Regular Meeting Minutes
September 17, 2019 at 12:00 p.m.
A Regular Meeting of the Emergency Management Commission was held Tuesday, September 17, 2019 at
12:00 p.m. in the Council Chambers located in City Hall at 511 Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL
Commission Members present were:

Robert Lamb
Curt Marek
Dillon Polk

With a quorum of the Commission present, Chair Humphrey called the meeting to order at 12:03 p.m.
II. PLEDGE OF ALLEGIANCE
Chair Humphrey led the Pledge of Allegiance to the Flag.
III. PRESENTATION OF CITIZENS
The floor is open for Citizens wishing to speak on items that are not on the posted agenda or do not
have a public hearing, and speakers are encouraged to sign in prior to speaking. Citizens wishing to
speak shall do so after being recognized by the Chair. The Chair may establish a time limit if
necessary. By law no action may be taken during Presentations of Citizens.
Dan O’Brien, member of ESD #1 Board introduce himself, and was available for questions from the
Commission.
IV. REPORTS AND STANDING ITEMS
The following reports relate to the planning and administration of the City's Emergency Management
Commission's Program. No Action to be Taken.

A. Emergency Management Coordinator Report
Roman Baligad
• Preparedness Fair the past weekend had a good turnout
• Preparedness Proclamation by the City Council will be this month
• Flash Flooding Preparedness – looking to provide information to home owners on
how they can manage runoff
• DSRP improvements on driveway to back building are complete
• NHCFR wants to place burn sign in triangle which they will manage; working with
City Staff on approval of plan
B. Operations Committee
Precinct 4
• Preparedness Fair successful
• CRAZE presented to City Staff
• Working on 1033 Program to acquire a personnel carrier
ESD 1
• Actively searching for new Administrator
• Working with TXDoT on passage through the “Y” in Oakhill
ESD 6
• Ladder Truck in district and training is underway
• New squad and pumpers almost ready and training will be planned
• Call volume normal
• Wildfires are low
• EMS training continues, also presenting “Stop the Bleed”
• CADispatch implementation moving forward
• City looking to adopt ICC2018 possibly November or December
DSISD
• Working on acquiring weather stations/alert system for High School and Middle
School campuses
• All 7 district Elevators now equipped with evacuation chairs and sleds
• Adding 19 more AED units toward goal of 35 throughout district; using 1st responder
compatible systems; once all 35 units are in place, unit upgrades will begin
• New Safety Committee starts in October
• DSISD is hosting church meetings on weekends; expressed concern/posed question
as to when Dripping Springs will have a local law enforcement
• Implemented ICS for daily management throughout district
• All teachers completed Mental Health First Aid Course
C. Planning Committee – no report
D. Logistics Committee

1. Generator Subcommittee
• Waiting on information to complete wiring at City Hall and DSRP
2. VOAD Subcommittee – no report
E. Finance Committee
• Waiting on City Council budget approval and expenditures of 2019 budgeted items
• Expect that generator electrical work on City Hall and DSRP will have to be
reallocated to the FY20 budget
F. Public Relations & Training Committee
• NNO is October 1st; Roman Baligad and Commissioner Collard are coordinating
• ICS 220 – need all possible EOC Representatives to complete course:
o Complete: Commissioner DeWitte
o In Progress: Commissioners Allen and Collard
• Mental Health First Aid being offered in Kyle
• Finance Committee table top training scheduled for November 14, 2019
• Donations Management Course – looking to see if we can get locally delivered and
designate volunteers to participate

VI. ADJOURN
A motion was made by Commissioner Lamb to adjourn the meeting. Commissioner Allen seconded
the motion which carried unanimously 12 to 0.
This regular meeting adjourned at 1:05 p.m.
