Emergency Management Commission Regular Meeting Minutes August 20, 2019 at 12:00 p.m. A Regular Meeting of the Emergency Management Commission was held Tuesday, August 20, 2019 at 12:00 p.m. in the Council Chambers located in City Hall at 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Commission Members present were: Bonnie Humphrey, Chair Roman Baligad Scott Collard Gordon DeWitte Mike Jones Dillon Polk Amy Roedl Commission Members absent were: Bill Little, Vice Chair Kay Allen Ron Hood Robert Lamb Curt Marek With a quorum of the Commission present, Chair Humphrey called the meeting to order at 12:03 p.m. II. PLEDGE OF ALLEGIANCE Chair Humphrey led the Pledge of Allegiance to the Flag. III. PRESENTATION OF CITIZENS The floor is open for Citizens wishing to speak on items that are not on the posted agenda or do not have a public hearing, and speakers are encouraged to sign in prior to speaking. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair may establish a time limit if necessary. By law no action may be taken during Presentations of Citizens. No one spoke during Presentation of Citizens. IV. MINUTES A. Discuss and consider approval of the July 16, 2019 Emergency Management Commission Regular Meeting Minutes. A motion was made by Commissioner Collard to approve the minutes with the following correction: Emergency Management Commission August 20, 2019 Regular Meeting Minutes Page 1 of 3  •VI.C.: strike “acting as” and “which will be permanently filled”; add “The Director of Hays County Emergency Management Office will”; strike “McInnis” and replace with “McKinney” Commissioner Polk seconded the motion which carried unanimously 7 to 0. V. REPORTS AND STANDING ITEMS The following reports relate to the planning and administration of the City's Emergency Management Commission's Program. No Action to be Taken. A. Emergency Management Coordinator Report Roman Baligad, Emergency Management Coordinator • Draft 1 of several annexes ready for review • Working with DSISD on transport annex • Working with HHS annex with Commissioner Roedl • TML Legislation update webinar will be hosted at City Hall on October 31, 2019 from 10:30 – 11:30 a.m. B. Operations Committee ESD6 • Commercial site prep annex underway • Working on HAZMAT updates • New CA Dispatch expected May 2020 • Now compliant with Electronic Health Records which allows electronic patient records to be handed off to medical personnel with patient. Compatible with all other area fire departments except Wimberly. • Beginning property acquisition plans for future stations • Working on additional radio antenna with other entities in area to improve service coverage level • Update on recent grass fires C. Planning Committee Waiting on DSRP construction to be further along to HAM radio antenna installation D. Logistics Committee 1. Generator Subcommittee • Wiring bids out with Randall & Malco Electric • Working on possible 2nd trailer 2. VOAD Subcommittee – No report. E. Finance Committee Emergency Management Commission August 20, 2019 Regular Meeting Minutes Page 2 of 3  Budget submitted to City. Roman Baligad and Chair Humphrey met with Mayor and City Administration on budget revisions. F. Public Relations and Training Committee • All Commission and EOC Personnel need to take IS2200 EOC Functions online • Preparedness Fair in September, Commissioner DeWitte will be hosting SRP Train the Trainer • Consider offering a CERT Course spread over months rather than weeks to begin involving the VOADs VI. ADJOURN A motion was made by Commission Collard to adjourn the meeting. Commission Jones seconded the motion which carried unanimously 7 to 0.
