Emergency Management Commission Regular Meeting Minutes December 17, 2019 at 12:00 p.m. A Regular Meeting of the Emergency Management Commission of Dripping Springs, Texas was held Tuesday, December 17, 2019 beginning at 12:00 a.m., in the Council Chambers located at City Hall, 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Commission Members present were: Bonnie Humphrey, Chair Bill Little, Vice Chair Kay Allen Roman Baligad Gordon DeWitte Ron Hood Mike Jones Dan O'Brien Curt Marek Commission Members Absent were: Scott Collard Dillon Polk Amy Roedl With a quorum of the Commission present, Chair Humphrey called the meeting to order at 12:00 p.m. II. PLEDGE OF ALLEGIANCE Chair Humphrey led the Pledge of Allegiance to the Flag. III. PRESENTATION OF CITIZENS A member of the public who desires to address the Commission regarding any item on an agenda for an open meeting may do so at presentation of citizens before an item or at a public hearing for an item during the Commission’s consideration of that item. Citizens wishing to discuss matters not contained within the current agenda may do so, but only during the time allotted for presentation of citizens. Speakers are allowed two (2) minutes to speak during presentation of citizens or during each public hearing. Speakers may not cede or pool time. Members of the public requiring the assistance of a translator will be given twice the amount of time as a member of the public who does not require the assistance of a translator to address the Commission. It is the request of the Commission that members of the public wishing to speak on item(s) on the agenda with a noticed Public Hearing hold their comments until the item(s) are presented for consideration. Speakers are encouraged to sign in. Anyone may request a copy of the City’s policy on presentation of citizens from the city secretary. By law no action may be taken during Presentations of Citizens. New ESD No. 1 Administrator Doug Fowler introduced himself during Presentation of Citizens. 1 of 3 IV. REPORTS AND STANDING ITEMS The following reports relate to the planning and administration of the City's Emergency Management Commission's Program. No Action to be Taken. A. Emergency Management Coordinator Report • Web EOC agreement still in review • Annex A approved by TDEM • Generator wiring proposal accepted from Varnell Electric and proceeding at DSRP • HAM radio antenna is waiting on feedback from Commissioner Polk B. Operation Committee ESD No. 1 • Hired new Administrator Doug Fowler • Continued flooding issues at Fire House park, looking for solutions Precinct No. 4 • Still seeking secure location for generator trailer with electrical connection for trickle charger CERT • Membership is up to 188 members county wide • Considering moving Trailer and Mule currently parked at Wimberly VFD to ESD No. 1 location Hays County • Point of distribution drill successful, next drill at Dripping Springs Middle School on November 25, 2019 o Uses Gary Job Corps which worked well o February 2020 COG exercise • Planning for Emergency Fair 2020 with a goal of 2,000 attendees • Would like to assist with Founders Day outreach • Interim County EMC is now Scott Raven DSISD • Just had SRO meeting • Reworking reunification plans and MOUs • Briefed on new Superintendent to be appointed in November • Working through requirements for Senate Bill 11 • New House Bill dealing with stop the bleed and tourniquets for nurses and students in grades 7, 9 and 11; also, adding tourniquets to emergency packs • Approved for warning system PERIweather with horn/speakers for broadcast, will be installed C. VOAD Subcommittee • Meeting with County and Blanco River Recovery Group immediately following this commission meeting. E. Finance Committee • Waiting on last disaster finance course schedule F. Public Relations & Training Committee • Waiting on finance training • Pushing VOAD/COAD group to identify candidates to train in the needed disciplines • Possibly setup information table at DSISD convocation event 2nd week of August 2020 – 1,000 attendees • Put together information packet to give title companies and realtors to try to educate new arrivals to the area V. ADJOURN A motion was made by Commissioner DeWitte to adjourn the meeting. Commissioner Allen seconded the motion which carried unanimously 9 to 0.
