Emergency Management Commission Regular Meeting Minutes May 19, 2020 at 12:00 p.m. A Regular Meeting of the Emergency Management Commission of Dripping Springs, Texas was held Tuesday, May 19, 2020 beginning at 12:00 p.m., in the Council Chambers located at City Hall, 511 Mercer Street, Dripping Springs, Texas. I. VIDEOCONFERENCE MEETING This meeting will be held via videoconference and the public is encouraged and welcome to participate. Public comment may be given during the videoconference by joining the meeting using the information below. Public comment for this meeting may also be submitted to the City Secretary at acunningham@cityofdrippingsprings.com, no later than 11:00 a.m., Tuesday, May 19, 2020. CALL TO ORDER AND ROLL CALL Commission Members present were: Bonnie Humphrey, Chair Bill Little, Vice Chair Roman Baligad Scott Collard Gordon DeWitte Ron Hood Dan O'Brien Curt Marek Dillon Polk (arrived at 12:03 p.m.) Amy Roedl Commission Members absent were: Kay Allen Mike Jones Staff/Appointed Officials present were: Andrea Cunningham, City Secretary With a quorum of the Commission present, Chair Humphrey called the meeting to order at 12:01 p.m. III. PLEDGE OF ALLEGIANCE Chair Humphrey led the Pledge of Allegiance to the Flag. IV. PRESENTATION OF CITIZENS A member of the public who desires to address the Commission regarding any item on an agenda for an open meeting may do so at presentation of citizens before an item or at a public hearing for an item during the Commission’s consideration of that item. Citizens wishing to discuss matters not contained within the current agenda may do so, but only during the time allotted for presentation of citizens. Speakers are allowed two (2) minutes to speak during presentation of citizens or during each public hearing. Speakers may not cede or pool time. Members of the public requiring the assistance of a translator will be given twice the amount of time as a member of the public who does not require the assistance of a translator to address the Commission. It is the request of the Commission that members of the public wishing to speak on item(s) on the agenda with a noticed Public Hearing hold their comments until the item(s) are presented for consideration. Speakers are encouraged to sign in. Anyone may request a copy of the City’s policy on presentation of citizens from the city secretary. By law no action may be taken during Presentations of Citizens. No one spoke during Presentation of Citizens. V. MINUTES A. Discuss and consider approval of the Emergency Management Commission meeting minutes of January 21, 2020, February 18, 2020, and March 17, 2020. Emergency Management Commission May 19, 2020 Regular Meeting Minutes Page 2 of 5  A motion was made by Vice Chair Little to approve the Emergency Management Commission meeting minutes of January 21, 2020, February 18, 2020, and March 17, 2020. Commissioner Roedl seconded the motion which carried unanimously 9 to 0. Commissioner DeWitte was not visible at the time of the motion and vote, and therefore is not eligible to vote. VI. STANDING COMMITTEE REPORTS The following reports relate to the planning and administration of the City's Emergency Management Commission's Program. No Action to be Taken. A. Emergency Management Report Emergency Management Coordinator, Roman Baligad Roman provided an update on the May City Council meeting: • Newly elected City Council members • Approval of reopening plans for Founders Pool and City Parks • Phase 1 in progress and moving to Phase II for Parks June 1st and for Pool June 29th • DSRP Arena is open to club members only, but facility and offices are not open and will be discussed at tonight’s meeting COVID Testing • Last Sunday, DSHS and Texas Military Department set up testing sight at DSRP o 48 tests were conducted, and 150 tests were available o Currently no results have been returned from the state o Results will be posted on Hays County page Hays County Recovery Task Force • Currently drafting local jurisdiction reopen plans for facilities • Final should be published May 29th CODS Committee on Disaster Relief for Businesses Appointment • Created by Mayor Foulds • Includes City Treasurer Gina Gillis, Building Official Sarah Cole, City Administrator Michelle Fischer, Deputy City Administrator Ginger Faught , DS Chamber President Susan Kimball, and EMC Chair Bonnie Humphrey Web EOC • Up and running and created a COVID-19 situation • Situation reports posted • Please review and let Roman know what you think B. Planning Committee Commissioner DeWitte had no updates from the Planning Committee. C. Logistics Committee Commissioner Little presented the Logistics Committee report. • Acquired additional hand sanitizer for distribution o 55 gallons to ESD No. 1 and few more gallons for ESD No. 6 Emergency Management Commission May 19, 2020 Regular Meeting Minutes Page 3 of 5  o 2-55 gallon drums to the school district, and more will be delivered tomorrow o Additional hand sanitizer to Constable’s Office for stockpile in case needed in fall, and more will be delivered tomorrow 1. Generator Subcommittee Roman Baligad presented the subcommittee report. Varnell electing is out at DSRP and is doing all the electric at once to eliminate multiple facility power shut-downs. The new trailer electrical is also going in at the same time. 2. VOAD Subcommittee Commissioner presented the subcommittee report. Of the main local churches, three largest local churches have reopened are gathering, the other eight are looking to reopen around July. Social distancing measures are in place, and all are well resourced. Groups are seeing requests for assistance from the community for rent and utilities relief, and things of that nature, but they are not seeming to be overwhelmed. D. Finance Committee Chair Humphries and Roman Baligad had nothing to report for the Finance Committee. E. Public Relations & Training Committee Commissioner Allen is absent and will update the Commission at the next meeting. Operations Committee Report Commissioner Jones presented the Hays County Report • Call volume unexpectedly low for first few weeks during COVID, which is no longer the case and call volume has gone back to normal and in some cases even higher • County offices are opening this week and are staffed, and are by appointment only • County is looking for available PPE, especially gloves, masks, and hand sanitizer • If you are looking for a place store PPE, the County can assist with storage in preparation for fall Commissioner Collard presented the ESD No. 6 Report. • Since the area has started reopening there has been an increase in calls regarding motor vehicle incidents, kitchen fires, and grass fires with critical fire weather coming • Office reopening and fully staff, but station secured and no public access • Allow meetings again in July • Training in groups of 10 or less, and in June Phase 2 will allow training together on Monday nights • Virtual training is going well with 30-40 attendees per class • Working with Hays County Task force as part of TDIEM initiative to have Fire & EMS agencies support and administer COVID testing for at-risk populations Emergency Management Commission May 19, 2020 Regular Meeting Minutes Page 4 of 5  o Dripping Springs testing at Hill Country Care, 45 staff and 45 residents tested in about 3 hours o Today deployed to Wimberly and San Marcos o Goal is to have all nursing homes taken care of by Friday, which is under the time frame as requested from the Governor o Begin preparations for testing in assisted living and other care facilities as those are requested o Testing turnaround time has been quick about 2-3 days with CPL o Other testing facilities include meat packing businesses, warehouses, jails and detention centers and other places where there are large groups of people o At the request of Commissioner Roedl, Commissioner Collard will ask about testing for uninsured communities of color • Belterra Fire Station construction coming along, most of site prep is completed and the project is ahead of schedule Commission O’Brien presented the ESD No. 1 Report. • Continue to look for property for station expansion but on the backburner waiting on sales tax evaluation with an expected decline • Working on budgeting and trends seem to suggest a higher decline compared to revenues and VII.
