Emergency Management Commission Regular Meeting Minutes November 19, 2019 at 12:00 p.m. A Regular Meeting of the Emergency Management Commission of Dripping Springs, Texas was held Tuesday, November 19, 2019 beginning at 12:00 p.m., in the Council Chambers located at City Hall, 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Commission Members present were: Bonnie Humphrey, Chair Bill Little, Vice Chair Kay Allen Roman Baligad Scott Collard Gordon DeWitte Ron Hood Dan O'Brien Dillon Polk Commission Members absent were: Mike Jones Curt Marek Amy Roedl With a quorum of the Commission present, Chair Humphrey called the meeting to order at 12:07 p.m. II. PLEDGE OF ALLEGIANCE Chair Humphrey led the Pledge of Allegiance to the Flag. III. PRESENTATION OF CITIZENS A member of the public who desires to address the Commission regarding any item on an agenda for an open meeting may do so at presentation of citizens before an item or at a public hearing for an item during the Commission’s consideration of that item. Citizens wishing to discuss matters not contained within the current agenda may do so, but only during the time allotted for presentation of citizens. Speakers are allowed two (2) minutes to speak during presentation of citizens or during each public hearing. Speakers may not cede or pool time. Members of the public requiring the assistance of a translator will be given twice the amount of time as a member of the public who does not require the assistance of a translator to address the Commission. It is the request of the Commission that members of the public wishing to speak on item(s) on the agenda with a noticed Public Hearing hold their comments until the item(s) are presented for consideration. Speakers are encouraged to sign in. Anyone may request a copy of the City’s policy on presentation of citizens from the city secretary. By law no action may be taken during Presentations of Citizens. MINUTES Discussion and Possible Action on the following item(s) A. Discuss and consider approval of the Emergency Management Commission Regular Meeting Minutes of August 20, 2019, September 17, 2019, and October 15, 2019. 1. August 20, 2019 2. September 17, 2019 3. October 15, 2019 A motion was made by Commissioner Collard to approve the Emergency Management Commission Regular Meeting Minutes of August 20, 2019, September 17, 2019, and October 15, 2019. Vice Chair Little seconded the motion which carried unanimously 9 to 0. V. BUSINESS Discussion and Possible Action on the following item(s) A. Discuss and consider recommendation regarding the Appointment of a Chair and Vice Chair for the Emergency Management Commission. A motion was made by Commissioner Allen to reappointment Bonnie Humphrey as Chair of the Commission. Commissioner Collard seconded the motion which carried unanimously 9 to 0. A motion was made by Commissioner Polk to reappoint Bill Little as the Vice Chair of the Commission. Commissioner Collard seconded the motion which carried unanimously 9 to 0. VI. REPORTS AND STANDING ITEMS The following reports relate to the planning and administration of the City's Emergency Management Commission's Program. No Action to be Taken. A. Emergency Management Coordinator Report • Still working on emergency generator wiring plan • Back-ups installed on PC’s, routers, and phones at City Hall B. Operation Committee Hays County • Justin McGinnis resigned from Office of Emergency Management • Annual LEMP (Local Emergency Management Planning) will meet December 19, 2019 at the Government Center. Several commission members will be present, but not enough to constitute a quorum. Precinct 4 • P25 meeting in Buda to discuss communication issues Emergency Management Commission November 19, 2019 Regular Meeting Minutes Page 2 of 4 • Evaluating new locations for trailered generator ESD No. 1 • New Administrative offer made, expected start date December 1 or December 2, 2019. Using part time help right now ESD No. 6 • Hired 2 volunteer firefighters to paid staff, looking at 1-9 to complete 3rd Company Staff • ISO re-rate this week • All new apparatus in service after customization and training • Discussion of response to West Fitzhugh illegal burning, including dumping area, TCEQ is involved • 1st Flu case reported in Burnet County November 18, 2019 • Burn ban off, but still dealing with grass fires • Discussed concerns with food trailers relating to the New Braunfels Wurstfest incident which ATF is investing. • Call volume is steady • House fires due to outdoor kitchens improper construction becoming more common, fire blocking to main residence is not being installed C. Planning Committee • Discussion regarding flood mitigation. Determine what the legislative changes mean to city of DS. How can we help in the process? Can we increase the area of study to include more downstream property? What are retention formulas and factors? Chair Humphrey and Commissioner Baligad will follow up with staff to determine what, if any, action the commission should take. • Commissioner O’Brien asked if commission would be interested in having representative from the local bar association to assist during recovery effort, Commissioner O’Brien will gauge interest with the bar members and get back to commission. • HAM at DSRP – using electrical room, unsure of building grounding. Commissioner Polk will look into grounding issue. Estimate Jan 2020 installation. LCRA possible for antenna install. Likely drive a new ground rod just for the antenna into the small flower bed to left of front entrance. 1. Logistics Committee 1. Generator Subcommittee – discussed during Emergency Management Coordinator report 2. VOAD Subcommittee – no discussion E. Finance Committee • Training still on hold, waiting on a provider F. Public Relations & Training Committee • Point of Distribution drill table top today, exercise will be held at Wimberly High School next Monday 1. Communications Coordinator Lisa – no discussion VII.
