April 21, 2020 at 12:00 p.m.
A Regular Meeting of the Emergency Management Commission of Dripping Springs, Texas was held
Tuesday, April 21, 2020 beginning at 12:00 p.m., in the Council Chambers located at City Hall, 511 Mercer
Street, Dripping Springs, Texas.
I. VIDEOCONFERENCE
This meeting will be held via videoconference and the public is encouraged and welcome to
participate. Public comment may be given during the videoconference by joining the meeting using
the information below. Public comment for this meeting may also be submitted to the City Secretary
at acunningham@cityofdrippingsprings.com no later than 11:00 a.m., Tuesday, April 21, 2020.
The Emergency Management Commission respectfully requests that all microphones and webcams be
disabled unless you are a member of the Commission. City staff, consultants and presenters please
enable your microphone and webcam when presenting to the Commission.

II. CALL TO ORDER AND ROLL CALL
Commission Members present were:
Bonnie Humphrey, Chair
Bill Little, Vice Chair
Kay Allen
Roman Baligad
Scott Collard
Gordon DeWitte
Dan O'Brien
Dillon Polk
Commission Members absent were:
Ron Hood
Mike Jones
Curt Marek
With a quorum of the Commission present, Chair Humphrey called the meeting to order at 12:07 p.m.
III. PLEDGE OF ALLEGIANCE
Chair Humphrey led the Pledge of Allegiance to the Flag.
IV. PRESENTATION OF CITIZENS
A member of the public who desires to address the Commission regarding any item on an agenda for
an open meeting may do so at presentation of citizens before an item or at a public hearing for an
item during the Commission’s consideration of that item. Citizens wishing to discuss matters not
contained within the current agenda may do so, but only during the time allotted for presentation of
citizens. Speakers are allowed two (2) minutes to speak during presentation of citizens or during each
public hearing. Speakers may not cede or pool time. Members of the public requiring the assistance
of a translator will be given twice the amount of time as a member of the public who does not require
the assistance of a translator to address the Commission. It is the request of the Commission that
members of the public wishing to speak on item(s) on the agenda with a noticed Public Hearing hold
their comments until the item(s) are presented for consideration. Speakers are encouraged to sign in.
Anyone may request a copy of the City’s policy on presentation of citizens from the city secretary. By
law no action may be taken during Presentations of Citizens.
No one spoke during Presentation of Citizens.
V. BUSINESS
A. Discuss and consider approval of the Emergency Management Commission Fiscal
Year 2021 Budget recommendation.
A motion was made by Commissioner Collard to approve the Emergency Management
Commission Fiscal Year 2021 Budget recommendation with an addition of a HAM
Antennae at cost of $830.00 for a total Mast for Amateur (HAM) Radio request of $1130.00.
Commissioner Allen seconded the motion which carried unanimously 8 to 0.

VI. COMMITTEE REPORTS
The following reports relate to the planning and administration of the City's Emergency Management
Commission's Program. No Action to be taken.
A. Emergency Management Report
Emergency Management Coordinator, Roman Baligad
Drippings Springs Ranch Park
• Varnell Electric has access to DSRP and is working on the electrical, Commissioner
Polk is involved
COVID-19
• City is working with the Hays County Recovery team
• City received 55-gallon drum of hand sanitizer for first responders and city hall
employees; and, face masks which can also be distributed if anyone needs those
• City is exploring more testing options for the community
B. Operation Committee
ESD No. 6
• Fire station in Belterra has broken ground
• Tender apparatus will be delivered at the end of the week
• Call volume is normal
• COVID-19 Report
o Several tests have been completed with one in quarantine
o 3 responders have left duty due to illness and fever and have gone through
decon each time
o PPE is in good supply and trying to limit burn rate
o EMS is working smoothly and changing inspection approach
o Ready crews are being maintained in case main crew is exposed
ESD No. 1
• Call volume has increased, and the system was able to hand the increase
• Performing EMT maintenance
• COVID-19 Report
o Conducting testing this weekend
o Positive rate higher in Kyle and crews are being utilized countywide
o Ordered Clorox 360 machine for disinfecting trucks
o Receiving donations of hand sanitizer and meals for first responders
o PPE is good for about 30 more days and Chief Smith is aware
C. Planning Committee
No updates regarding Planning Committee.
D. Logistics Committee

No updates regarding Logistics Committee. Commissioner Roedl will be returning next
meeting with VOAD report.
E. Finance Committee
• Training is still on hold
• City Finance is tracking COVID-19 hours and expenses
• City is attending FEMA calls regarding COVID-19
F. Public Relations & Training Committee
• WebEOC is installed including training scenarios and incident management
• City has added webpage postings regarding COVID-19 including a dedicated
informational page

A motion was made by Commissioner O’Brien to adjourn the meeting. Commissioner Collard
seconded the motion which carried unanimously 8 to 0.

absence of any Commissioner for absence from this meeting.
Due to the Texas Governor Order, Hays County Order, City of Dripping Springs Disaster
Declaration, and Center for Disease Control guidelines related to CO VID-19, a quorum of this body
could not be gathered in one place, and this meeting will be conducted through videoconferencing.
Texas Government Code Sections 551 .045; 551.125; and 551.127.
