Emergency Management Commission Regular Meeting Minutes February 18, 2020 at 12:00 p.m. A Regular Meeting of the Emergency Management Commission of Dripping Springs, Texas was held Tuesday, February 18, 2020 beginning at 12:00 p.m., in the Council Chambers located at City Hall, 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Commission Members present were: Bonnie Humphrey, Chair Bill Little, Vice Chair Kay Allen Roman Baligad Scott Collard Gordon DeWitte Ron Hood Mike Jones Dan O'Brien Dillon Polk Commission Members absent were: Curt Marek Amy Roedl Staff and Appointed Officials present was: Sherry Canady, Records Management Clerk With a quorum of the Commission present, Chair Humphrey called the meeting to order at 12:03 p.m. II. PLEDGE OF ALLEGIANCE Chair Humphrey led the Pledge of Allegiance to the Flag. III. PRESENTATION OF CITIZENS A member of the public who desires to address the Commission regarding any item on an agenda for an open meeting may do so at presentation of citizens before an item or at a public hearing for an item during the Commission’s consideration of that item. Citizens wishing to discuss matters not contained within the current agenda may do so, but only during the time allotted for presentation of citizens. Speakers are allowed two (2) minutes to speak during presentation of citizens or during each public hearing. Speakers may not cede or pool time. Members of the public requiring the assistance of a translator will be given twice the amount of time as a member of the public who does not require the assistance of a translator to address the Commission. It is the request of the Commission that members of the public wishing to speak on item(s) on the agenda with a noticed Public Hearing hold their comments until the item(s) are presented for consideration. Speakers are encouraged to sign in. By law no action may be taken during Presentations of Citizens. No one spoke during Presentation of Citizens. IV. BUSINESS A. Discuss and consider approval of a Leave of Absence for Commission Member Amy Roedl. Chair Humphrey presented the item. The City Secretary staff report is on file. A motion was made by Chair Humphrey to approve a leave of absence through May 1, 2020 for Commission Member Amy Roedl. Commissioner Allen seconded the motion which carried unanimously 10 to 0. V. COMMITTEE REPORTS The following reports relate to the planning and administration of the City's Emergency Management Commission's Program. No Action to be Taken. A. Emergency Management Report Emergency Management Coordinator, Roman Baligad • Roman will be on vacation next Thursday through Sunday • WEBEOC contract completed and planning for implementation • City Staff EOC Training and ICS review on March 28, 2020 • Working on fuel delivery agreement with Texcon Oil B. Operation Committee DSISD • Middle School drills Tuesday February 25, 2020 at 1:00 p.m. • March 3, 2020 combined drill at Sycamore Springs Elementary School ESD No. 1 • Number of level zeros declined • Approved part-time/over-time UIT which allows for time with 3 units in service • Still looking for land locations ESD No. 6 • Finishing out upgrades for old radios • CAD going live in June and working on getting devices ready • Awarded contract for new station, groundbreaking ceremony set for March 7, 2020 • Slight increase in calls over same period last year Hays OEM Emergency Management Commission February 18, 2020 Regular Meeting Minutes Page 2 of 4 • Tyler Treadway will be working faith based group planning and coordination, asked to be included in all meetings with groups in North Hays • Working on the following: o PODs (Point of Distribution) Models o Inventory and storage for county assets o Expanding shelter agreements – 4 more in the works o Obtaining portable animal containment to be staged at DSRP o After action review for recent exercise, asked for team feedback C. Planning Committee • HAM Radio ground rod installed at DSRP, and mast is needed • HAM had good test with Firestarted CATRAC at Seton SW 1. Annex Edits Reviewed Annexes J and M D. Logistics Committee 1. Generator Subcommittee • Contract is signed and work has started 2. VOAD Subcommittee – Nothing to report E. Finance Committee • Training still on hold at state level F. Public Relations & Training Committee • Founders Day April 25 – 26, focus on warncentraltx.org, fire, and preparedness • EOC training being set up for staff • Looking at plans for National Night Out and Rainwater Revival • Will attend YMCA Community Fair VI. UPCOMING MEETINGS A. Emergency Management Commission Meetings March 17, 2020 at 12:00 p.m. April 21, 2020 at 12:00 p.m. May 19, 2020 at 12:00 p.m. The Commission briefly discussed the calendar and no changes were suggested. B. ADJOURN A motion was made by Commissioner Allen to adjourn the meeting. Commissioner Polk seconded the motion which carried unanimously 10 to 0.
