Regular Meeting Minutes
October 15, 2019 at 12:00 p.m.
A Regular Meeting of the Emergency Management Commission of Dripping Springs, Texas was held
Tuesday, October 15, 2019 beginning at 12:00 p.m., in the Council Chambers located at City Hall, 511
Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL
Commission Members present were:
Bonnie Humphrey, Chair
Kay Allen
Roman Baligad
Gordon DeWitte
Ron Hood
Mike Jones
Dan O'Brien
Curt Marek
Commissioner members absent were:
Bill Little, Vice Chair
Scott Collard
Dillon Polk
Amy Roedl
City Staff/Appointed Officials present were:
Communications Coordinator, Lisa Sullivan
With a quorum of the Commission present, Chair Humphrey called the meeting to order at 12:07 p.m.
II. PLEDGE OF ALLEGIANCE
Chair Humphrey led the Pledge of Allegiance to the Flag.
III. PRESENTATION OF CITIZENS
A member of the public who desires to address the Commission regarding any item on an agenda for
an open meeting may do so at presentation of citizens before an item or at a public hearing for an
item during the Commission’s consideration of that item. Citizens wishing to discuss matters not
contained within the current agenda may do so, but only during the time allotted for presentation of
citizens. Speakers are allowed two (2) minutes to speak during presentation of citizens or during each
public hearing. Speakers may not cede or pool time. Members of the public requiring the assistance
of a translator will be given twice the amount of time as a member of the public who does not require
the assistance of a translator to address the Commission. It is the request of the Commission that
members of the public wishing to speak on item(s) on the agenda with a noticed Public Hearing hold
their comments until the item(s) are presented for consideration. Speakers are encouraged to sign in.

Anyone may request a copy of the City’s policy on presentation of citizens from the city secretary. By
law no action may be taken during Presentations of Citizens.
No one spoke during Presentation of Citizens.
IV. BUSINESS
A. Discuss and consider approval of the Emergency Management Commission 2020
Meeting Calendar.
A motion was made by Commissioner Allen to approve the Emergency Management
Commission 2020 Meeting Calendar as proposed as the 3rd Tuesday of every month, without
exception. Commissioner DeWitte seconded the motion which carried unanimously 8 to 0.
V. REPORTS AND STANDING ITEMS
The following reports relate to the planning and administration of the City's Emergency Management
Commission's Program. No Action to be Taken.
A. Emergency Management Coordinator Report
Roman Baligad
• Aaron Reed now Public Works Coordinator, will update appropriate annexes to
reflect the change
• Developing canopy safety guidelines for City hosted and participation events
o Commissioners Marek would likely be able to get DSISD to adopt the same
policy to aid in community consistency
• Update on annexes ready for review
• Update on flood mitigation grants and planning
B. Operation Committee
Precinct 4
• Still pursuing deuce and a half personnel transport
• Need to determine new secure location for generator with trickle charge capability
o Commissioner Marek will see what options are available with DSISD
o DSRP ruled out in current status
DSISD
• New Safety Committee meetings commence today
• District hired two new Mental Health Professionals
• District hired new SRO Director and added 3rd at Sycamore campus
ESD 1
• Director search still underway; hoping to make offer within 2-3 weeks
• Looking to add a Captain position shard with Kyle
• Attended 290 Advisory meeting in Oak Hill; meeting well attended and next teps are
out of our control

C. Planning Committee
• HAM antenna installation postponed in order to coordinate with DSRP construction
o Commissioner DeWitte will see if wiring can be installed prior to drywall
o Completion expected around February 2020
• Everbridge updated to include new commissioners; ran successful quick test for
Commission
Hays County
• October is primarily a public outreach month
• PODs exercise scheduled for November
o November 18th: tabletop
o November 25th: full exercise at Wimberly High School
D. Logistics Committee
1. Generator Subcommittee
• New exhaust system and battery quick connect installed
• Roman Baligad updating procedure to include new battery operations
• Will remain stored at DSRP
2. VOAD Subcommittee
• Will continue to work with local faith-based formation
E. Finance Committee
• Approved budget was sent out this week
• Final training with exercise scheduled for November 18th
F. Public Relations & Training Committee
• Commissioner DeWitte is ready to begin teaching SRP courses for businesses and
organizations desiring training
• Reminder for all Commissioners to take EOC 2200
1. Communications Coordinator Introduction
Lisa Sullivan introduced as the City’s new Communications Coordinator.

VII. ADJOURN
A motion was made by Commissioner Jones to adjourn the meeting. Commissioner Hood seconded
the motion which carried unanimously 8 to 0.
