Historic Preservation Commission Report Robyn Miga presented the repo1i. The Commission considered the item on May 7, 2020 and then again after the Stakeholders Workshop on June 4, 2020. The Commission recommended approval, however, would like to see a phased approach related to upfront costs, and reduced fee-in-lieu costs. 3. Planning & Zoning Commission Report Chair James: Commission recommended approval 6 to Oto 1, with Commissioner McIntosh abstaining. 4. Public Hearing Dean Erickson spoke during the Public Hearing and expressed concerns regarding prope1iy use changes as the relate to parking requirements. 5. Discuss and consider approval of the Proposed Phased Reopening Plans for Dripping Springs Ranch Park Event Center, City Parks and their Facilities, and Summer Events. Kelly Schmidt and Tina Adams presented the Reopening Plan which is on file. Mayor Foulds opened a Public Hearing for this item. Paul Wolters spoke during the Public Hearing requesting that members be included when discussing policy issues related to activities included with memberships. A motion was made by Council Member Purcell to approve the Proposed Phased Reopening Plans for Dripping Springs Ranch Park Event Center, City Parks and their Facilities, and Summer Events. Council Member King seconded the motion which carried unanimously 4 to 0. I. Discuss and consider approval of a Request for Co-Sponsorship Agreement regarding the Annual 4th of July Fire in the Sky event to be held Dripping Springs Ranch Park and Event Center. Jason Isaac presented the item and reviewed the event plan. This event is being proposed to be held at the Sports & Recreation Park rather than at the Ranch Park and Event Center. Discuss and consider approval of an Ordinance of the City of Dripping Springs, Texas amending the Current 2019-2020 Fiscal Year Budge Funding Municipal Purposes; Authorizing Expenditures. A motion was made by Mayor Pro Tern Manassian to postpone the item to the June 16, 2020 Regular City Council meeting. Council Member King seconded the motion which carried unanimously 4 to 0. R. Discuss and consider the Appointment of four (4) individuals to the Parks & Recreation Commission for terms ending June 30, 2020. Andrea Cunningham presented the staff report which is on file. The terms for these appointments should end June 30, 2022 and not June 30, 2020. A motion was made by Mayor Pro Tern Manassian to appoint Wade King and Eric Russell for the At-Large seats for terms ending June 30, 2022 and Matthew Fougerat and Eric Henline for the DSISD Representatives for terms ending June 30, 2022. Council Member Harris-Allison seconded the motion which carried unanimously 4 to 0. S. Discuss and consider the Appointment of three (3) individuals to the Planning & Zoning Commission for terms ending June 30, 2022; and the Appointment of a Chair for a term of one (1) year.
