foulds to recess the meeting. Council Member Kroll seconded the motion which carried unanimously 5 to 0. This meeting recessed at 6: 19 p.m. IV. Council Member King seconded the motion which carried unanimously 5 to 0. Business Agenda Item L Discuss and consider action on Place 4 on the City Council of the City of Dripping Springs. Council Member Kroll recused from the item. Laura Mueller presented the staff report. Pursuant to City Ordinance, if a member of the City Council has three absences in a row, they are deemed to have vacated their seat. The City Council then has the authority to appoint an individual to that vacated seat. A motion was made by Mayor Pro Tern Foulds to appoint John Kroll to Council Member Place 4 for the remainder of the term ending May 2, 2020. Council Member King seconded the motion which carried 4 to 1, with Council Member Kroll recused. B. Public hearing and consideration of approval regarding SUB2019-0031: an Application to Replat related to property located at 200 Homestead Lane, Dripping Springs (Legal Description: Springlake, Lot 103, Acres 3.654, Hays County, TX). A motion was made by Council Member Kroll to approve the Residential Plans Examiner & Inspector Job Title, and for staff to submit the job offer letter and term sheet within the parameters of the budget.
