Emergency Management Commission Regular Meeting Minutes March 17, 2020 at 12:00 p.m. A Regular Meeting of the Emergency Management Commission of Dripping Springs, Texas was held Tuesday, March 17, 2020 beginning at 12:00 p.m., in the Council Chambers located at City Hall, 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Commission Members present were: Bonnie Humphrey, Chair Bill Little, Vice Chair Kay Allen Roman Baligad Scott Collard Gordon DeWitte Mike Jones Dan O'Brien Commission Members absent were: Ron Hood Curt Marek Dillon Polk City Staff and Officials present were: Council Member Taline Manassian ESD No. 1 Doug Fowler With a quorum of the Commission present, Chair Humphrey called the meeting to order at 12:00 p.m. II. PLEDGE OF ALLEGIANCE Chair Humphrey led the Pledge of Allegiance to the Flag. III. PRESENTATION OF CITIZENS A member of the public who desires to address the Commission regarding any item on an agenda for an open meeting may do so at presentation of citizens before an item or at a public hearing for an item during the Commission’s consideration of that item. Citizens wishing to discuss matters not contained within the current agenda may do so, but only during the time allotted for presentation of citizens. Speakers are allowed two (2) minutes to speak during presentation of citizens or during each public hearing. Speakers may not cede or pool time. Members of the public requiring the assistance of a translator will be given twice the amount of time as a member of the public who does not require the assistance of a translator to address the Commission. It is the request of the Commission that members of the public wishing to speak on item(s) on the agenda with a noticed Public Hearing hold their comments until the item(s) are presented for consideration. Speakers are encouraged to sign in. By law no action may be taken during Presentations of Citizens. No one spoke during Presentation of Citizens. IV. BUSINESS A. Discuss and consider possible action regarding the Fiscal Year 2021 Emergency Management Commission budget recommendation. The Commission discussed the item and will provide a recommendation at a later meeting. V. COMMITTEE REPORTS The following reports relate to the planning and administration of the City's Emergency Management Commission's Program. No Action to be Taken. A. Emergency Management Report Emergency Management Coordinator, Roman Baligad • Held WEBEOC demo call with Chair Humphrey and scheduled implementation for Monday with training to follow • Working on COOP which is almost complete COVID-19 Report • Monitoring situation with Chair Humphrey and Council Member Manassian • Founders Day cancelled and discussion deferred to April 6, 2020 • City Council will address resolutions to allow Mayor and City Administration authority to take certain actions without having to reconvene the Council for emergencies • Putting up temporary signage addressing hygiene at City locations, including parks, until more permanent signage can be produced • Using Facebook to notify public of necessary alerts and recommendations • HEB experiencing long lines prior to opening and shortages of certain items B. Operation Committee ESD No. 6 • Ne ISO rating 2, improved from 3 within the City • Remainder of new radios purchased • Budget workshop scheduled for April • Groundbreaking ceremony for new station was held, but have not actually started • Call volumes normal • New CAD implementation on schedule • COVID-19 Report o Will release statement later today o Educating personnel on PPE and protocols for response – limiting personnel in direct contact with citizens to conserve PPE Emergency Management Commission March 17, 2020 Regular Meeting Minutes Page 2 of 4  o Suspending public use of NHCFR facilities and events to May 1, 2020 o Disallowing stops at HEB during shifts o Working with other departments on increased resource sharing o Working on quarantine facilities for any personnel exposed or ill o Implementing s much work from home as possible o Continuing construction inspections o Current PPE adequate for normal response, reporting stock to CATRAC for regional distribution if needed o Concerns about accessibility for bottled water, increasing use of reusable containers – Hays OEM offered to provide some bottled water ESD No. 1 • Call volume increase over same period last year • Working on long range planning facilities • COVID-19 Report o Participating in daily DSHS calls o Not yet receiving calls on COVID cases o CAD notification of addresses with infection working as expected o Will have Board meeting by teleconference o Asking citizens to call doctor before arriving at medical office with symptoms and possibly redirect to prepared facilities o Still no PPE coming in, current supply good only for normal response rates o Not currently limiting call response but looking at plans if needed o By end of week LabCorp locations should have tests o DSSD requested resources from Strategic National Stockpile including gowns, gloves, masks and coveralls; received 25% of requested for CATRAC area and will distribute locally as needed HAYS OEM • Working on shelter plan revision • Lonnie Poe, Sunset Canyon Baptist Church reported to be “onboard” for variety of disaster services, Roman not included in meeting • Seeking 2 more Dripping Springs participants from the faith based community • Regional animal shelter plant continues, Mike will include Roman in meetings relating to local Dripping Springs area • COVID-19 Report o Austin Triage call center 512-972-5555 for asymptomatic calls o Hays temp tent triage at Central TX Medical Center in San Marcos o Discussions with Embassy Suites on quarantine for First Responders as needed o Testing not currently available in Hays County C.
