Regular Meeting Minutes
January 21, 2020 at 12:00 p.m.
A Regular Meeting of the Emergency Management Commission of Dripping Springs, Texas was held
Tuesday, January 21, 2020 beginning at 12:00 p.m., in the Council Chambers located at City Hall, 511
Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL
Commission Members present were:
Bonnie Humphrey, Chair
Bill Little, Vice Chair
Kay Allen
Roman Baligad
Scott Collard
Dan O'Brien
Curt Marek
Dillon Polk
Commission Members absent were:
Gordon DeWitte
Ron Hood
Mike Jones
Amy Roedl
With a quorum of the Commission presented, Chair Humphrey called the meeting to order at 12:07
p.m.
II. PLEDGE OF ALLEGIANCE
Chair Humphrey led the Pledge of Allegiance to the Flag.
III. PRESENTATION OF CITIZENS
A member of the public who desires to address the Commission regarding any item on an agenda for
an open meeting may do so at presentation of citizens before an item or at a public hearing for an
item during the Commission’s consideration of that item. Citizens wishing to discuss matters not
contained within the current agenda may do so, but only during the time allotted for presentation of
citizens. Speakers are allowed two (2) minutes to speak during presentation of citizens or during each
public hearing. Speakers may not cede or pool time. Members of the public requiring the assistance
of a translator will be given twice the amount of time as a member of the public who does not require
the assistance of a translator to address the Commission. It is the request of the Commission that
members of the public wishing to speak on item(s) on the agenda with a noticed Public Hearing hold
their comments until the item(s) are presented for consideration. Speakers are encouraged to sign in.
Anyone may request a copy of the City’s policy on presentation of citizens from the city secretary. By
law no action may be taken during Presentations of Citizens.

No one spoke during Presentation of Citizens.
IV. MINUTES
A. Discuss and consider approval of the November 19, 2019 and December 17, 2019
Emergency Management Regular Meeting minutes.
A motion was made by Commissioner Collard to approve the November 19, 2019 and
December 17, 2019 Emergency Management Regular Meeting minutes. Commissioner
Polk seconded the motion which carried 8 to 0 unanimously.
V. BUSINESS
A. Discussion regarding STEAR (State of Texas Emergency Assistance Request)
Program.
Roman Baligad was appointed by TDEM to be the STEAR area lead for zip code 78620.
VI. REPORTS AND STANDING ITEMS
The following reports relate to the planning and administration of the City's Emergency Management
Commission's Program. No Action to be Taken.
A. Emergency Management Coordinator Report
• Annexes C and D have been approved by TDEM
• City Hall trying to hire GIS Analyst which will help with planning and reviewing
the COOP and IT Plan for approval by City Council
B. Operation Committee
DSISD
• Working on 3-year safety audit
• Working on meeting requirements related to Senate Bill 11
ESD No. 1
• Still looking for new locations and related planning
• Seeing fewer level zero periods since adding ½ unit to schedule
• Looking at expanding another ½ unit during peak periods
ESD No. 6
• Number of simultaneous calls increasing
• Adding 1 to staff
• Working on Captain and Lieutenant promotions
• Two Lieutenants attending 2-week emergency management training in Maryland

C. Planning Committee
1. Plan Annexes Edits
Reviewed Annex Plans I, K and L for edits.
D. Logistics Committee
The Commission discussed concerns regarding MOUs and MAUs related to materials and
manpower that the contracts cover.
1. Generator Subcommittee
The Commission discussed the following:
• Fuel availability and storage
• Contract execution and installation date
• Need to purchase a trickle charger
• Need to generate SOP, training and testing schedule
2. VOAD Subcommittee – Noting to report
E. Finance Committee
• State revamping program, training on hold and will most likely need to start over
• City hired new A/R clerk
F. Public Relations & Training Committee
• Training on hold and awaiting list of trainees as things are evolving with City staff
and local VOAD information
• Will participate/observe Kyle EOC exercise
• Need to establish a better procedure for unified command so each group can train
internally

VIII. ADJOURN
A motion was made by Commissioner Marek to adjourn the meeting. Commission Polk seconded the
motion which carried unanimously 8 to 0.
This regular meeting adjourned at 1:37 p.m.
